Abstract

The amount of merit-based scholarship support for graduate students in the United States has increased dramatically. Given this increased investment, does increasing the size of scholarships awarded to the most academically able admitted students substantially increase their probability of enrollment? We found no support for a positive answer to the question. Our study is unique in the literature in two important ways. First, the design randomly assigned admitted students to size of scholarship. Second, the size of scholarship varied from substantial ($10,000) to substantially larger ($18,500). The applicants in the study were the most academically able applicants to master's programs in a graduate school of education at an elite university. It may be that the difference between no scholarship support and some scholarship support (e.g., $10,000) might have a positive effect on yield. Natural variation data from the same site supported this conclusion. It may be that dramatically larger amounts of scholarship support would have a positive effect on yield as well (e.g., the full cost of tuition).  相似文献

ABSTRACT

Despite Indiana’s school choice landscape – including private school vouchers, tax-credit scholarships, inter-district and intra-district enrollment, magnet schools, and charter schools – not all Indiana communities have reasonable access to options outside of their traditional public schools. This research explores what lack-of-reasonable access differences – defined as greater than a 30-minute one-way drive time to a choice school – exist by locale, with a focus on rural communities. Geospatial analysis is used to identify “school choice deserts” lacking multi-sector schooling options in various communities. These deserts tend to exist wholly or mostly in rural areas, although Indiana students in grades K–8 exhibit greater access levels to non-traditional schools than those in high school.  相似文献

This study examines the Noyce Program, which provides scholarships for STEM majors in return for teaching in high need schools. The perceptions of 555 scholarship recipients were investigated using hierarchical cluster analysis, confirmatory factor analysis, and Rasch analysis to determine how the scholarship influenced their commitments to teaching in high need schools. The analyses indicated that recipients perceived the scholarship in two ways: it influenced their commitment to complete their certification program and to teach in high need schools. Implications for teacher education programs include that recruitment strategies should identify candidates who are committed to teaching in high need schools and programs should provide experiences to encourage this commitment not just to become certified.  相似文献

This study examined the extent that a scholarship program operating in Sierra Leone and Djibouti was successful in increasing girls’ persistence in basic education. Results of field studies indicated that scholarships could be appropriately targeted and delivered in ways that appear to minimize misappropriation of funds. However, the scholarships often created significant tensions between award recipients and non-recipients and among their families that frequently isolated recipient girls and led to their harassment by non-recipients. These findings are interpreted within the context of the larger debate about the relative merit of abolishing school fees for all students or targeting scholarships for only the neediest students.  相似文献

从财政分权的角度出发,利用生产函数模型,借助计量分析软件,选取了我国大陆28个行政区的人均GDP的年增长率、固定资产投资年增长率、劳动力年增长率从1985年至2009年间的合并数据与财政分权的关系进行回归分析,结果发现:我国财政支出分权与经济增长的关系是负相关,而财政收入分权与经济增长的关系是正相关。针对这样的结论,提出今后我国财政分权的方向应该围绕财政支出方面如何分权,并提出了具体的建议。  相似文献

教育财政投入是教育事业发展的物质基础,为持续办好“更加公平更高质量”的基础教育事业提供了经费支持。伴随着我国“要办重点中学”和“择校费”等普通高中办学政策的实施,县域与城区普通高中在师资、办学条件与经费投入等方面的异质性特征进一步加剧。基于2009—2020年江苏省内12个市本级与41个县域的面板数据,选取普通高中生均公用经费作为代理指标,采用断点回归模型,围绕普通高中阶段实施的“择校费”政策改革对市县间普通高中教育财政投入差异的影响展开实证分析。实证结果表明,取消“择校费”能够显著缩小市县间普通高中教育财政投入差异,在县中振兴行动计划的推进过程中,可以围绕供需两侧进一步深化有效市场和有为政府相结合理念在教育投入中的应用。  相似文献

This study reports findings of a tracer that investigated differences in the profile and subsequent experiences of scholarship recipients in Uganda who were able to complete the lower secondary school cycle (O level) without interruption (N = 174) and those that dropped out before completing their O-level cycle (N = 51), thereby losing their scholarship. Findings indicate that the scholarship programme had important positive impacts on all participants, even if they were unable to complete their O level. Moreover, scholarships had a multiplier effect; they had positive impacts on recipients' siblings, parents, and neighbours. When scholarship recipients did drop out, the most prevalent causes were poverty, pregnancy, and poor performance. However, even the modest amounts of education these dropouts received changed the course of their lives in positive ways.  相似文献

This study estimates the value of the private and public benefits that accrue to Minnesota residents from state government subsidies to higher education. In 2005, the University of Minnesota and the Minnesota State Colleges and Universities system received $832 million from Minnesota's state government to support educational programs. These subsidies allow these institutions to offer lower tuition rates, increasing the number of Minnesotans with bachelor and graduate degrees. We calculate that removing these subsidies would eventually lead to 14,000 fewer graduate degree holders in Minnesota, and reduce those with bachelor's degrees or “some college” by 42,000. The annual economic cost of these subsidies is about $326 million; this is less than annual state appropriations because most of those appropriations are income transfers from taxpayers to students, not an economic cost. We estimate that the annual value of the benefits of these subsidies is between $531 and $786 million ($381 and $570 million) when a 3% (5%) discount rate is used. Community colleges in America are now very visible and highly respected institutions of higher education. More than 1,000 community colleges in all 50 states now comprise nearly 25% of all colleges and universities in the U.S., with over 6.5 million students, or about 45% of all college students.

