Education reform in England is increasingly portrayed as a quest to create ‘world class’ schools through the transfer of features of ‘high performing’ school systems. The demand for evidence to support policy borrowing has been serviced by an influential intermediary network, which uses international data banks to compare education systems, and to identify and promote evidence of ‘what works’. The approach to comparisons has been portrayed as a ‘New Paradigm’ by its advocates, and whilst the network has been extensively critiqued, this has largely focused on its deviation from the norms of academic comparative education. This article explores how the ‘New Paradigm’ operates, identifying its inherent features and the strategies used to overcome the methodological issues associated with policy borrowing. This is pursued through an analysis of the rationale; assumptions; underlying ideology; methodology; omissions and silences; dealing with critics; and language and presentation of four of its influential publications.  相似文献

The last 20 years has witnessed the spread of corporatism in education on a global scale. In England, this trend is characterised by new structural and cultural approaches to education found in the ‘academies’ programme and the adoption of private sector management styles. The corporate re-imagining of schools has also led to the introduction into the curriculum of particular forms of character education aimed at managing the ‘emotional labour’ of children. This paper argues that character education rests on a fallacy that the development of desirable character traits in children can be engineered by mimicking certain behaviours from the adult world. The weaknesses in the corporate approach to managing ‘emotional labour’ are illustrated with empirical data from two primary schools. An alternative paradigm is presented which locates the ‘emotional labour’ of children within a ‘holding environment’ that places children’s well-being at its core.  相似文献

As intercultural competence among young people is one of the educational missions at European schools, teachers should themselves be able to deal constructively with cultural diversity, as well as encouraging and shaping intercultural learning processes in their classes. This article focuses on the intercultural competence of physical education teachers. ‘Intercultural competence’, often used as a ‘container term’, will be theoretically founded in reference to the challenges physical education teachers meet. Based on these theoretical assumptions, a special education course was developed and conducted with physical education teachers to further their intercultural competence. With a mixed-method approach, i.e., a systematic interlocking of qualitative and quantitative data, the efficiency of the course has been empirically proved: knowledge competence and methods competence as sub-competencies of intercultural competence are enhanced while educational beliefs and acculturation attitudes as performance indicators are changed.  相似文献

In most European schools of engineering, the students are not well prepared to integrate socio-economic and environmental issues efficiently into their future professional activities. It is argued that necessary changes include a more interdisciplinary and systems-oriented approach to the problems, as well as better training in communication skills. An example of an interdisciplinary seminar entitled ‘Ethics, technology, society and environment’ and developed by the author of this paper is presented with many details. This seminar is followed by second-year students in engineering. Finally, other suggestions are presented as possible ‘starters’ to the necessary changes in the schools of engineering.  相似文献

Teachers’ attitudes and beliefs about students in a particular grouping hierarchy are shaped by their ideological views. Within education systems that have high international profiles, such as Singapore, what has been less explored is how teachers think about and interact with students who are seemingly positioned as being ‘low-ability’ or ‘low achieving’ within disadvantaged education contexts. This paper accordingly examines teachers’ perceptions of ‘Normal Technical’ students in Singapore. The findings underscore the need to understand teachers’ interpretations and thinking about teaching and learning processes that influence classroom practice. This is a necessary starting point for pedagogical innovation and change in schools.  相似文献

The economic efficiency of vocational secondary schools in improving the employment prospects for graduates has been questioned, leading to policy recommendations in favor of enterprise-based training and training in non-formal training centers. The role of secondary education would be to impart basic skills, perhaps through reformed curricula that, while falling short of vocationalism, better prepare graduates for adult life. This paper examines trends in World Bank investments in vocational education and training for the period 1963–86 to answer three questions. Is there evidence to suggest that educational authorities in developing countries, as well as in the World Bank, have moved away from investments in secondary vocational schools? What does the record suggest about the patterns through which alternative training systems evolve in developing countries? Is there any evidence that a ‘new educational vision’ is emerging for secondary education? The paper concludes that investment in secondary vocational schools has declined substantially in favor of non-formal training systems. Nine characteristics of effective non-formal systems are identified. Diversified secondary schools, as one model of a ‘new vision,’ have not succeeded, raising important questions regarding possible directions for improved secondary education.  相似文献

In the course of the 1990s, many education systems in the developed world reported an increase in the number of pupils presenting emotional and behavioural problems. For countries such as Greece on the point of economic development, it is interesting to examine whether as they seek to ‘reform’ their education systems in line with those of more ‘developed’ countries, they are experiencing a similar phenomenon. An analysis of the findings of a survey is presented on the views of over 600 Greek primary school teachers in Athens on the nature and incidence of emotional and behavioural problems. The findings confirm that Greek teachers are facing a deteriorating situation in which they are reporting a greater incidence of behavioural problems compared to the past. Although many of the patterns of behaviour are similar to those reported in other European countries, a number of interesting differences emerge over the levels of reporting of emotional problems. In the course of the analysis of these similarities and differences, a number of implications are identified which, it is suggested, can inform the development of national policy leading to a greater level of support for schools and teachers.  相似文献

