One Size Fits All? Teacher Appraisal in a Chinese Culture   总被引:1,自引:0,他引:1  
In this article we suggest that the penetration of Western policies and practices—in particular, teacher appraisal—into Asian cultural contexts needs to be questioned. We begin by making a general case for considering the influence of societal culture on educational policies and practices, and a more specific argument for assessing its role in the implementation of teacher appraisal in different cultures. We argue that it may be unwise simply to clone appraisal practices in contexts and cultures quite different from those in which they are chartered. The study briefly reviews the status of teacher appraisal in Hong Kong, given that in the next few years all Hong Kong schools must implement appraisal schemes, a fact causing considerable consternation. We then suggest that the most common forms of appraisal being promoted and implemented in Hong Kong are based on traditional Anglo-American understandings and practices. This leads to a discussion of the possible influence exerted by culture on teacher appraisal in the Chinese society of Hong Kong. Noteworthy features of Hong Kongs culture are collectivism and high power distance, both of which are sufficiently different from Anglo-American cultures to suggest that the forms taken by teacher appraisal in those countries may be inappropriate for Hong Kong. In the final section, we briefly discuss a number of issues that, it is suggested, deserve consideration when Hong Kong schools design and implement teacher appraisal schemes. As we stress throughout the study, our discussion is not intended to be definitive. Rather, we hope it will stimulate discussion and research into discovering more culturally sensitive ways of appraising teachers in different parts of the world.  相似文献

Classroom teaching is complex. In the classroom, teachers must readily attend to disruptions and successfully convey new tasks and information. Outside the classroom, teachers must organise their priorities that are important for successful student learning. In fact, differing gaze patterns can reveal the varying priorities that teachers have. Teacher priorities are likely to vary with classroom expertise and can conceivably change with culture too. Therefore, the present study investigated expertise related and cultural teacher priorities by analysing their gaze proportions. To obtain this data, 40 secondary school teachers wore eye-tracking glasses during class time, with 20 teachers (10 expert; 10 novice) from the UK and 20 teachers (10 expert; 10 novice) from Hong Kong. We analysed gaze proportions during teachers' attentional (i.e., information-seeking, e.g., teacher questioning students) and communicative (i.e., information-giving, e.g., teacher lecturing students) gaze. Regardless of culture, expert teachers' gaze proportions revealed prioritisation of students, whereas novice teachers gave priority to non-instructional (i.e., not students, teacher materials, or student materials) classroom regions. Hong Kong teachers prioritised teacher materials (e.g., whiteboard) during communicative gaze whereas UK teachers prioritised non-instructional regions. Regarding culture-specific expertise, with Hong Kong experts prioritised teacher materials more than UK experts who, in turn, did so more than UK novices. We thus demonstrate the role of implicit teacher gaze measures as micro-level indicators of macro-level and explicit aspects of instruction, namely teacher priority.  相似文献

This paper attempts to examine how market forces have affected educational development in Hong Kong and Mainland China. In both places, there has been a trend to the decentralisation and marketisation of education in recent years, particularly in the realm of higher education. Based upon recent research conducted in Hong Kong and China, the author argues that higher education in these two places has been significantly affected by emerging market forces. The core of the paper is confined to the discussion of two major issues: user charges and the introduction of competition and cost recovery in education. The main focus of this paper is on what strategies educational institutions in Hong Kong and China have employed in response to the strong tide of marketisation. Particular attention will be given to discussing how markets and competition have affected the governance and delivery of educational services in Hong Kong and China. This comparative study has demonstrated that even though the recent developments in higher education in these two places have been experiencing a similar global trend, the global tide of universal trend in which private charges, market competition, non-state provision, corporate governance, system-wide performance management should not be treated as a simplistic notion of undifferentiated universal trend. Instead, different places may take different configurations in cases of marketization which remain national-specific as well as global.  相似文献

This study examined gender differences in students' scientific literacy as measured by OECD-PISA. In particular, we focused on the 2437 students from 140 Hong Kong schools. Hong Kong boys' and girls' science scores did not differ overall. However, boys scored higher than girls at the higher percentiles (75th and above). Moreover, specific test components showed gender differences. Boys tended to score higher on tests with more earth and physical science items, understanding of scientific knowledge items, and closed items. Meanwhile, girls tended to score higher on recognizing questions and identifying evidence items. These results suggest that a science test assessing diverse content and literacy skills in a variety of response formats provides both a more comprehensive picture of students' capabilities and a more likely gender-equitable assessment.  相似文献

