Implementing a Total Quality Management Approach in the Design, Delivery, and Redesign of a Statistical Process Control Course

ABSTRACT: The benefit of implementing total quality management(TQM)into university classrooms has been demonstrated. The objective of this work was to develop a TQM project to use as a teaching tool for TQM and statistical process control (SPC) concepts, an assessment tool for the course, and as a means for involving students in improving the course in progress. A plan-do-study-act (PDSA) assignment was developed to use SPC tools and the 4 concepts of TQM. The implementation of recommendations developed as part of the PDSA project significantly (p < 0.05) improved student performance on quizzes, student satisfaction with the course, student perception of instructor performance, as well as instructor satisfaction with the course.

The University of Santo Tomas viewed from the lens of total quality management: Implications to total quality education

Considered as a major management approach for improving organizational performance and competitive advantage, Total Quality Management (TQM) poses a challenge to dynamic institutions to adopt a systemic philosophy that places emphasis on customer needs and a commitment to a culture of excellence. Higher education institutions (HEIs) as learning organizations are expected to respond proactively to this challenge by examining closely how their educational centerpiece operates in an environment of quality. This inquiry aims to determine how the oldest university in Asia implements TQM as regards its Vision, Involvement, Continuous Improvement, Training and Education, Ownership, Reward, Yearning for Success, and Customer Focus (VICTORY-C). Moreover, it documents the best practices of the institution under study, categorized in the light of TQM principles and identifies implications for total quality education.

xTHE QUALITY MOVEMENTS IN HIGHER EDUCATION IN THE UNITED STATES

Writing at a time when applications of Total Quality Management (TQM) in higher education in the United States are in great vogue, the author reminds the reader that TQM is only one of many management strategies that over the years have had their periods of popularity. Strategies come and go. Usually a hot strategy is in vogue for no more than seven years; then other ideas come into vogue as other ways of getting the quick fix are tried. Other strategies in competition with TQM in the United States include outcomes assessment, Deming's fourteen points, the Malcolm Baldridge Award, the ISO 9000 series, restructuring, re‐engineering, and performance indicators. American higher education institutions will probably have recourse to more traditional models than TQM for creating change in the future.

Managerial Implications of Cultural Factors That Influence the Success of TQM Programs in Mexican Maquiladoras

Maquiladoras, border factories and assembly operations in Mexico, are an important source of foreign direct investment and jobs. In the past decade, there has been rapid growth in the number of maquiladoras. It is estimated that in 1999 there were 3,219 maquiladoras employing over 1 million workers. Along with this growth, there has been a structural transformation of the industry. As a result of major investments in the automobile and electronics sectors, there has been a shift from low‐wage manufacturing towards total quality manufacturing [TQM], including flexible manufacturing and just‐in‐time inventory systems. Since their inception maquiladoras have suffered from high turnover and absenteeism. These two problems serve as major obstacles to the successful implementation of TQM programs and increase the cost of recruitment and training. This paper surveys the literature and presents a theory that relates the success of TQM programs to cross‐cultural management. Our hypothesis is that strategic quality initiatives like TQM work best when they incorporate top leadership involvement and worker‐focused human resources policies integrated to provide both salary and non‐salary benefits that increase worker satisfaction. We hold that effective cross‐cultural management based upon top leadership involvement responds to deep‐seated cultural needs by constructing approximations of traditional elements of Mexican culture. Therefore, incorporating and respecting traditional culture and the worker's need for community will positively influence worker acceptance of TQM programs and reduce turnover.

Complicity and control in the workplace: a critical case study of TQM,learning, and the management of knowledge

This article analyses how a Total Quality Management process with an embedded workplace literacy programme was implemented in an industrial manufacturing plant. Designed as an insider/outsider team research project, data were collected through interviews with management personnel, education and training providers, and hourly workers. Findings reveal that the Total Quality Management process and the literacy programme were implemented under the guise of providing education and training for workers, but were driven by corporate policy to reduce labour costs. The study also examines the way in which adult education was complicit in controlling workplace knowledge.     