Abstract

School based enterprise education and activities are becoming increasingly popular within Australian schools, particularly among students in senior years. However, the objectives of school based business education are still unclear, largely as the demand for activities and courses presently outstrips the development process. As such, the approach taken has centred on the ‘traditional’ style of education, with an overriding concern placed on what can ‘reasonably’ be demanded of students time and resources. This paper outlines the factors contributing to the increased popularity of school based enterprise activities in Australian schools reviewing both past and present teaching methods. An alternative approach to business education is proposed and analysis of the relative merits of this proposal undertaken. The overall objective of the alternative proposed is to remove the artificial environment associated with the approaches employed to‐date. This will require the acceptance of failure as a possible positive outcome and the consideration of issues in a broader social, community and macro‐economic context.  相似文献

Across Asia, the international school scene has experienced marketisation and corporatisation. A consequence is that many wealthier families – outside of expatriate communities – view international schools as a desirable choice, and they seek ways to enrol their children in international schools. States have responded to this situation through policies that manage the boundaries between public or national school systems and international schools. States have made compromises in their international school policies – compromises that allow markets to creep into the broader education systems. This mode of market creation is subtle: Neither families nor state agents advocate for ‘choice’ as a value, nor are there public discourses around international schools in the region celebrating ‘choice’ in education. The compromises made in international school policy relate to whole education systems and have implications for inequality, citizenship, and national identity.  相似文献

Education reform is increasingly based on emulating the features of ‘world-class’ systems that top international attainment surveys and, in England specifically, East Asia is referenced as the ‘inspiration’ for their education reforms. However, the extent to which the features identified by the UK Government accord with the situation within East Asia is problematic. This paper examines the relationship between the English representation and the ‘reality’ of East Asian education systems, using school autonomy as an illustrative example. We focus on Singapore, Hong Kong and Shanghai, which are cited extensively to legitimate policies providing greater autonomy for schools in England. We argue firstly that the English representation has been largely discursive and inaccurate; has failed to recognise the variations across the region; and has been selected to endorse the Government’s ideological preferences. Secondly, the scope, form and nature of school autonomy vary markedly, and are operationalised in each society in ways reflecting the prevailing sociopolitical priorities.  相似文献

For over 30 years official disapproval of confessional approaches to religious education in community (formerly county) schools has been the norm. However such forms of religious education persist. Some arguments put forward in favour of non- confessional religious education are now shown to be weak. Confessional religious education is now thought (generally) to be appropriate in church schools. These facts raise the possibility of a return to confessional religious education in non-church schools. Non-confessionalism is founded on a contradiction: that education can proceed without ‘confessing’ anything and is therefore inherently unstable. In fact many different types of ‘confessions’ operate in religious education. Yet pressure continues to be put on Christian teachers to dismantle their confessional approach. This is unfair and an attempt is made to show that such teachers have much to offer the future of religious education in a society which contains many religions.  相似文献

The imperative of continuous improvement has now become normative in education policy discourse, typically framed as setting ‘aspirational’ targets for pupil performance as a prerequisite for gaining competitive advantage in the global economy. In this context, teachers, leaders, teacher assistants and other practitioners working in schools across England have been under increasing pressure to raise standards. This article focuses on how values are deployed in reculturing and regulating practitioners to develop identities and work orientations which are congruent with the policymakers’ agendas. G.H. Mead’s concept of ‘cult’ values illuminates the process of fostering homogeneity with the dominant policy discourse through an inclusion/exclusion dynamic. Interview data collected in two primary schools revealed a significant convergence of practitioner discourse with policy objectives. Delivering improvement affects how practitioners talk about their work and see themselves as educators. The ‘cult’ of continuous improvement appears to inhibit a critical approach to the implementation of education policies by school practitioners in their everyday work.  相似文献

The ascendency of neoliberal ideas in education and social policy in the 1980s and 1990s was succeeded in the new millennium by a ‘new’ social democratic commitment with emphases on community empowerment, building social capital and a ‘whole of government’ approach to partnering with civil society to meet community needs. In Australia, this approach has resulted in the development of partnerships between schools and community organisations formed as part of a targeted, holistic approach to service delivery to meet the settlement and educational needs of refugee youth. Drawing on interviews conducted with community workers and government officers involved in the school–community partnerships, we document how these partnerships are working ‘on the ground’ in Queensland schools. We analyse our findings against the international literature on changing notions of neoliberal governance, and discuss the implications of the shift to the ‘partnering state’ for schools and community organisations working with refugee young people.  相似文献