This article provides a brief overview of the Hong Kong system of higher education and the roles of the government, the Education Commission, the University Grants Committee, and the Hong Kong Council for Academic Accreditation in relation to the planning, development, funding, and quality assurance of higher education in the Hong Kong Special Administrative Region (HKSAR). It then describes the extent to which transnational education (i.e., non‐local education delivered in Hong Kong) plays a role in meeting the demand for higher and continuing education in Hong Kong and recent measures taken by the HKSAR government aimed at assuring the quality of such offshore provision. It concludes with some comments as to how transnational education may be expected to contribute towards meeting the demand for higher and continuing education in Hong Kong in the future.  相似文献

Hong Kong has been actively promoting a student-centered approach to teaching since the 1980s. Despite this effort, students in Hong Kong still tend to be traditional learners who rarely experience and gain from real student-centered learning. While teachers hold a “quantitative” concept of learning and focus on transmitting declarative knowledge to students (Biggs and Watkins, Classroom learning: Educational psychology for the Asian teacher, 1995), students generally practise “rote learning.” Constructive learning models such as inquiry remain little used by students in most Hong Kong classrooms. This article reports a study that examines the feasibility of implementing inquiry method in Kong Kong’s primary classrooms. It analyses the implementation and some outcomes of an inquiry-based project conducted in two local primary schools—a traditional elite Catholic school and a progressive, less-privileged school. Finally, it discusses the contextual factors as well as cultural issues on teachers’ perception and implementation of inquiry in teaching. These factors include the following: impacts of prevailing ideology in the community of Hong Kong, and the top-down policy-making and management by the government.

OBJECTIVE: To understand the conceptualization of child abuse and attitudes on reporting behaviors of Hong Kong adults. METHODS: Cross-sectional telephone survey of 1,001 randomly selected subjects. MAIN RESULTS: There is a discrepancy between perceived prevalence and the ability to name different child abuse types without prompting: 79.9% named physical abuse, while 41.2% felt it was common: 21.0% named child neglect, while 76.9% felt it was common; 13.4% named psychological abuse, while 47.4% felt it was common; 6.8% named sexual abuse, while 23.5% felt it was common. Most respondents classified severe physical abuse situations as abusive (e.g., "severely injuring a child"). Other scenarios such as "mildly injuring a child" and neglect and psychological abuse scenarios (e.g., "leaving a young child alone at home" and "shouting at a child often") were often not classified as abusive. As regards case-reporting behavior, only about 40% would report abuse cases to authorities. Those who would not report abuse were less likely to classify abuse situations as abusive and more likely to think that seeking help is difficult, troublesome and unhelpful. CONCLUSIONS: The official reported prevalence figures for child abuse in Hong Kong should be interpreted with care, because underreporting is likely to be serious. Hong Kong people's conceptualization and awareness of what comprises child abuse is found to differ from official definitions. They are reluctant to report abuse cases, due to their perceived low efficacy of case reporting. Both the difference in conceptualization and the reluctance to report might partly be attributable to Chinese culture.  相似文献

Teachers are important social agents who affect students’ cognitive and social behaviors, including students’ self-directed use of technology for language learning outside the classroom. However, how teachers influence student behaviors may vary across cultures, and understanding how teacher influences vary across different cultures is critical to developing culturally adaptive approaches to enhance students’ self-directed use of technology for learning outside the classroom. This study surveyed 418 undergraduate foreign language learners (190 from Hong Kong and 228 from the U.S.) on their intention to use technology for language learning outside the classroom, teacher influence and other psychosocial factors that may affect their technology use intentions. Structural equation modeling analyses of the survey responses indicated that teacher capacity support was consistently the most influential teacher practice affecting students’ self-directed technology use across the two cultures, whereas teacher affective support and teacher behavior support were significant predictors for Hong Kong students but not for U.S. students.  相似文献

The present paper uses as a point of departure two of Benton and Hoyt's (1990) survey items concerning undergraduate teaching and their finding that Holmes Group and Division 15 members favored more sweeping changes in teacher education whereas TESCSU members favored more incremental changes. It: (a) suggests that reform is unlikely to succeed without change in the behavior of those who teach prospective teachers; (b) suggests ways in which educational psychologists can improve the effectiveness of teachers and teacher training; and (c) questions whether moving teacher training to the graduate level will in fact improve such education.  相似文献

