In this paper, I shall put forward a model which highlights key issues to be taken into account in an attempt to improve academic excellence by the means of human resources management and leadership. Practices at the University of Eastern Finland and elsewhere are used as examples. It is maintained that logical and coherent human resources policies and capable leadership can support and contribute to academic performance and excellence. A key issue is not to interfere too much with active academic work, but still give sufficient support and prerequisites for academic basic tasks.  相似文献

Although eternally debated, the issue of autonomy in higher education is rarely analysed in its complexity. To address this issue, this article uses an analytical matrix which combines the distinction between substantive and procedural autonomy and the distinction between HEI governing bodies, academic professions and individual academics. This framework allows for analysing—by the example of the Swiss academic labour market—how changes in national steering can lead to the redistribution of autonomy between the mentioned actors. Further insights relate to the observed higher education system’s decentralised character. Empirical findings—based on the examination of three special programmes initiated by the federal government—indicate that HEI actors lose some substantive autonomy in favour of the Confederation, and—against the general tendency induced by New Public Management to reinforce HEI governing bodies—procedural autonomy is rather redistributed to individual academics and academic professions.  相似文献

In this study, four recent self-initiated educational quality projects at Swedish universities are compared and analyzed. The article focuses on how the universities have handled the tension between external demands and internal norms. The aim is to contribute to an improved understanding of quality management in contemporary universities. On the one hand, the projects are found to be built on similar rationales associated with accountability, reputation building and strategic management. This is interpreted as a response to the shared external policy context. They are also found to mirror similar ambitions regarding raising the status of education. On the other hand, the projects are found to differ considerably in their actual design, methodology, implementation, stakeholders and outcomes. This is interpreted as an active adaptation to the unique internal academic norms and cultures that exist in each university.  相似文献

Despite the widespread use of performance-based management in higher education, empirical research on its actual impact has remained scarce, particularly in Europe. With agency theory as a framework, our study utilised survey data collected from Finnish universities in order to explore the influence of performance management on perceived teaching and research performance of senior academics. Our findings suggest that, although academics hold a quite positive view of performance measurement as such, this attitude does not correlate with perceived high performance in either teaching or research. Moreover, our results suggest that perceived high performance among academics still relates primarily to acknowledgement from the academic community and academic achievement rather than to measurement and financial incentives.  相似文献

Collegiality and managerialism are often portrayed as opposed ideas or practices, with the latter, in particular, either held up as a necessary response to the massification of higher education or portrayed as a betrayal of long-held academic ideals (as supposedly reflected in collegiality). This article explores how collegiality and managerialism have been conceptualized, presented and researched in the higher education literature. It concludes that the two concepts are not as dichotomous as some have argued, and that both have a role in our thinking about the future of higher education.  相似文献

Despite considerable international literature acknowledging issues associated with the effectiveness of university academic boards (also known as academic senates or faculty senates), there is little current empirical research exploring why difficulties might exist and what (if anything) might be done about them. This article reports the findings of case study research conducted in Australian universities, which examined fulfilment of academic board terms of reference and perceived academic board strengths and weaknesses. Based on the data, the article then considers the characteristics of one particular “effective” academic board. It concludes by highlighting some potential implications of the research for those universities seeking to enhance the future role and function of their academic board, which include discussing the apparent importance of latent or tacit functions of university academic boards, versus those functions or responsibilities which are formally documented, and the building of intellectual and symbolic capital for their respective universities through a focus on the substantive quality of core academic programmes.  相似文献

Performance indicators and performance‐based funding are becoming integral components of higher education (HE) policy around the globe. We explore some of the implications of this type of policy on Norwegian HE. We believe the case will be of significant interest to policy‐makers, stakeholders and academics alike, not least because our empirical analysis indicates that competition for students is relatively stable and not particularly aggressive across groups of higher education institutions (HEIs) and over time. Despite this fact, a few HEIs have improved their share of applications, while others have fallen behind in the competition for students. The paper is based on a unique data set drawn from the Norwegian Universities and Colleges Admission Service during the period 2003–2009.  相似文献

