Determinants of Public Cultural Expenditures: An Exploratory Time Series Analysis for Austria

Austria calls itself a ``cultural nation' as the arts, the performing arts (theaters) and museums, in particular, play an important role in public debate. However, the question arises as to whether public cultural expenditures as an indication of the significance of cultural policy are really as important when compared to other policy fields as political parties and the government try to suggest. A time series of public cultural expenditures for the period from 1967 to 1998 is taken as a basis for testing econometrically whether public expenditures (measured primarily as the ratio to GDP) follow a growth path. Based on tests for the stationarity of the time series of cultural expenditures in Austria, there are empirical indications that cultural expenditures, gross domestic product (GDP) and the relative price index (GDP and government expenditures) are cointegrated. Further econometric estimations (error-correction models) show that cultural expenditures increase with growing GDP but are vulnerable to short term fluctuations. Additionally, ``Baumol's cost disease' adds to the long-term growth of cultural expenditures. In the past the growth path of cultural expenditures has been stable and independent of the ideology of ruling parties, the form of government and political business cycles.

With all Good Intentions: Jacob Lawrence at the Museum of Modern Art

In the exhibition ‘One-Way Ticket (2015)’, New York’s Museum of Modern Art (MoMA) presented African-American artist Jacob Lawrence’s series Migration (1941). However, despite a curatorial intention to do otherwise, MoMA’s exhibition diminished Lawrence as an artist and his Migration series as art by defining Lawrence as an African-American ‘painterly-historian’, rather than an American artist looking to an international art scene. This article examines ‘One-Way Ticket’ and compares Migration with exhibitions of Otto Dix’s 1924 Der Krieg series to demonstrate the racial bias undergirding even an honest attempt to pay homage to an artist outside of a white modernist mainstream. With the acknowledgement of profound differences in impact and scale, this article contends that there is a parallel between MoMA’s ‘One-Way Ticket’ and the consistent assumption of African-American otherness to a white norm undergirding today’s climate of racial unrest.     

Estimating the real growth effects of blockbuster art exhibits: A time series approach

This paper addresses the evaluation of real growth forecasts made by impact studies. Intervention analysis is used to estimate the ex post impact of blockbuster exhibits on economic growth in Jackson, Mississippi (chosen because state and local governments provide regular subsidies to finance the exhibitions). Non-farm employment measures real economic growth and dummy variables capture the occurrence of the exhibitions. Univariate time series techniques identify and estimate a stationary process after filtering the data for seasonal and cyclical effects. The analysis estimates the short run impact on Jackson’s filtered employment series due to the blockbuster exhibitions as approximately 700 jobs.     

In Search of Stylized Facts on Art Market Prices: Evidence from the Secondary Market for Prints and Drawings in Italy

In the paper we develop some price indices for the secondary market forprints and drawings in Italy for the period 1977–1999. Theempirical evidence suggests the emergence of causal links from thepainting series and consumer price series to the print and drawingsprice series. Within the secondary market, the drawings price seriesprecedes the print price series.     

Maximizing production values in a dramatic television series production

The paper uses empirical data from an ethnographic study of the production of a dramatic television series to explore the calculative practice of the production team. In its focus on three distinct calculative spaces – estimates, schedules, and the production floor – the analysis draws on a broadened conception of calculative practice that integrates (non)numeric calculation and judgment. This conception of calculative practice provides the basis for exploring how both economic and non-economic forms of calculation are integrated into the routines of the production team and manifest in the concept of ‘production values’ deployed by industry insiders. In doing so, this paper outlines the role of calculative practice in shaping the emergence of the final product.

Communication and identity management in a globally-connected classroom: An online international and intercultural learning experience

Though global classrooms are designed to expose students to varied cultural knowledges and experiences, how students consider and display their own identities in cross-cultural exchange has yet to be fully interrogated. This study focuses on U.S. college students who participated in a series of online conversations with learners in Singapore. Grounded in Goffman's sociological work and based on Hecht's communication theory of identity, this article focuses on students’ conceptions of themselves relative to others, and perceptions of identity work in cross-cultural conversations. Limitations tied to this project and avenues for future research on intercultural communication classroom practice are considered.     

