This paper discusses strategic instruments that are used to enhance the competitiveness of Finnish universities in the context of globalisation, internationalisation and commercialisation of research and education. The Finnish higher education system is currently undergoing a major policy reform, which aims to enhance the competitiveness of Finnish universities through structural development. This article focuses specifically on three themes of structural development: institutional cooperation and mergers between universities; stratification and differentiation; and changes in governance and leadership. In anticipation of a globalising post-Fordist political economy, countries and universities are increasingly pursuing strategic transnational education and research alliances. This article analyses the Global Schoolhouse, a key education policy platform that aims to transform Singapore into a knowledge and innovation hub by establishing networks and collaborations with foreign universities. Two Global Schoolhouse initiatives are examined—the alliance between Singapore and MIT (Massachusetts Institute of Technology), and the institutional restructuring aimed at re-modelling the National University of Singapore into a ‘leading global university centred in Asia’. We outline some of the complexities and unanticipated outcomes which emerge when nations and their education institutions seek to globalise.  相似文献

Significant factors within UK higher education include explicit competition, regulatory demands and pressures to maintain student numbers despite tuition fee increases. Universities have responded by more actively managing finances and quality but seemingly not staff time. This paper sets out findings on the processes and practices surrounding academic workload allocation (WLA) in universities, based on 59 detailed interviews from a cross section of staff. The main findings from this research are that there are a huge variety of different practices surrounding WLA and much potential for improvement. The approaches observed can be seen to work in a continuum from informal to partial, to the more comprehensive. Although many felt the disciplinary context to be very important to the process chosen, the findings of the research reveal that this is not the case.  相似文献

We attempt to prove the hypothesis that, under certain conditions, a phenomenon of propitious selection may arise on the higher education market: When talented university entrants favor applying to branded universities, the latter are able to automatically build up a positive reputation without having to actually improve the quality of their educational process. We have performed an econometric modeling and regression analysis on a set of data that were obtained from a survey of Moscow university freshmen to show that high school graduates with high scores on the Unified State Exam (USE) really are oriented toward branded universities and that these prospective students believe that obtaining a prestigious degree is even more important than entering any particular profession. Entrants lack complete information about the quality of education at any given university. The analysis of university rankings presented in this article shows that they are unable to completely solve this information asymmetry since they contain signal distortions introduced by their ranking methodology. These rankings primarily prioritize the research activity of faculty members, and they ignore their teaching performance and work with students. Therefore, often universities design their policies in such a way as to privilege the criteria that are used in rankings, and they focus on improving precisely these indicators at the expense of other considerations. As a result, branded universities are able to distinguish themselves from conventional higher education institutions not by actually providing higher quality educational services, but by selecting the best applicants and benefiting from the powerful peer effect of having these students study together. In this way, these universities can produce excellent graduates that ensure their positive reputation in the eyes of employers and at the same time increase their brand value by raising their position in the rankings.  相似文献

Work-integrated learning (WIL) is a risky business in higher education. The strategic opportunities that WIL presents for universities cannot be achieved without taking on unavoidable legal risks. University lawyers are involved with managing the legal risks as part of their internal delivery of legal services to universities. It is important to identify the risks that potentially arise, so these can then be managed. A case study involving Australian university lawyers reveals the ‘program risks’ of WIL. Program risk is a type of legal risk that relates to the conduct of universities, host organisations and students before, during and after a WIL placement, as well as the personal characteristics of students that can expose the university to legal risk. The research findings may be applied by university lawyers, academic disciplines and university management to evaluate and improve risk management in WIL programs.  相似文献

International education is widely recognised as providing a range of positive outcomes for students, universities, and both the source and destination countries. New Zealand politicians, however, see international education as a means of generating significant export earnings able to subsidise the local provision of university education. New Zealand universities have been criticised as underperforming in comparison to their Australian counterparts in attracting revenue from international students. This article explores the evidence of that observation by examining the patterns of enrolment by international students in New Zealand and Australian universities. The analysis identifies significant drivers of the international student enrolments in Australia and discusses potential strategic and policy implications for international education in New Zealand that respond to these drivers.  相似文献

在创建世界一流大学目标的推动下,我国公立大学近年来得到了快速的发展,掌握和控制了庞大的经济资源。但与此同时,资源进入大学以后,如何在大学内部各院系和行政部门之间进行有效地分配却并未引起足够的关注。本文运用公共产品和公共选择的有关理论对大学内部资源的性质及其配置方式进行了研究,根据权利的明确程度将大学内部的资源分为私人资源和公共资源,并提出了分配大学公共资源的三种方式:传统、绩效和战略。我国公立大学内部资源配置主要是依据传统,欠缺依据绩效和战略而进行分配。更为欠缺的则是公共资源分配所要求的公开性、稳定性和合法性。  相似文献

Neo-liberal reforms in higher education have resulted in corporate managerial practices in universities and a drive for efficiency and productivity in teaching and research. As a result, there has been an intensification of academic work, increased stress for academics and an emphasis on accountability and performativity in universities. The paper proposes that while managerialism in modern universities is now the norm, corporate approaches have disempowered academics in their institutions and reduced productivity because they ignore the nature of academic work. Using Foucault’s conception of power relations in institutions, policies that directly affect academic work such as workload allocation and performance management are identified as key ways in which power is exercised in universities. The paper reports on a case study in one university which explored the relationship between the academic workload allocation and performance management policies and concludes that a more balanced power relationship is needed in which academics can have more influence over these key processes which control their work so they preserve the self-managed aspects of academic work and the intrinsic motivations driving their careers.  相似文献

通过对普通高校继续教育本质和功能的探讨,分析了普通高校继续教育存在的主要问题,提出了普通高校继续教育战略转型的基本思路,目的就是为了完善普通高校继续教育的体制、机制和模式,充分发挥普通高校在继续教育和终身教育中的作用和优势。普通高校继续教育是对大学后在职从业人员进行的知识更新教育,是一种高层次的非学历教育,是终身教育的重要组成部分。普通高校继续教育具有传播最新科学技术、搭建校企合作桥梁、构筑终身教育体系等三大功能。目前,很多普通高校在举办继续教育的实践中,存在偏离继续教育本质的倾向,如继续教育被边缘化、以学历教育为主、没有形成与社会的联动机制、教学方法落后、教学内容陈旧等,削弱了继续教育的功能,影响了办学水平和培养质量。普通高校继续教育必须实现战略转型,包括教育结构转型、体制机制转型、办学模式转型和教学建设转型等。  相似文献