In spite of the hundreds of studies done on teacher evaluation by student ratings, there are still several major controversial issues of how to construct evaluation instruments that best serve their purpose. The present study contributes to one of the ongoing debates of recent years that addresses the number of teaching dimensions to be considered in decision making, namely, whether to use a single score or multiple scores for teacher evaluation. The study demonstrates using a short form on which the global score overall teaching performance can almost perfectly predict the mean of all teacher-attribute items. The questionnaire used in this study was administered eight times—twice a semester for two years—for all faculty members and TAs in the departments of physics and chemistry at Tel Aviv University. The composition of teacher attribute items was different for the faculty members and TAs, reflecting their different teaching functions—lectures versus recitation problem solving. Results show that while for the faculty the global score can simply replace the mean of all instructor-attribute items and serve as a single score that faithfully represents all dimensions of teacher ratings, for the TAs, a linear transformation is needed.  相似文献

We know that teachers' gaze patterns affect student learning, that experts and novices differ in their gaze during teaching and that gaze patterns differ by culture in non-educational settings. However, teacher gaze research is limited to Western cultural contexts and largely to laboratory settings. We explored expert and novice teacher gaze in real-world classrooms in two cultural contexts: Hong Kong and the UK. Forty teachers wore eye-tracking glasses during teacher-centred activities. We analysed ‘communicative gaze’ (gaze during talking) and ‘attentional gaze’ (gaze during questioning). We compared static (i.e., aggregated) and dynamic (i.e., structural) measures across expertise and cultures. Expert teachers looked longer at students and showed greater gaze efficiency than novices did, during attentional and communicative gaze. Expert teacher gaze was also more strategically consistent. In terms of cultural differences, UK teachers displayed greater attentional efficiency whereas Hong Kong teachers displayed greater efficiency in their communicative gaze. Our research underscores the value of going beyond conventional static analyses for culturally sensitive gaze research.  相似文献

Students reports have the potential to add much useful information about school teacher quality. However, much research has centered on post secondary settings and many questions remain about the use of pupil surveys for K–12 teachers. The Davis County School District (Utah) uses pupil surveys as one teacher-chosen data source for teacher evaluation. The surveys of 9,765 students were analyzed for patterns of response. Item analysis suggests that pupils responded with reliability and validity. Some individual items are more defensible than others for conceptual and empirical reasons.  相似文献

This study sought to measure general teacher efficacy levels of in‐service primary teachers in Hong Kong. Participants included 725 Hong Kong in‐service teachers, who were invited to take part in the study. These in‐service teachers came from 28 different primary schools ranging from government, aided, private and direct subsidy schools. The Chinese version of the 12‐item Teachers' Sense of Efficacy (C‐TSE) Scale was applied to investigate the efficacy of the teachers. A factor analysis of these 12 items when male and female datasets were combined led to the extraction of only one factor. But separation of the two datasets led to the extraction of different factor analysis models. This could reflect the different perceptions that male and female teachers had about the formation of teacher efficacy. Overall, this study showed that female teachers were significantly more efficacious than male teachers. Moreover, years of teaching experience showed a weak but significant correlation to levels of general teacher efficacy. Interestingly, educational levels did not have a significant effect on the efficacy of this group of in‐service primary teachers. Overall, the C‐TSE was found to be a valid and reliable scale for measuring the efficacy levels of this particular group of in‐service primary teachers in Hong Kong.  相似文献

