School funding is a principal site of policy reform and contestation in the context of broad global shifts towards private- and market-based funding models. These shifts are transforming not only how schools are funded but also the meanings and practices of public education: that is, shifts in what is ‘public’ about schooling. In this paper, we examine the ways in which different articulations of ‘the public’ are brought to bear in contemporary debates surrounding school funding. Taking the Australian Review of Funding for Schooling (the Gonski Report) as our case, we analyse the policy report and its subsequent media coverage to consider what meanings are made concerning the ‘publicness’ of schooling. Our analysis reveals three broad themes of debate in the report and related media coverage: (1) the primacy of ‘procedural politics’ (i.e. the political imperatives and processes associated with public policy negotiations in the Australian federation); (2) changing relations between what is considered public and private; and (3) a connection of government schooling to concerns surrounding equity and a ‘public in need’. We suggest these three themes contour the debates and understandings that surround the ‘publicness’ of education generally, and school funding more specifically.  相似文献

The right to education depends upon a willingness to finance education fairly. Addressing the difference in educational achievement between learners of different backgrounds is a key aspect of fairness. Framed by contemporary neoliberal policies around marketisation and competitiveness, this paper examines fairness in the education finance policy (EFP) of three jurisdictions in England, Israel and Oklahoma. Using a comparative analysis of school funding formulae and an international survey on the perceptions of local policy actors, the de jure and the de facto EFPs are examined. Our findings reveal de jure policies attempting to address fairness through integrating different student background characteristics. However, variability is evident in the extent to which the de facto policies align with an aspiration for fairness. This is linked to the marketisation of education in each jurisdiction. We conclude that weightings of students’ background characteristics can only be one feature in policy interventions orientated towards bringing about social equity.  相似文献

Several European countries were unable to match student numbers with labour market demand during the nineteenth century. The causes of this mismatch may be found in the organisation of higher education and the funding of students. Drawing on a variety of sources, this paper compares financial support available to Reformed and Catholic theology students in The Netherlands, to examine how differences in student funding affected enrolment and labour-market patterns. While low tuition fees increased access to the public universities, generous student financing provided by numerous parties caused a structural oversupply of Protestant theology students. The private Catholic colleges instead selected students and applied grants specifically to encourage graduation, consequently balancing students more closely with labour-market demand. This relative success of regional colleges over national universities mirrors the primary education history literature on the benefits of local coordination and resource allocation.  相似文献

Many countries, including Italy, are increasingly managing their public higher education systems in accordance with the New Public Management principle that private-sector management practices improve efficiency and quality. A key mechanism has been the introduction of performance-based funding systems designed to reward ‘high-performing’ institutions and incentivise ‘lesser-performing’ institutions to improve. Instead of improving efficiency and quality across the board, however, we argue that performance-based funding systems naturalise longstanding structurally determined inequalities between institutions by recasting national higher education systems as competitive institutional meritocracies in which institutional inequalities are redefined as objective indicators of intrinsic ‘merit’ or worth. We illustrate how performance-based university funding systems naturalise pre-existing inequalities between universities drawing on the case of Italy, a country characterised by longstanding inequalities between its northern and southern regions which demonstrably impact on the apparent ‘performance’ of universities. The concept of institutional meritocracy captures the illusory nature of this performance game.  相似文献

Very little prior research has examined public perceptions of research funding and the life chances associated with various fields of study. In the present task, 315 members of the Austrian general public rated 34 higher-education courses in terms of funding cuts or increases, and the perceived life chances of graduates, respectively. The results showed a high degree of correspondence in the ratings of both questionnaires. Overall, professional and biological stream courses were rated the most favourably, whereas arts and humanities courses were rated the least favourably. Participants’ demographic variables had little influence on their decisions. The implications of these findings for the way higher education is managed and organised are discussed.  相似文献