This article considers the ways in which three alternative education sites in Australia support socially just education for their students and how injustice is addressed within these schools. The article begins with recognition of the importance of Nancy Fraser’s work to understandings of social justice. It then goes on to argue that her framework is insufficient for understanding the particularly complex set of injustices that are faced by many highly marginalised young people who have rejected or been rejected by mainstream education systems. We argue here for the need to consider the importance of ‘affective’ and ‘contributive’ aspects of justice in schools. Using interview data from the alternative schools, we highlight issues of affective justice raised by students in relation to their educational journeys, as well as foregrounding teachers’ affective work in schools. We also consider curricular choices and pedagogical practices in respect of matters of contributive justice. Our contention is that the affective and contributive fields are central to the achievement of social justice for the young people attending these sites. Whilst mainstream schools are not the focus of this article, we suggest that the lessons here have salience for all forms of schooling.  相似文献

The education systems of the four UK nations are diverging, and the education system in Wales is undergoing major reform with substantially increased emphasis on health and wellbeing. Understanding the implementation of major policy and system reforms requires an understanding of system histories and starting points. This study aimed to explore the perceived roles of schools in contemporary society, and how this role has evolved over time; the aims of the reforms, with a particular focus on health and wellbeing; and perceived barriers and facilitators for implementation. Interviews were held with senior stakeholders in the Welsh education system who held a strategic role in shaping the reforms. These included senior members of government and schools with a remit in either design of the curriculum or educationalists’ professional learning, Wales's school regulatory body, and those with a multidisciplinary remit in health and education. Interviews were subjected to thematic analysis, which produced a number of themes related to each objective, including ‘a changing society and increasing expectations on schools’, ‘the perceived role of schools in supporting health and wellbeing’, ‘the aims of the reform’, ‘what will success look like?’, ‘national level barriers and facilitators’ and ‘community and school level barriers and facilitators’. Findings suggest that education system reform requires change at multiple levels of the education system. Consideration of each level, and the interactions between them, is necessary for achieving change.  相似文献

This paper will explore private sector participation in public sector education in the Australian context, focusing on case studies of Queensland and New South Wales, with reference to developments in other states and territories and internationally. In Australia, most states and territories have PPP policies and key projects include the Southbank redevelopment in Brisbane and the ‘New schools’ Project in Sydney. The case studies are both supported by Labor state governments and typify the state of affairs nationally, For Queensland, the Southbank TAFE Institute and Brisbane State High School have been brought into a new education precinct in order to ‘free up’ the system by outsourcing non‐core services and ‘free up’ valuable inner‐city land. In NSW, nine new public schools are being built by a private consortium, for a cost of $100 million as part of a program totaling $5 billion in areas under‐serviced by government schools. Yet despite a concerted effort to sell the value of PPPs, Australians appear to be ambivalent about ‘privatization’ of public services. This paper will look at whether PPPs are robbing the public sector to pay the private sector, and where this strategy is taking Australia and the future of our education systems.  相似文献

It has been suggested common schools might have something to learn from spiritual education in Steiner schools. This arguably assumes practice in Steiner schools to be compatible with the aims of spiritual education in common schools. I question this by considering whether the former is confessional, as the latter should not be. I begin by highlighting how my concern about the potentially confessional nature of Steiner spiritual education arose. I argue for a nuanced understanding of confessional education, which distinguishes between ‘weak’ and ‘strong’ confessional education, as well as between confessional education as intentional and as defined by outcome. I then argue that spiritual education in common schools should prepare pupils for spirituality, without being confessional. I consider whether Steiner schools are confessional by drawing upon findings from research conducted at six Steiner schools. I conclude that spiritual education in Steiner schools is weakly confessional in an intentional sense. I further conclude that practices which might contribute to preparation for spirituality and which can be implemented in a non-confessional manner are worthy of consideration for transfer to common schools. Common schools committed to preparation for spirituality as an educational aim could learn from spiritual education in Steiner schools.  相似文献

‘Institutional context’ has come to play an important role in the explanation of differences in ‘effectiveness’ between schools. But what is meant by such a concept differs from system to system. In this study we typify education systems based on indicators of institutional contexts such as: the financial base of public‐private education/schools, differences in their governance structure, locus of control, and the degrees of freedom of (parental) school choice available in countries. We develop configurations of education systems based on these institutional context characteristics and establish the relationships between quality and equity of West European education systems and certain institutional characteristics.  相似文献

‘Europe’ has been increasingly ‘invented’ and ‘reinvented’ in discussions about education, curricula and identities over the last five decades. The ‘European dimension in education’ was a term increasingly used by the European Union and the Council of Europe to denote their educational policies encouraging national educational systems to endorse a European dimension in order to prepare young people for an increasingly integrated Europe. However, it has also been a contested term in academic writing, as some researchers critique the elitist, exclusionary and Eurocentric educational implications it may have; others welcome its pedagogic and intercultural potential. This article presents the findings of a content analysis of the history and geography curricula and textbooks used in state Greek-Cypriot primary schools and explores the possibilities of using the European dimension as a tool to alleviate ethnocentrism and traditional pedagogies in these curricula and textbooks, by presenting the application of some principles which have been used for the development of a curricular intervention in the two subjects.  相似文献
