The consortium of university research libraries: An experiment in resource sharing in the United Kingdom

In 1982 the librarians of the seven largest university research libraries in the United Kingdom agreed to form a consortium, CURL, in order to share machine readable data. Grants were received from a research foundation and the University Grants Committee, and the establishment of the Joint Academic Network (JANET) enabled computer links to be quickly set up. A Systems Manager, Shirley Perry, was appointed and a database was loaded onto the Manchester Computer Centre Amdahl 5890. Each library provides data on magnetic tapes, and CURL subscribes to British Library and Library of Congress tapes. Access is available by ISBN, LC number, or acronym keys. Libraries can take records by online downloading, receiving tapes, or file transfer to local computers. Next stages will be retrospective conversion and input at ordering stage.     

Preserving digital scholarship: the future is now

The Cedars project in the UK has been set up to explore some of the issues associated with archiving of digital materials and to make recommendations to libraries about preserving digital materials. Cedars, which is led by the Consortium of University Research Libraries (CURL), is funded as part of the Electronic Libraries Programme (eLib) by the Joint Information Systems Committee of the Higher Education Funding Councils.     

(2) Rural Libraries—A comparative International Study

This paper discusses the activities of Book Aid International (BAI) in Nigeria and commends it for its assistance with libraries. The development of libraries in a developing country like Nigeria is described as a Herculian task brought about by inadequate official support coupled with dwindling financial allocations. This paper also discusses the devastating effect of the economic depression of the early 1980s on libraries, as many could barely replenish their stock, either through local sources or through importation. BAI has been helping to end the book crisis in Nigeria through donations. Within the last four years, over half a million volumes have been shared among certain libraries. Various types of libraries have benefited from the project. Suggestions have been made that BAI should not limit its assistance to only books, but should also include journals and provide training for library personnel. Other agencies and organizations are being called upon to emulate BAI in assisting libraries in developing countries. The paper concludes by calling on the Nigerian government at various levels to be more committed to developing a comprehensive library system.

Where's the value? The worth of public libraries: A systematic review of findings,methods and research gaps

Existing research argues that studies of the value of public libraries support libraries by demonstrating their worth to society. Knowledge of research methods, value and research gaps can potentially strengthen the field of value research and support policymaking and development of libraries. Among 16,683 records retrieved from a systematic literature search, 39 studies were selected for systematic review within this topic. Findings indicate that studies focus on examining libraries as valued community assets in several aspects. It is recommended that further research explore how library services enhance democracy, reading and culture. Moreover, further research is needed that systematically reviews how libraries articulate their value to stakeholders. Concluding remarks state that value can be a robust measure for emphasising and developing libraries' worth towards society. By systematically reviewing how value is emphasized in activities, libraries are provided with the means to advocate political empathy and to develop towards community needs.     

The Administration of Branch Libraries in a Developing Country:

Branch libraries are considered important for effective public library service to large communities. This study was aimed at investigating the administration of branch libraries in a developing country, Nigeria. A pretested mail questionnaire was used for data collection. Usable responses were received from twelve state public library services which had 66 branch libraries. The branch libraries were inadequate for the populations they were meant to serve. They were poorly funded and staffed, and had small collections. Though efforts were made to reflect the interests and needs of the branch libraries in book selection and other aspects, heads of branch libraries had inadequate administrative powers for efficient management of their units.

Determining research data services maturity: The role of library leadership and stakeholder involvement

As technology and the stewardship of research data continue to improve, academic libraries have made progress in establishing themselves as hubs and leaders for research data services on campus. They have been called on to assure cross-campus collaboration and support to develop a united service to meet their community's needs. However, evidence as to how libraries play a crucial role in leadership, whether other stakeholders' involvement makes a difference, and if so, how that involvement makes a difference is not well-documented. The findings of this study add empirical evidence in supporting the value of library's leadership and stakeholder engagement in developing research data policy and services. The secondary analysis of the survey data found that libraries tend to offer more extensive services when they take primary responsibility for developing the policy and service. It also found that the more internal stakeholders involved in developing the policy and service, the higher level of service maturity the libraries offer. Partnership with external stakeholders leads to more comprehensive and deeper services.