Quality Assurance in an Academic Unit: A Case Study

Total quality management (TQM) is a philosophy that is now accepted worldwide in the business environment. However, in higher education, quality management is not widespread. Quality efforts are mainly limited to specific tasks, such as course development, curriculum design, laboratory certification, etc. The Division of Industrial Management at K. U. Leuven decided in 1990 to develop and implement a total quality approach in its organization. This process recently resulted in a total quality system based upon the implementation of a quality handbook. This paper describes this unique experience of TQM in an academic unit.

Hoops,Swings and Roundabouts in Teacher Education: A Critical Review of the CATE Criteria

Abstract

The article begins by exploring the background and origins of the quality debate in the UK. It distinguishes between a Total Quality Management (TQM) approach and those based on the adoption of some kind of external standard. It goes on to explore the forces acting to encourage organisations to adopt TQM, distinguishing between those active in the public and private sectors. TQM itself is then explored in some depth; two main overarching characteristics of customer focus and cultural change are identified. The focus then shifts to analysis of the place of TQM in higher education. The analysis concludes that many of the features of TQM always have been present in higher education but it is possible that funding and managerial changes are driving institutions away from a TQM ideal. Other approaches might have as much to offer higher education as TQM.     

论TQM在成人教育教学过程中的作用

TQM(Total Quality Management)是企业管理现代化、科学化的一项重要手段和方法。将TQM应用到成人教育中,其核心任务就是提高学校各部门和教师的工作质量,从而保证学校的教育服务质量。它的基本特点是从原来的考试把关为主,变为预防改进为主,从管考试结果变为管影响教学质量的因素,运用科学管理的理论、程序和方法,使成人教育的教学过程完全处于受控状态。     

An ESD pathway to quality education in the Cyprus primary education context

This research is based on the rationale that the well-defined framework of education for sustainable development (ESD), its connection with real life and its specific integration in the educational policies and curricula can help to enhance quality education (QE) in a meaningful and identifiable way. In a first step, the common ground of ESD and QE was explored in different areas: common dimensions, future-oriented objectives, commonly targeted skills, value orientation, teaching and learning approaches. In a second step, this information was taken as a base to investigate how well twelve lesson units for primary school reflect the common ground of ESD and QE. The units were specifically developed for this research, in which ESD experienced teachers (mentors) supported inexperienced ones (mentees). Results indicate that ESD can reinforce QE, but that teachers need support with regard to the political and cultural dimensions of SD issues, collaborations with local communities and assessments.     

Transformative praxis in teacher practice: one tauira finds her place in education

This paper reports on an initial teacher education programme that has been designed to facilitate and support Māori student teachers in New Zealand. This paper highlights the ambiguity in New Zealand on the theoretical foundation of initial teacher education. Therefore a background on transformative praxis and how it has impacted on the education system of New Zealand is first presented. Then the tauira’s (student teacher’s) narrative is presented which has been informed by two years of a Te Ao Māori (Māori worldview) programme. The programme was built upon critical theory to facilitate transformative praxis in student teachers. Specifically, this narrative was a vehicle for how her own past in mainstream education and the programme has impacted upon how she sees teaching and being the teacher. The paper highlights the positive impact a culturally responsive programme can have on the self‐efficacy of marginalised members of society.

中小型制造企业生产异常管理系统应用与研究——以 AIP 公司为应用案例

基于AIP公司的生产实践,对中小型制造企业生产异常情况的成因、分类及影响进行了归纳、分析和探究．针对中小型制造企业生产中的诸多因素所导致的异常不能及时反馈和处理这一难题,以及生产效率和交货期等难以管控的现状,设计了一套对生产过程异常进行控制的可行性方案,构建了一种可支持车间生产异常事件信息实时采集、快速分析、趋势预判和综合查询的信息管理系统。该异常管理系统已在AIP公司成功应用,实践证明它可以全面提高中小型制造企业对生产异常情况处理的及时性、有效性,实现了生产异常问题处理的规范化、标准化和信息化．这不仅为AIP公司创造了良好的经济效益,而且为其他中小型制造企业解决此类问题提供了有益参考。     

TQM运用PDCA运行模式在普通高校体育教育中的应用研究

全面质量管理（TQM）与戴明循环（PDCA）于上世纪50-60年代发源于美国,因其先进且实用的管理理念而广泛用于企业管理.国内外教育实践证明,TQM与PDCA循环,对学校体育教育教学管理同样具有借鉴意义.我们将此管理模式运用于本校的体育教育教学实践中,取得了良好的效果.