State and local governance and coordination of community colleges vary from single-state governing boards to minimal state control and strong local governing boards. The relative degrees of state and local control of community colleges generally “follow the money,” in that accountability to state and local governing board and state legislatures is generally about proportional to the funds provided by each level of government.

Funding for operational support of community colleges comes primarily from state and local governments, with considerable federal support for grants and subsidized loans to students. In 2000–2001, the largest proportional funding sources for community colleges were: state governments (44.6%), local governments (19.5%), tuition and fees (19.5%) and the federal government (5.4%). State lotteries in at least 38 states represent a relatively new source of funds for community colleges, often in the form of student scholarships.

Many of the earliest public junior colleges charged no tuition, especially in California in the early 1900s. Now many community college students pay $3,000 or more per year in tuition and fees, and recent annual tuition increases in many states have been in double digits. This is a troubling trend that threatens to reduce access to higher education for poor people.  相似文献

International scholarships support higher education abroad, often with the expectation that recipients will ultimately “give back” to their home countries. Little is known about how scholarship alumni from low- and middle-income countries view their contributions and whether activities differ between countries. By comparing Georgia and Moldova, this research indicates that employment is the central way that alumni perceive that they “give back,” with government positions deemed most influential. In Georgia, alumni assumed federal posts, whereas in Moldova, alumni sought positions in international organizations and businesses, resulting in differing contributions to national development. Findings aim to inform sponsored student mobility programs promoting socioeconomic development in participants’ countries.  相似文献

This study aims to improve the efficiency of fiscal assistance programs for higher education by investigating those variables that influence college graduates’ employment rates. An empirical analysis of 2010–2011 higher education statistics shows that two variables – educational expenditure per student and the number of students per full-time faculty member – consistently and significantly affect college graduates’ employment rates, even after location and type of school are controlled. Although scholarship rates also affect employment rates positively, the number of students per industry–academe liaison officer does not have a statistically significant effect. Moreover, as educational expenditure per student or the student/faculty ratio increases beyond a certain level, graduate employment improves at an increasing rate. The two variables also affect the employment rate interactively. At a relatively higher level of per-student expenditure, employment rates increase even as the student/faculty ratio rises. However, at a relatively lower level of per-student expenditure, employment rates decline as the student/faculty ratio rises.The policy implication is that fiscal assistance programs for higher educational institutions should accord a much greater weight to these key variables when selecting and assessing institutional recipients.  相似文献

While the current debate about the effects of vouchers focuses on the effects of private schools on achievement, it is also important to examine how the introduction of need-based scholarships influences change in school systems. This study uses a qualitative method to examine the influence of a privately funded scholarship program on strategic adaptations within urban public and private schools in a major metropolitan area. The study revealed that senior administrators in public and private schools rapidly adapted their strategies to contend with the new program: suburban public schools prevented scholarship students from enrolling; urban public schools increased choices for public school students; and private schools actively recruited students. However, the scholarships had little influence on the ways these administrators viewed school choice.  相似文献

Data from Oklahoma Future Teachers Scholarship (OFTS) recipients were collected covering awards over a seven-year period. Scholarships ($1000–$1500 per year) were awarded by the State Regents for Higher Education to attract and retain potential teachers into the teaching of science. The study focused on the reasons that these teachers (N=58) went into the teaching of science. From the survey, teachers went into (in ranked order) teaching because they wanted to teach specific subject matter, they were committed to social change, they liked to work with and be a positive force in the life of children (adolescents), etc. They did not go into teaching for money, because it was easy, because they drifted into it, or because it was not their first choice. The teachers who received scholarships like teaching science, like teaching and say they are likely to stay in the field. However, the OFTS recipients indicated they would have gone into teaching anyway, 82% were not enticed into either the field or the discipline of science by their scholarships. Those who would use scholarship(s) in the $1000–$1500 per year range, as a marketing strategy, to attract students to a discipline such as science should rethink the efficacy of this approach.  相似文献

This conceptual paper contributes to the scholarship on life-long learning programs at public universities. It investigates the unique relationship between these institutions and their state, utilizing Ohio as an illustrative example. A review of several university mission statements illuminates the responsibility of these institutions to their older-learner programs. Particular emphasis is placed on Over-60 programs, a university course audit program found in many states. Older learners face many barriers and challenges on college campuses because institutions struggle with limited resources and support for older-learner programs. During the last few years there has been an increased emphasis on the use of student scholarships and grants to promote postsecondary access and choice. This study of scholarship and grant programs in California, New Jersey, New York, and Pennsylvania examines the extent to which this goal is being achieved. Highlights of the findings are that these state aid programs (1) induce a substantial number of students from low-income families to attend college, although they fail to have much impact on the very lowest income students; (2) are particularly helpful to women; and (3) overall, are responsible for the postsecondary attendance of nearly one half of the aid recipients.  相似文献