This article studies the dilemma between professionalization and professionalism in the development of teaching into a bureaucratic organization in Hong Kong. Professionalization and bureucractization are simultaneous processes. Teaching as an occupation has grown from a state of idiosyncrasy to a profession with defined boundaries. However, achieving system efficiency and technical rationality, both features of bureaucracy, could undermine or suppress teachers’ individual autonomy. Thus, bureaucratization supports professionalization by raising the status of teaching, but undermines professionalism by constraining teachers’ autonomy. The article examines the changing pattern of stratification and how it shaped the relationship between the professionalization, bureaucratization and professionalism of teaching in Hong Kong. It argues that teaching cannot be a true profession without realizing professionalism, and that teacher education has a central role in the drive towards it. Hong Kong has two major economic assets: its geographical location and labour force. Shortage of educated manpower has created a bottleneck hampering economic growth. Substantial emigration flows relating to 1997 is also a problem. Development of higher education and infrastructure are means to ensure sustainable economic growth. The government plans to enable 25% of the relevant age group to attend degree and diploma courses in 1995 through rapid expansion and heavy subsidy.Most families are willing to work hard to provide for their children's education. They believe that their society is full of opportunities, and wealth and education important criteria determining one's social status. While Confucian ethics continue to influence attitudes and values, utilitarian considerations are now significant in the choice of disciplines, extra-curricular activities, staff-student relationship, etc.Rapid expansion of tertiary education creates a shortage of qualified staff and students. Fear of 1997 affects academics' dedication. They have to plan their insurance policy and signs of self-censorship emerge. Meanwhile, localization makes progress and the government begins to support research. Exchanges with China allowed local academics to help Chinese universities to renew their external linkages and establish new curricula.Higher education in Hong Kong has completed its take-off. It has achieved standards of developed countries. The paper, Training Courses in Personal Counselling, by J. M. Fuster starts by depicting the local situation in India. On the one hand, much personal counselling is done by astrologers, palm-readers and elders; and, on the other hand, training programmes in personal counselling are either non-existent or of poor quality in Indian Universities. Hence the urgent need for good training programmes in personal counselling.In order to meet this need, though in a very limited way, the author started Xavier Institute of Counselling at St. Xavier's College, Bombay. He trains people on the model of counselling of Carkhuff since 1973. Thus he has conducted 34 training courses of, at least, 50 hours duration each for 402 trainees in 5 countries India. Sri Lanka, Hong Kong, Spain and Italy.The author gives a picture of the population that benefits from these courses in terms of the various professions they belong to. He also reports the findings of an evaluative study, which was started in 1978. The purpose of this study was to ascertain the effects of the training courses on the past trainees' daily work. 262 questionnaires were sent to past trainees in India and Sri Lanka. 94 of them or 35 per cent were returned. Based on the data of these 94 returns, it appears that, on the average, the training courses in personal counselling have had a helpful influence on this group of 94 past trainees. About the rest, we can only guess from these data, but we do not know for sure. I say on the average, for the ranges of the ratings on the 20 items of the questionnaire were 3 to 5 for most items in the diploma-holders group, and 1 to 5 for a few items and 2 to 5 foor most items in the nondiploma-holders group.That means that, while for most of the 94 past trainees the courses have had a very helpful or helpful influence in most items of the questionnaire, they have had a negative or very negative influence on some items of the questionnaire for a very few trainees.From the remarks they wrote on the questionnaire, it appears that some trainees had joined the course in search of therapy for their own personal problems. As this was not the objective of the course, their need was not met. As one trainee wrote: After attending a course of therapy for three months immediately after the counselling course, I feel that the counselling course was a waste of time, energy and money. From this remark we trainers should learn to screen the candidates for the course very carefully and to ascertain their needs.Table I gives a picture of the past trainees in terms of their professions. Tabel II shows the statements of the questionnaire and the mean ratings given by the diploma-holders group and by the nondiploma-holders group. Abstract

 Since the mid 1990s, teacher burnout has become a crucial phenomenon in the Hong Kong education system, as increasing numbers of Hong Kong teachers have been reported as stressed, exhausted, and depersonalized in their teaching. In the Hong Kong community, including the academic circle, many people have applied the psychological theory of burnout to study the psychological causes of teacher burnout. However, this article argues that teacher burnout has become a social issue and is not a purely psychological phenomenon. Thus, it is important for us to identify the structural causes rather than the psychological causes of teacher burnout, to obtain a more comprehensive understanding of teacher burnout, and to develop better solutions. This article therefore theoretically analyzes how teacher burnout can be caused by certain structural forces, including structural education reforms, the administrative structure of schools, and the occupational and career structure of teaching, from the perspective of the sociological theory of work alienation. The article also gives recommendations for further studies based on the theoretical analysis.  相似文献

The two most important purposes of appraisal in schools are teacher improvement and personnel decision making, which are often referred to as formative and summative purposes, respectively. Staff appraisal was introduced to Hong Kong secondary schools participating in the School Management Initiative scheme. These schools have adopted a school management system based on the principles of self-managing schools. Data on appraisal systems as well as teachers recent experiences of appraisal were collected in a survey. This study has found that the overall perceived effectiveness of an appraisal system is related to both its formative and summative outcomes. The formative outcomes for teachers are associated with teachers attitudes to the formative purposes of appraisal, the appraisal procedure, and most important, the nature and quality of feedback received. The study has also found that summative outcomes and formative outcomes are interrelated.  相似文献
