The purpose of this study is to explore the emerging applications of E-Government, both in the United States and in the International Community. Information technology allows governments to service citizens in a more timely, effective, and cost-efficient method. E-Government implementation may meet initial citizen resistance, require cultural sensitivity, and change the way citizens and governments relate to each other. There is a focus on the domestic and international state of E-Government and the importance of citizen acceptance of E-Government.  相似文献

This study examines the adoption of centralized customer service systems in local governments in the United States. Survey data is used to show the relationship between different factors of E-Government adoption and the implementation of this information technology (IT). The results of this study show that the adoption of a centralized customer service system was related to the form of government that the local government had and being located in a central city. The results also indicated that the sophistication of the local government's website was related to the adoption of a centralized customer service system. The results of this study did not support the claim that larger cities are more likely to be adopters of this type of IT. Other results indicate that only 15% of local governments have adopted this IT. These information systems are well-integrated with existing online communication methods such as email and the internet. The information from this IT is commonly used by local governments for performance management and budget development.  相似文献

In the past two decades, governments from around the world have adopted access-to-information laws at a rate unlike any other time in history. This reform in government information policy parallels a global movement of intergovernmental and nongovernmental organizations, which have pressed countries to advance the norm of transparency. Competition in the global economy has also provided a strong incentive for governments to show openness, as business leaders and donor nations contend that access-to-information is critical for efficient markets. Given the growing interaction between governments and transnational firms, and the global emphasis on access-to-information, this cross-national study examines the relationship between business executives' perceptions of transparency in government policymaking, and several indicators suggested in the literature as means to advance the flow of information about government. The study found countries that respondents ranked as ‘most transparent’ had significantly higher levels of access-to-information laws, telecommunication infrastructure, E-Government, free press, and higher income levels, than countries with low transparency levels. Our regression findings indicate that telecommunications infrastructure and free press influenced the perceptions of government transparency in a positive and significant way. The evidence indicates that democracy did not contribute toward the perceptions of transparency. The findings also suggest that nations aiming for openness by adopting access-to-information laws and engaging in E-Government may signal to businesses that their governments are aware of the international norm of transparency—though these conditions are not necessarily sufficient to advance the perceptions of government transparency.  相似文献

This paper offers an exploratory analysis into the relationship between E-Government conceptualization and its intended impacts. By combining three independent research streams of technology transfer, information technology conceptualization and impacts, the expected national impacts of E-Government were theorized to influence how policy makers and implementers in developing countries conceptualize E-Government. The paper utilizes a qualitative research approach that is underpinned by critical realist assumptions. Actor–Network Theory was used as the meta-theory for the analysis. The findings point to a thinly-veiled control agenda by the Central Government bid to extend their control over local authorities through E-Government. The process of building an E-Government infrastructure is unfolding in an environment in which local actors' interests are weakly inscribed, while interests of the global actors are strongly inscribed. The overall implication is a trend in which the Central Government is enhancing bureaucratization through managerialization.  相似文献

Research on E-Government has largely focused on understanding the “outcomes and outputs of the E-Government project” [Yildiz, M. (2007). E-Government research: Reviewing the literature, limitations, and ways forward. Government Information Quarterly, 24(3), 646–665.]. It is argued that the existing research on E-Government tends to oversimplify the phenomenon. To address the call, the current study focuses on the process of an E-Government initiative by loosely drawing on the ‘technology enactment framework,’ in conjunction with the ‘systems development life cycle’ approach. Using a case study orientation, this study describes in detail how a geographic information systems implementation project is conducted at a local government in the United States. E-Government initiatives of varying scope and complexity have been implemented at the municipal and other levels of government throughout the world. These projects have been chronicled in both academic and practitioner journals and the proceedings of various E-Government conferences. As a consequence of this growing body of data, it is now possible to look across the experiences of numerous governments to understand if there are common issues that may impact the probability of success of E-Government programs. This paper examines the literature to search for critical planning and implementation issues that have had significant effects upon the success of E-Government initiatives. A conceptual framework is proposed which contributes to the theoretical understanding of E-Government initiative planning and implementation, and may inform practitioner success with new E-Government initiatives.  相似文献