Monitoring detaching murals in the Convent of Müstair (Switzerland) by optical metrology

The critical condition of detaching historical murals in the Convent of Müstair (Switzerland) prompted a series of investigations and conservation actions over the last 40 years. After percussion tests in 1984/1992, an advanced technology of time-average TV-holography has been applied in 2000 and 2005. The primary aim was to substantiate if and to which extent detaching is in progress. This case study explores characteristics and limits of traditional percussion tests and time-average TV-holography. Extensive mappings by both techniques are carried out on two different structures of wall paintings. The comparison shows that the so-called percussion test – when combined with a close experienced observation – reveals a holistic picture of the general condition of a threatened painting. Time-average TV-holography, on the other hand, yields highly accurate relative information on the spatial distribution of detached areas. Therefore, it is apt to provide an exact answer to the question if detachment is in progress or not.     

Cinema Demand In Germany

This paper examines the German cinema market using time series data covering the period 1950–2002. Applying estimation techniques such as OLS, 2SLS and SUR, we identify interrelations between the number of seats, the average real prices and the demand for movies per capita. Furthermore, we test for the long-run relationship between demand, prices and real income and estimate the elasticity of demand with respect to these variables.JEL–Classification: C22, C23, L82     

WAGES OF SIN?

The ‘global credit crunch’ is only the latest and most virulent among a series of financial crises stretching back to the 1970s and beyond. Yet, more than any of its predecessors, the current crisis is being presented in apocalyptical libidinal terms. Accounts of the crisis and its aftermath tend to be predicated on a sharp contrast drawn between prudent, conservative, risk averse, sober financial practice and a more exuberant, greedy, hedonistic, risky counterpart.

This kind psychosexual analysis is neither new, nor does it represent an accurate depiction of the dilemmas and challenges posed by modern finance. It tacitly suggests, for example, that a return to ‘traditional financial values’ (akin to repeated calls for returns to ‘family values’) would restore calm and normality to a system undermined by the excesses of the perverse few.

This paper argues that although a return to ‘traditional values’ is unlikely to solve any of the current problems, the representation of the crisis and its aftermath is significant. The crisis and its aftermath are embroiled in a wider fundamentalist and puritanical backlash against ‘hedonistic’ capitalism. It represents not a crisis of capitalism as a whole, but a schism within (predominantly) financial communities over the morality and acceptability of ‘risk’. As such, a strongly libidinal language already common within the markets is being adapted and redeployed to create new divisions and exceptions in the context of crisis.     

Of Recalcitrant Subjects

This paper problematises some of the assumptions underlying efforts in Governmentality Studies (GS) to theorise the production of subjectivity. By focusing on the GS literature about the role of the ‘psy-disciplines’ in the contemporary production of subjects, and by engaging in discussion with a heterogeneous series of authors such as Bruno Latour, Isabelle Stengers, Gilles Deleuze and Michel Serres, it is argued that there are methodological, epistemic and ontological assumptions underpinning GS's work that result in: (1) a reduction of the material multiplicity of vectors at work in the production of subjectivity; (2) a reproduction of the subject–object distinction also common in conventional accounts of psychology and psychotherapy; and (3) the conceptualisation of ‘governable subjects’, who are nothing but epiphenomena of their vectors of production. The problematisation of such assumptions allows for the possibility of rethinking the formation of subjectivity, that is, of encountering recalcitrant subjects who may resist specific forms of subjectification, and also ask new questions, thereby potentially resulting in unexpected, novel forms of subjectivity. Finally, the notion of ‘ecology of questions’ is offered as an alternative exploration of the production of subjects.

