This paper interrogates the case for improved and broadened public sustainability reporting by universities, and explores whether and how global performance measures capture the institutional attitudes and activities pertinent to universities’ contributions to sustainability. The analysis explores all stand-alone, English language reports produced by universities world-wide since 2007. The analysis focuses primarily on the Global Reporting Initiative (GRI) index. The paper finds that those universities which have adopted the GRI share a distinct conceptualisation of their role in society. The GRI framework is helpful in capturing universities’ environmental impacts and benefits, but is lacking in relation to universities’ human rights and social concerns. The paper identifies value in universities adopting a globally accepted sustainability reporting framework and makes specific suggestions as to how the framework might be better adapted for universities. 相似文献

In many quarters, attempts are underway to identify learning outcomes in higher education which are context-neutral or ‘generic’; such measures could provide new ways to assess and compare outputs from higher education. This paper considers potential challenges in using such broad learning outcomes across contrasting disciplinary and national settings. An empirical contribution is provided by an analysis of data from the international REFLEX survey for Norwegian and English bachelor’s degree graduates. This sheds some light on the relationships between graduates’ broad learning outcomes (general competencies), their national contexts and their disciplinary area. It finds variations in competencies across subjects and countries, suggesting that general competencies of the type often suggested as generic learning outcomes may be unstable and problematic to compare across contrasting settings. It highlights the need for comparative research into variations in learning outcomes and graduate competencies considering disciplinary and national factors. 相似文献

With the passage of the 1992 Further and Higher Education Act the British system of higher education formally moved from a binary to a unitary structure. However, ever since successive governments have argued for a diversified model of higher education within which institutions should pursue contrasting goals. This article offers an interpretation of the key ingredients of institutional diversification and constructs alternative structural models of higher education. It proceeds by exploring the changing structure of British higher education since the creation of the unitary model. The argument is that there has been a steady emergence of flexible sectors, which both converge and diversify. However, there is a danger that the 2011 White Paper, rather than sustaining flexible sectors, could intensify the nascent shift in the direction of stratification marked by increasing differentiation between sectors as they converge internally. 相似文献

This article examines the factors which contribute to the success of female academics engaging in research in social sciences. The data were obtained through a series of interviews carried out at public universities in Catalonia with women, all of whom were the heads of research groups recognized by the Generalitat de Catalunya (Catalan Government). These results reveal several aspects relevant for women academics, at both the individual and institutional levels, in terms of employment opportunities, management of research programmes, development of teaching strategies and individual time management. This should assist the development of institutional policies and practices within higher education to help women build successful research careers. 相似文献

With the unprecedented expansion of access to higher education internationally, today’s students enter university with a broader range of expectations, motivations and support networks than their predecessors. One of the primary determinants of student success is their ability to assimilate into the academic culture, which includes aligning their expectations and motivations closely with the prevalent norms of the academic community. This article synthesizes current conceptual and practical approaches to facilitating the assimilation of students from diverse demographic, economic and academic backgrounds into the academic community. This article addresses the inherent tension in the Bologna process between the aim of convergence and the will to maintain the diversity of national higher education (HE) systems, as well as the decentralised and autonomous nature of national policy formulation on Bologna reforms. Starting from an analytical discussion of the concepts of convergence versus diversity in the Bologna documents, it assesses empirically the degree of convergence achieved so far between the HE systems of Germany, the Netherlands, France, and England. The result is that convergence in several dimensions was only modest between 1998 and 2004. The article concludes by reflecting upon this finding and discusses the implications. The policy proposals put forward are (1) to acknowledge and stress the merits of the Bologna process other than convergence, (2) to engage in a second round of reforms more clearly targeted at convergence, and (3) to address mobility and recognition issues independent from convergence of degree structures. 相似文献

Students (N = 1,883) from 10 European countries answered a web questionnaire pertaining to three dimensions of what they expect and what they experience from their teachers. The dimensions were personality, classroom environment, and teaching style characteristics. Parametric statistics identified high communalities among variables, while gender, program type, and program level were found to have an influence on factor groupings. Overall, the gap between the expected and the experienced proved to be overwhelmingly significant. 相似文献

Although information technology is increasingly used to deliver distance and conventional courses, there have been few studies of the effect of technology‐enhanced education on the organization and purposes of academics’ instructional work. I explore this issue in undergraduate and masters level education through the vehicle of case analyses of technology‐rich classes taught in a public research university in the United States. What the cases illustrate is an emergent pattern of what I am calling ‘Mode III’ instructional production, in which the production of a course involves a matrix of non‐faculty support personnel, and may be oriented to commercial purposes reflective of an increasingly embedded academic capitalism in the new economy. 相似文献

The aim of this paper is to study research strategies in the Humanities in Sweden. The Swedish higher education sector is under transformation and a new funding system has been proposed. The study investigates the university strategy processes, mainly at the dean’s level. The results show that most institutions are active in order to be well prepared when a new funding system is launched. There are, however, big differences between universities in attitudes towards the proposed changes as well as the level of activity. 相似文献

Despite considerable international literature acknowledging issues associated with the effectiveness of university academic boards (also known as academic senates or faculty senates), there is little current empirical research exploring why difficulties might exist and what (if anything) might be done about them. This article reports the findings of case study research conducted in Australian universities, which examined fulfilment of academic board terms of reference and perceived academic board strengths and weaknesses. Based on the data, the article then considers the characteristics of one particular “effective” academic board. It concludes by highlighting some potential implications of the research for those universities seeking to enhance the future role and function of their academic board, which include discussing the apparent importance of latent or tacit functions of university academic boards, versus those functions or responsibilities which are formally documented, and the building of intellectual and symbolic capital for their respective universities through a focus on the substantive quality of core academic programmes. 相似文献

