政社互动与社会工作机构行为策略

随着国家大力推动社会治理创新,政府与社会工作机构之间的互动关系已发生深刻变化,社会工作机构的行为策略也随之改变。在政府与社会工作机构互动博弈的过程中,社会工作机构往往采取"既合作,又竞争"、"有所为,有所不为"的策略。在政府加大购买社会服务的当下,要进一步强化政社互动,转变服务理念,优化执行策略。     

公共治理视野下高等教育系统中的社会交换

在传统体制下,政府是高等教育系统唯一的管理主体和单一的权力中心,高等教育系统依赖政府所提供的资源和机会,政府与高等教育系统之间是一种不完全的社会交换。随着高等教育系统治理的主体趋向多元化,多种权力主体和利益主体相互并存与博弈,多维度、多层面、多指向的社会交换维系着高等教育系统的运行。与此同时,基于社会交换这一框架,高等教育系统、政府、社会之间呈现出新的互动关系与态势。     

浅析以话语民主促进政策网络构建

政策网络是20世纪70年代末西方公共政策领域研究中的重要课题,指的是在政策制定过程中,政府机构与其他利益相关者之间建立的制度化的互动关系模式.政策网络的构建与运行内含着对话语民主的要求,意味着政府不再是唯一的"元话语",而是要通过与社会多元主体之间的互动,实现公共政策的合法性与有效性.在中国这样一个缺乏民主传统的国家推行话语民主和政策网络的理论与实践,有其特殊的要求,需要政府与社会的共同努力.

论民间教育评估机构权力的内涵、特点与范畴

这些年来,民间机构在在人们的社会生活中发挥着越来越大的作用。开展评估工作是民间机构非常合适的工作。本文探讨民间教育评估机构的权力,指出民间教育评估机构的权力是社会权力的一种,以其所拥有的社会资源对政府、学校、学生、家长等产生社会影响力;其权力具有持续性、专业性、服务性、独立性、双重性、评估主体多元性等特性;对学校教育日常办学行为的监督、学校教育质量水平的评估、学校教育发展的策略与建议是其权力的主要范畴。     

政治文明视野下有限政府建设的路径选择

民主与法治是现代政治文明架构中的两大命题。民主要求建立政府与社会之间的互动关系,法治的核心是宪政,本质是限政。有限政府就是政府权力受到法律与社会有效制约的政府。因此,政治文明下的有限政府必然表现为民主政府和法治政府。

探讨开展社会工作专业本科教育的几个基本问题

随着我国社会主义市场经济体制的逐步确立,社会转型期涌现出的大量问题为“以解决社会问题为己任”的社会工作专业提供了广阔的发展空间。但社工专业的人才教育问题一直是此专业发展的瓶颈。如何在现有的条件下,紧密结合社会需求,发挥北京城市学院培养“应用型”人才的专长,为社会输送紧缺的优秀社会工作专业本科人才,是北京城市学院顺利升本后对社会工作专业提出的首要课题。本文尝试从社会需求特点、社会工作专业特性出发,结合本专业四年来从事社工专业专科教育的经验教训,指出培养社工专业本科人才的重要性和紧迫性,并试图从课程设置、教学管理、实习实训等环节入手,初步构建“应用型”、“复合型”社工本科人才的培养方案。     

“As Long As You Are Willing To Wait”: Access and Equity in Universities for Students With Disabilities

The demand by people with disabilities to university education has been growing in recent years. A pilot study of five universities reviews their equity profiles and on‐the‐ground practices in relation to students with disabilities. Particular attention is paid to departments of Social Work which are postulated to contain the conditions under which disability issues in education might be recognised. The research suggests that there are major resource problems in meeting needs, exacerbated by bureaucratic conflict in government, and a limited willingness by resource‐pressed universities to plan effectively the recruitment and support of students with disabilities. Greatest progress has occurred where student action is most sustained and senior staff have a personal commitment to change     

A Social Work Field Code of Transgressions

Social work students, field instructors, and faculty members in liasion roles frequently create misery in themselves and each other in spite of their commitment to the highest professional standards. Development of a Social Work Field Code of Transgressions is an attempt to codify the directives which give structure to these misery generating behaviors. The codified misery generating directives in this paper were inferred from actual observations by the authors in their social work student, practice, and training roles. Each problematic field experience represents an opportunity to contribute to an emerging, "Social Work Field Code of Transgressions." Your support in this development is encouraged.

Social problems of the 1990s require Schools of Social Work to train managers who will assume leadership roles in complex, community-based agencies in communities of color. This paper examines how one School of Social Work developed a Management Laboratory field practicum with a federation of settlement houses located in a racially divided, ethnically diverse neighborhood in a major city.     

Towards a Political Theory of Social Work and Education

The article focuses on Gramsci's elaboration of the concept of hegemony to analyze the function of Social Work during the periods of Fordism and post-Fordism. It discusses the limits and opportunities for a democratic development in the theory and praxis of Social Work.     

国际劳工组织职业培训基准述评

国际劳工组织以实现"社会正义"、"体面工作"为目标,根据社会经济产业的发展,以政府、雇主、劳动者的社会对话机制,形成并不断更新国际职业培训基准,将人力资源开发、教育培训和终身学习政策作为经济社会发展战略的重要组成部分,兼顾经济目标和社会目标,希望加盟国政府在构建国家资格框架、加大教育和培训力度的同时,鼓励企业投资于教育和培训,创新培训方法,促进个人积极利用教育、培训和终身学习的机会。     

经验与反思：玉树灾害社会工作与社区重建

玉树灾害社会工作在灾后重建的三年时间里,大致经历了“紧急救援”、“灾后重建”两个阶段。灾后重建以甘达村联合社会工作站为主体,发掘和链接政府、民间组织、宗教团体等各方资源,搭建社会支持网络,为个人和家庭提供服务,探索灾后集中定居的牧民生计恢复和可行之策。玉树甘达村社工站是青海本地社会工作教育者和社会工作者成长和服务的平台,也可链接外部资源弥补本土社会工作因年幼无法独自完成任务的不足。玉树甘达村社工站初步形成的多方合作介入灾后社区重建的介入模式可资借鉴。     

Social work learning spaces: the Social Work Studio

This paper explores the contribution of a physical learning space to student engagement in social work education. Drawing on a constructivist methodology, this paper examines the findings of a survey conducted with students and staff in a social work and human service programme about their experiences of a Social Work Studio learning space. The analysis identified that students and staff who used the Studio reported that students were emotionally, cognitively and behaviourally engaged in the space, which enriched their development as social work and human service practitioners. The researchers concluded that the Social Work Studio is a useful tool for enhancing social work student engagement and increasing their confidence to address the ‘real-life’ challenges they may face as social work practitioners.     

A Course on Disability Advocacy

Abstract

This paper presents the development of a new course on disability issues entitled “Disability Rights and Social Work Practice” that was offered in the spring semester of 1999 in the Bachelors of Social Work program. This disability advocacy course consists of three components: distance education utilizing websites and a computer interactive program, community service learning, and seminars on campus.