What significance did donations, bequests, tuition fees and fund‐raising events have for early care and education programmes during the nineteenth and early twentieth century? Through an examination of 24 Swedish infant schools, day nurseries and free kindergartens, this article verifies that donations and bequests were essential for the economy of these programmes. Revenues from fundraisers were, however, not as important as previous research suggests. Balls, concerts and coffee parties were arranged quite frequently, but their function was to create publicity rather than to raise revenues. Instead, fees and interest revenues played a larger part in the economy of these programmes than previous research has suggested. Thus, this article raises a series of questions regarding the funding of such programmes, national differences in this respect and the development of fund‐raising strategies over time, opening up the field for further studies in this area of research.  相似文献

The Performance‐Based Research Fund introduces research assessment and links this with the state funding of institutions of higher education in New Zealand. There has been considerable support from the university sector for this initiative in the belief that it will divert funding from polytechnics and other tertiary education organisations. This sectoral support borrows a thirdway rhetoric of rewarding excellence also used by Government, but becomes problematic at the point where institutional shares are determined. The paper explores how a rhetoric of rewarding excellence in research is subordinated to a new mangerialist thrust for efficiency and greater productivity from academics. The methodology of the Performance‐Based Research Fund is analysed as providing an imperfect local driver for the global phenomenon of new managerialism in higher education.  相似文献

For nearly two decades now, the rankings literature has continued to suggest that governments are adopting performance-based funding models which prioritize criteria favored by global rankings. This study examines this assertion by analyzing the performance-based funding programs of Austria, Denmark, Finland, and Sweden. The study finds that the orientation of performance-based funding on global rankings is weaker than it is commonly assumed. Except for Finland, the funding volume universities raise from this orientation is not substantial to influence the institutional performance. The study also analyzes the recent structural changes to performance-based funding in each jurisdiction. Policy implications are provided in the conclusion for higher education systems revising their performance-based funding or considering a shift to performance-based accountability.  相似文献

China’s Compulsory Education Law, determining the development of compulsory education, was first promulgated in 1986 and then amended in 2006. Around the world, changing funding policies have pushed for university departments to find increased external project-based funding. While this trend is widely acknowledged, mixed views exist about implications for faculty members’ academic practices. Regarding doctoral education, researchers have raised concern that external funding will push doctoral supervisors to be more directive in their supervision of doctoral students’ research projects. However, the empirical evidence supporting such concern is limited. The aim of the current study was, first, to develop and validate a scale allowing us to measure the degree of supervisor direction. Second, the aim was to examine the hypothesis that directive supervision is more likely to occur when the doctoral student’s research project is supported by external funding secured by the supervisor. A total of 1690 doctoral students at a research-intensive Danish university participated in the study. Three scales, including a directive supervision scale, were developed and validated by means of exploratory and confirmatory factor analysis. Our hypothesis could be confirmed for the health sciences, but not the natural sciences. Results from the humanities and social sciences were ambiguous.  相似文献

Burkina Faso is among the largest recipients of development aid in West Africa. The new aid terminology emphasizes partnership and a sectoral approach. Yet, recent research suggests more continuity than change in the aid relationship. Projects persist. Funding and technical assistance agencies cooperate more but adhere to their interests, priorities, and procedures. Though rarely discussed explicitly, national and institutional interests remain important. Collectively, agencies apparently continue to instruct more than listen and thus to undermine the dialogue and partnership they claim to construct. Heavy reliance on external funding makes it difficult for the government to assert and maintain an independent posture.  相似文献

Using the experience of the Educational Quality Inputs (EQI) Scheme in Sri Lanka the paper examines the distributional aspects of formula-based funding and efficiency of decentralized management of education funds in a developing country setting. The study finds that the EQI fund distribution is largely pro-poor. However, results show that to reduce disparities allocated funds need to be fully utilized. The findings of the study supports the hypothesis that qualified principals, adequate levels of human and physical resources and state level monitoring and support are needed for the success of education management at the school level.  相似文献

