The following information, which represents an abbreviated version of the article written by Professor N.N. Sofinskii, Deputy Minister of USSR's Higher and Specialized Secondary Education, sets out the development of international co‐operation in higher education in the Soviet Union in the last five years     

GENERAL INFORMATION ON HIGHER EDUCATION

The Institute for Studies in Research and Higher Education, a part of the Norwegian Research Council for Science and Humanities, has published a report entitled “Norwegian Students and Graduates in 1977”. The following information is based on this report.

经过二十多年的建设与发展,我国高等教育信息化的实践与发展取得了显著成绩,由于网络教育资源的特殊性和其他因素,使网络教育资源相对缺乏,从而严重阻碍了我国高等教育信息化深层次的发展.本文就此进行了分析研究,并提出几点建议仅供参考.     

UNESCO'S PROGRAMME ON HIGHER EDUCATION AS ADOPTED BY ITS 19th GENERAL CONFERENCE

The promotion of the rôle of higher education in society will continue to be one of UNESCO's main objectives in its actions in the area of higher education over the next six years.

Special attention will be given to four groups of problems: the importance of higher education in community development; the development of inter‐university co‐operation and collaboration with the United Nations University; the improvement of mobility of teachers and students in higher education; the increased international comparability and recognition of studies, degrees and diplomas.

These are the results of discussions and decisions of the 19th UNESCO General Conference which was held in Nairobi from 26 October to SO November 1976. The discussion of the UNESCO programme was based on the Draft Medium‐Term Plan (1977‐1982), and the Draft Programme and Budget 1977‐1978. Below we recall the relevant elements from these two documents and give a summary of views expressed during the conference concerning the UNESCO programme in the area of higher education.     

EXPENDITURE ON HIGHER EDUCATION IN AUSTRIA

The level of public expenditure on higher education has been the subject of considerable public debate recently in Austria. The following information, concerning this problem, is based on a statement by Dr. Hertha Firnberg, Federal Minister for Science and Research of the Austrian Government.

高等教育研究通常不关注高深知识,而高深知识却是高等教育的基础所在。本文主要论述了:第一,高等教育学的实践取向使其忽视高深知识;第二,高深知识与高等教育的关系至为密切,高等教育研究不能忽视高深知识;第三,对高深知识的外部和内部特征进行了初步的讨论。对高深知识的研究不仅能为高等教育改革提供更好的依据,而且对完善现有高等教育研究的理论体系有着重要意义。     

INFORMATION ON SOME NON‐TRADITIONAL FORMS OF HIGHER EDUCATION IN THE GERMAN DEMOCRATIC REPUBLIC

Non‐traditional forms of higher education in the German Democratic Republic are mainly directed towards adult students.

We give below information on the planning, organization and role of this form of study within the GDR's higher education system.     

INTERNATIONAL CONFERENCES ON HIGHER EDUCATION AND THEIR CONTRIBUTION TO THE DEVELOPMENT OF HIGHER EDUCATION

Quite a large number of international meetings devoted to issues concerning higher education are organized each year. The problems of their contribution to the further development of higher education and research in this field are raised in a thought‐provoking article written for “Higher Education in Europe” by Professor E.A. van Trotsenburg, President of the European Association for Research and Development in Higher Education (EARDHE) and Director of the Institute of International Science and University Didactics, University of Klagenfurt.