Valuations of experimental designs in proteomic biomarker experiments and traditional randomised controlled trials

This article examines the shifting conditions for biomedical knowledge production by studying trends in the design of biomedical experiments. The basic premise of the study is that the very act of establishing a research design entails a process involving a series of valuations where different values are evoked, ordered, and displaced. In focus is the articulation and ordering of what counts as central values in research design for two kinds of biomedical treatment trials, namely the traditional randomised controlled trial (RCT) and the emerging new form of biomarker trials used to assess biomarker/treatment combinations (BTTs). The empirical material consists of textbooks (RCTs) and journal articles (BTTs). We ask how these materials articulate the various scientific, medical, and economic values at play. Among the differences uncovered are a difference in relation to what counts as ethical in relation to prior knowledge, differences in the flexibility in design as well as the valuation of the risk for false positives and false negatives. More broadly, the study shows how textual accounts of different ways of producing knowledge are linked to partly different valuations of ethics, flexibility, and risk as part of establishing the research design of biomedical experiments.     

Mobile consumers and the retail industry: the resistible advent of a new marketing scene

ABSTRACT

Over the last ten years, marketing professionals have invested in various devices aimed at digitalizing the point of sale. Mobile phones, and the connection they open between the digital and physical worlds, are likely to profoundly renew the way organizations build the representations of consumers upon which they operate. This article aims to describe the new, mobile-based market infrastructure that is currently being implemented; the figures of the consumer it builds on and renews for marketing purposes; and the opportunities it offers to create a new marketing scene. We address this question by focusing on the world of physical retail. We show that online commerce websites and http cookies have enabled a connection between three traditionally separate figures of the consumer and associated marketing scenes: the consumer as an audience, as a shopping cart, or as a (loyalty) card. The smartphone carries the promise of pursuing this movement into store aisles. We show, however, that the domestication of physical geography to cultivate mobile consumers is particularly difficult, and so far based on a series of disparate attempts and experiments.     

Study of fire-extinguishing performance of portable water-mist fire extinguisher in historical buildings

This paper describes both theoretical and experimental studies on the application of a portable water mist extinguisher in suppressing flammable liquid and wood crib fires. At first, the interaction between water mist and fire plume is studied by analyzing the instantaneous process of fire extinction. And then, the feasibility in extinguishing diesel oil, gasoline and wood crib fires is studied by a series of experiments. Theoretical analysis and experimental results show that the extinguishing mechanisms and process change with the difference of water mist characteristics (such as water flux density, droplet velocity and diameter), and the portable water mist fire extinguisher with appropriate characteristics was able to extinguish Class A and Class B fires. It is a potential fire protection means for historical buildings.     

传统村落景观基因共生发展研究——以浙江省丽水市鸬鹚村为例

在文化自信与乡村振兴的时代背景下,传统村落的快速发展中涌现出地毯式开发和碎片化利用等一系列问题。如何既保留村落独有的空间格局、山水景观,又能延续传统文脉,扩大民俗文化影响力,催生传统村落在发展中强大的内生动力,这一问题的解决对村落的可持续发展尤为重要。基于共生理论,以浙江省丽水市鸬鹚村为例,采用景观基因分析法,以物质形态标准作为分类依据,剖析景观基因特征及其与村落发展的深层次联系,进而构建出传统村落活化保护和共生发展的策略,以期为我国传统村落的可持续发展提供更多路径选择。     

Definition of the procedure to determine the suitability and durability of an anti-graffiti product for application on cultural heritage porous materials

Anti-graffiti protection is becoming a common practice in many urban buildings, especially in areas of social decay. When Cultural Heritage objects are affected by graffiti, the application of anti-graffiti products can result not only in an unsatisfactory result but also in an irreversible damage of an invaluable cost. The materials commonly found in these constructions are very frequently porous and present different types of decay forms. For this reason, the protection of these materials should be carefully considered. This paper proposes a criterion to decide on the suitability and durability of an anti-graffiti product prior to its application in a porous surface of a protected building. Performance classifications are defined for a series of properties including colour and gloss, and hydric and durability properties, and minimum acceptable values or reductions in these properties are recommended.