A dominant concern with internationalisation through the past decades has been the process of strategic transformation of universities. While strategic management has been perceived as a necessary and useful approach in the construction of internationalisation, many criticisms have been levelled against the application of strategic management in internationalisation. One of these criticisms is the ‘implementation gap’ between internationalisation strategic plans and their actual outcomes. Based on interview data collected from 73 key actors involved in internationalisation at 16 Dutch public universities, this research identifies 12 elements that comprise the concept strategic management and illustrates how educational practitioners in different sectors (research universities and universities of applied sciences) and job function levels (central and faculty) prioritise these elements. The key contribution of this research is the clarification of the areas where the ‘implementation gap’ exists and the causes of this gap. The findings of this research are particularly important in the midst of uncontested popularisation of strategic management, because they can help universities to reduce this gap and improve the effectiveness of their strategic management practices. 相似文献

Using US national data, this study examines the levels and interactions between reputational rankings, average publications, citations, and external research support across 30 disciplines. The analyses show great variation among the disciplines in average and range of publications, citations, and external research support. They also show that the intercorrelations among the measures vary greatly by discipline. For example, the correlation between average publication level and reputational rankings was substantial in chemistry (.87), but weak in industrial engineering (.20); the correlation between the level of research support and reputation was strong in psychology (.74), but very small in astronomy (.14). Comparison of departments ranked in the top 10 with those ranked near the bottom showed that it was possible for departments to rank very high in a discipline but have publication, citation, and support levels below departments ranked near the bottom. In this study, four recent self-initiated educational quality projects at Swedish universities are compared and analyzed. The article focuses on how the universities have handled the tension between external demands and internal norms. The aim is to contribute to an improved understanding of quality management in contemporary universities. On the one hand, the projects are found to be built on similar rationales associated with accountability, reputation building and strategic management. This is interpreted as a response to the shared external policy context. They are also found to mirror similar ambitions regarding raising the status of education. On the other hand, the projects are found to differ considerably in their actual design, methodology, implementation, stakeholders and outcomes. This is interpreted as an active adaptation to the unique internal academic norms and cultures that exist in each university. 相似文献

Despite striking similarities, the adoption and implementation of policy shifts regarding higher education governance vary considerably across the globe, suggesting a mixed picture of diversification and isomorphism both within and across national higher education systems. By unpacking one particular structural reform process, this paper focuses on mergers as both a governance tool and a governance result in higher education. The paper analyzes the strategic decisions taken by Norwegian higher education institutions during 2014 in the light of a proposed national reform to merge institutions in order to enhance quality in higher education. The empirical basis of the paper consists of analyses of the commissioned self-evaluations of the higher education institutions, and the strategic choices and dilemmas they expressed. The process can be seen as organizational engineering in the sense that it emerges from the self-evaluation process, but is also subject to governancing on the part of the ministry. 相似文献

Abstract In its drive for higher efficiency and effectiveness in higher education, the Australian Commonwealth Government released its policy on higher education, Higher Education: A Policy Statement during the late 1980s which contributed to the introduction of performance indicators to manage and assess the performance of the higher education system. The research component of annual Commonwealth funding to universities, called the Research Quantum, is now distributed by a set of performance indicators: external research income, publications count and higher degree research completions. This paper analysed the impact of these indicators on the research activities of Australian university academics based on Leibenstein's model of X‐efficiency. Although the impact of performance indicators on university academics was found to follow the pressure‐effort relationship, for some respondents, the increase in effort as a result of heightened pressure had involved strategic behaviour. Two conditions that are identified for the minimisation of an institution's X‐inefficiency despite high staff effort are a high ratio of maximising to non‐maximising decisions for both the staff and institution, and for all the institution's essential objectives/activities, and not just those which are measured by the performance indicators. The implications of these findings for the development and application of performance indicators are discussed. 相似文献

The study discussed here was based on a collective case approach involving a specialist UK higher education institution. Six individual interviews were carried out with a cross-sectional sample of the institution’s staff members. Additional information was gained through observations and examination of relevant documents. These data were interrogated with the purpose of exploring how the institution had made the transition from a teacher training college to a teaching-led higher education institution with a particular commitment to developing research capacity. This analysis yielded a number of key findings: first, the institution had experienced a cultural shift, with research forming a more noticeable profile; second, practitioner-oriented research was the dominant research endeavour; and third, there appeared to be an incomplete understanding of the potential of research to change a staff member’s career and teaching practice. The article concludes by giving consideration to the implications of the findings. 相似文献

This article analyzes forms of resourceallocation in university systems and theireffects on performance in institutions ofhigher education. Internationally, highereducation systems differ substantially withregard to research and education fundingsources and to ways that resources areallocated. European universities receive themajority of their funding from public sources,but private funding plays a more important rolein Anglo-American systems of higher education.Many governments use competitive elements inthe process of allocating public funds toinstitutions of higher education. Examplesinclude the implementation of performancemeasures through formula funding, or resourceallocation on the basis of evaluated projectproposals. Corresponding forms ofperformance-based resource allocation can befound within most higher educationinstitutions. This article analyzes how variousforms of funding and resource allocation affectuniversities at the macro-level and individualbehavior at the micro-level. A theoreticalapproach to this problem suggests thatperformance-based funding tends to bring aboutpositive changes but is also a factor inunintended side effects. Forms of resourceallocation influence the behavior of academicsand managers in higher education, particularlytheir levels of activity as well as the kindsof activities they engage in and their ways ofdealing with risks. Empirical analyses partlyconfirm these hypotheses.