Governments around the world are increasingly moving toward online service delivery in what is commonly called e-government. There are high hopes for e-government, particularly that the associated technologies provide the scope to make government services more responsive. This article reports on a 2006 study of one aspect of e-government responsiveness, namely, the basic capacity to answer a simple question posted by email. To this end, federal and state agencies in Australia, and central and local government agencies in New Zealand were emailed (n = 273). Data related to locating contact email addresses and subsequent responses was collected. The key finding was that the Australian agencies consistently did not perform as well as their New Zealand counterparts, bringing into question one component of their higher ranking in international e-government studies and also their potential to deliver on the Australian government policy that e-government means more responsive government.  相似文献

Coordinated by the U.S. Geological Survey (USGS), the National Biological Information Infrastructure (NBII) is a Web-based system that provides access to data and information on the nation’s biological resources. Although it was begun in 1993, predating any formal E-Government initiative, the NBII typifies the E-Government concepts outlined in the President’s Management Agenda, as well as in the proposed E-Government Act of 2002. This article—an individual case study and not a broad survey with extensive references to the literature—explores the structure and operation of the NBII in relation to several emerging trends in E-Government: end-user focus, defined and scalable milestones, public-private partnerships, alliances with stakeholders, and interagency cooperation.  相似文献

In this exploratory study, a community of inquiry framework was used to investigate students' perceptions of the efficacy and quality of online information organization and abstracting and indexing classes. It was found that participants valued not only the flexibility of online education, but also the instructor's timely engagement and reflection. Study participants emphasized the necessity of the instructor's frequent engagement through various modes of communication, such as virtual and face-to-face office hours and email. Participants' interest in asynchronous instruction mode was also observed. These findings are in line with previous studies emphasizing the importance of teaching presence in online classrooms. This study contributes to understanding students' perceptions of the quality of online learning and teaching.  相似文献

E-Government and E-Government development project studies have been conducted in most industrialized societies, as well as in Iran. Due to their nature and structure, E-Government development projects have numerous political, social, and economic impacts on society. Given the incorporation of significant capital, human resources, information, and political commitments, these projects are considered quite vital to society. Following the systematic pre-implementation activities of E-Government development projects is critical for the success of such projects; ignoring such issues leads to various problems during E-Government project implementation. This research aims to explore and detect the success indicators for pre-implementation activities of E-Government development projects, evaluate the validity of these indicators, and investigate the indicators' status in the Fuel Smart Card Project. The researcher has also provided some suggestions on the successful implementation of E-Government development projects.  相似文献

This study examined grandparents' reports of their use of three media—face-to-face, telephone, and email—in geographically separated relationships with grandchildren. Grandparents used telephone and email more frequently than face-to-face communication. There were no sex differences in frequency and satisfaction with the three media. Email use was examined in depth due to the dearth of research on its use. Grandparents who reported that they and their grandchildren were equally likely to initiate email were more satisfied with its frequency and quality than those who reported primary responsibility for email communication. Satisfaction with telephone communication predicted relational quality.  相似文献

This article addresses the different institutional and cultural contexts which must be considered when implementing E-Government in sub-Saharan Africa. Although E-Government is a global phenomenon, simply transferring ICT solutions and related organizational concepts from developed to developing countries seems inappropriate. E-Government undoubtedly has the potential to reduce administrative and development problems. However, it is obvious that compared to developed countries, additional effort is necessary when implementing E-Government in developing countries. More than in developed countries, the different initial institutional, cultural, and wider administrative contexts must be considered to avoid unintended effects. It is oversimplifying the issue to merely state that E-Government projects fail in Africa and other developing regions. Although E-Government in African countries lags far behind developed countries, this should be considered more as a state failure or lack of capacity in general. In particular, the different administrative contexts and rationalities must be taken into an account when implementing E-Government projects and strategies. Therefore, especially for African countries, a context-oriented approach seems to be a more promising route to the successful implementation of E-Government. The results of this approach may not seem ambitious from a western perspective, but could contribute to the solution of real-life and development problems in African societies.  相似文献