Recent changes in European higher education have accompanied a strong desire and need by national ministries to have comparable data across institutions and a growing recognition from campus leaders that effective planning and decision-making requires reliable institutional data and analyses. This has induced changes and restructuring of duties and roles of administration, administrative staff and academic staff. In North America, internal institutional data analysis is often referred to as institutional research. We examine the roles and functions of institutional research within North America and how the changes within European higher education have created a purpose for institutional research. Specifically, we explore the topical areas of institutional assessment, data management, institutional governance, as well asthe changing identity of academic professionals within European universities. Within our examination, we explore in-depth one European country’s higher education system to demonstrate how history, culture and legislative changes manifest into a need for institutional research.  相似文献

In light of the lack of scholarly studies on the determination of quality in bioethics education, this paper aims to elaborate the concept of quality, focus on its understanding in education and explore a definition of quality in bioethics education. The findings of the literature-based research indicate that quality is a multidimensional concept and its definition is largely dependent on the needs, expectations and perceptions of customers. Furthermore, in regard to quality in education, the plethora of stakeholders and different goals of each stakeholder preclude producing a unanimous definition of quality. After examining certain definitions and approaches of quality in other disciplines, quality in bioethics education is described as ‘conformance to the goals’. These goals refer to increasing ethical knowledge; improving ethical skills to strengthen ethical sensitivity, awareness and judgement; developing ethical behaviour; and promoting cultural competence.  相似文献

This paper addresses the question of what potential success factors are relevant when developing and managing higher education–business partnerships. To shed light on this question, the paper presents a review of research literature on the possible success factors in university–industry relations. To shed further light on the factors identified in the literature, this paper reports on an empirical study of cross‐sector collaboration between four regional universities and energy firms in Norway. The empirical study should be seen as a “relevance check” of the factors identified in the extant literature on university–industry collaboration, within the particular context of education‐related partnerships. Based on the review and case studies, implications for management and further research are discussed.  相似文献

At the recent Association of University Administrators (AUA) Annual Conference in Nottingham, UK, the authors presented a session exploring the role that Lesbian, Gay, Bisexual and Trans* (LGBT*) Staff Networks have to play in higher education institutions and explored the best practice to support their successful launch and longevity. The paper takes into discussion the issue of quality of higher education services, from the perspective of graduates and employers as main beneficiaries of higher education services, by putting face to face expectations of students at graduation with employers’ requirements. In the two surveys conducted in 2006 in Romania, both graduates and employers have been asked about skills and abilities developed through higher education programmes and the extent to which these correspond to their expectations and requirements. The discussion is relevant to the vast literature presenting the skills debate, employment and graduates transition to the labour market, as well as to the literature presenting students’ expectations from higher education.  相似文献

Abstract

The paper argues for the need to increase student participation in university governance, especially in relation to high‐level decision‐making concerning the aims and mission of tertiary institutions. The paper examines the arguments in favour of, and against, student participation in university governance. It also provides an overview of the findings of recent empirical studies on the topic. The need for a process of negotiation in the setting of higher education aims is emphasised and several suggestions are offered regarding ways of increasing student involvement in the aims‐setting process.  相似文献

Private higher education is growing, especially in developing and transitioning countries. Rapid growth frequently comes with concerns about quality. This article explores challenges and opportunities for higher education quality among private universities in Bangladesh. By presenting a vertical case study that explores interactions among actors at the institutional, national and global spheres, the authors argue for the need of developing quality standards that respond to the local realities of developing and transitioning countries. It is also argued that self-regulation among private universities is likely the most effective pathway for improvement. Bangladesh presents an ideal case for analysis given the rapid growth that higher education has experienced in the last 20 years in that country and given the current policy junction as Bangladesh begins to implement a newly developed quality assurance system. Other countries in the region in early stages of developing quality assurance and accountability systems may benefit from the findings of this study.  相似文献

Based on a longitudinal study of entering freshmen at a selective, private college in northeastern USA, this article provides a model for designing retention studies for assessment. Results from discriminant analysis revealed average high school grade, admission rating, and first semester average college grade as significant predictors of graduation. Regression analyses identified average high school grade, first semester average college grade, and satisfaction with academic advising as significant predictors of final average college grade. Perceived impact on intellectual self‐confidence and satisfaction with faculty attitude, business courses and sense of community were identified as significant predictors of overall satisfaction.  相似文献