In this paper, we reply to Pressley and Allington's (1999) contention that research supported by the National Institute of Child Health and Human Development (NICHD) in recent years has been narrowly focussed. We point out that their criticisms of this agency are opaque because they do not take account of the fact that research priorities of virtually all funding agencies are necessarily constrained by their unique missions. We also express our befuddlement over the apparent inconsistency, on the part of at least one of the co-authors, between the point of view expressed in this paper compared with the point of view expressed in a previous paper as to the weight given to phonological skills in early literacy instruction. Finally, we point out that Pressley and Allington's criticisms of recent intervention studies supported by NICHD are fraught with errors and misleading characterizations, and we use their criticism of an intervention study we have recently completed as a prime example.  相似文献

The funding environment has a profound impact on researchers’ behavior. In particular, it influences their freedom and readiness to conduct research ventures with highly uncertain outcomes. In this conceptual paper, we propose a concise new methodology to evaluate researchers’ risk aversion based on citation statistics. The derived single-number criterion PR is sensitive to the ratio of high impact versus average impact work, based on citation counts. We demonstrate the usefulness of PR on a micro and meso level in the field of chemistry. PR is a potentially valuable tool for managers in higher education, to control for the impact of their funding instruments. The conducted testing may, in addition, contribute to the literature stream dealing with the effects of peer review in the allocation of research funding. Our results support the view that peer review fosters mainstream research. However, faculties with the highest percentages of third-party funding may find ways to avoid the restrictive effects. We also find evidence that permanent positions back risky research endeavors.  相似文献

With the international trend towards individualised funding packages that allocate funds to individuals to spend on disability support needs, the challenge of ensuring parents can readily access useful information to make decisions becomes paramount. The present research used a two stage, mixed method sequential approach (with 291 parents surveyed and 56 parents participating in focus groups) to determine how parents acquire information to enhance their understanding of their child's disability and determine how to use an individualised funding scheme to benefit their child and family. Parents attested to the importance of person‐to‐person communication and valued information that originated from other parents of a child with a disability, and from professionals who knew their child. Parents also spoke about the limitations of the internet, noting that reliance on the internet could cause confusion as the validity of information could not be assured. Early childhood intervention services emerged as a key instrument in developing the capacity of families to make informed choices. Understanding families'’ perspectives on the utility of information sources is critical and timely as policy‐makers and service providers within the disability sector shift practice to meet the rise of individualised funding internationally.  相似文献

Formally the new public management model of governance was introduced into British higher education with the passage of the 1988 Education Reform Act, which abolished the existing University Grants Committee (UGC) and instigated the funding councils. This article explores the relationship between the state, the funding councils and the universities with respect to the contemporary development of the English system of higher education. The analysis is based on an exploration of four key policy issues: the quality assurance regime, the research assessment exercises, the widening participation agenda and the introduction of student fees. The goal is to explore how the quasi-state organisations—in particular the Higher Education Funding Council for England (HEFCE)—have mediated the relationship between the state and the universities. The evidence suggests that the coupling of the state to the universities follows one of three tracks: compliance, resistance and seduction. The article explores what factors determine why one relationship (or combination of relationships) prevails, and explains patterns of change over time. The overall conclusion is that institutional interaction is very complex, and it is inaccurate—as is sometimes claimed—to view the funding council as little more than a compliant channel of government policy.  相似文献

Women consistently remain underrepresented in senior academic roles within the academy worldwide. Academics increasingly require research funding to conduct research, leading to publications, both of which can then be used for promotion applications. This article explores fourteen academic women's experiences of the research funding process in New Zealand, to provide insights into one aspect of why this inequity continues. The findings identify institutional, personal, and funding issues that impact on women's application behaviour. Addressing these may assist in developing women's careers as academics and provides us with a more in-depth understanding of the issues than have previously been gleamed from large quantitative studies.  相似文献