This study examined the characteristics of readers who share hyperlocal news in person, over email, and through social media. A reader survey of 10 hyperlocal news websites that operate in a variety of communities in the United States was conducted (n?=?2289). More readers indicated sharing hyperlocal news in person than through email or social media. Higher neighborhood involvement and higher education tended to characterize readers who shared hyperlocal news via each of the three channels. Education moderated the association between neighborhood involvement and sharing news in person and via social media. These results suggested that highly involved readers with little education used social media more than their highly educated neighbors to share news from hyperlocal websites. The study extends the precepts of channel complementarity theory into the domain of online news sharing.  相似文献

We present a multidisciplinary methodology for E-Government project planning. The set of expertise needed for the design of E-Government systems includes social, juridical, economic, organizational, and technological perspectives. To properly address such a broad range of influences requires a unique vision. Our long-term aim is to use an integrated approach to examine a number of issues which currently present challenges in many E-Government projects. This paper in particular focuses on social and technological aspects of E-Government. The methodology has four phases: (1) state reconstruction, (2) quality assessment, (3) new quality targets definition, and (4) preliminary operational planning. A case study provides evidence of the feasibility and effectiveness of the methodology.  相似文献

This paper analyzes the implementation of new intermunicipal structures in Italy to support the development of E-Government in the country's peripheral areas. Our exploratory case study, conducted in the Piedmont Region, shows that intermunicipal collaborations can facilitate the coordination of interdependent subjects, rationalize existing resources (e.g., through the reuse of application software solutions), and prevent the dispersion of federal government funds. Nevertheless, intermunicipal collaborations alone do not seem to have the power needed to ensure that decisions made at the central level will automatically translate into concrete and binding commitments for the municipalities involved. From a methodological standpoint, the article makes use of the analytical frameworks offered by organization science to interpret the effects of collaborative arrangements on E-Government implementation.  相似文献

This article presents results of a study of library-related posts on Yik Yak, a former social media app, and questions received via more traditional library-maintained virtual reference service platforms—namely, chat/instant messaging, SMS/text messaging, email, and LibAnswers' Query Spy—at College of Charleston's Addlestone Library. Based on an analysis of the results, suggestions are made for using social media tools similar to Yik Yak as a tool for interacting with patrons in academic library settings, specifically as a means to gather feedback about the library and to provide basic reference services.  相似文献

The study gathered data about librarians'' membership in institutional animal care and use committees (IACUCs) and their professional activities supporting animal researchers. Libraries affiliated with medical schools that were members of the Association of American Medical Colleges were surveyed. A survey was distributed via library directors'' email discussion lists and direct email messages. Sixty surveys were completed: 35 (58%) reported that librarians performed database searches for researchers, and 22 (37%) reported that a librarian currently serves on the IACUC. The survey suggests that academic health sciences librarians provide valuable, yet underutilized, services to support animal research investigators.  相似文献

In situations of crisis, governments must acknowledge that communication is a major weapon in their armoury, and can be used to convince the public to accept sometimes stringent measures, while preventing a worsening of the situation by curbing any spread of panic. Theoretically, during a pandemic, fear can be contained at reasonable levels by governments counterbalancing uncertainty with information. However, there is no empirical evidence on how the flow of information during a crisis can influence emotional states among the population. In this process, social media appears to be a valuable tool for governments to observe emotional response in a population. In the light of this and within the context of the Italian government's social media campaign #iorestoacasa (‘I'm staying at home’) launched during the Covid-19 crisis, the current study utilises text analytics to explore the relationship between government and press communication, and the level of fear expressed by citizens through more than 200 thousand #iorestoacasa tweets. The results highlight how the content of the messages evolved in the early part of the outbreak and during the social media campaign. They suggest that in Italy the discussion regarding the efforts made by the European Council to find common solutions for dealing with the emergency has prompted a positive influence on public mood. Conversely, messages about people's individual vulnerability and the associated sense of an external locus of control correlated positively with levels of fear. This study opens new ways to support government communication during a crisis by monitoring public emotional response through social media.  相似文献
