A “Digital Divide” in information and technological literacy exists in Utah between small hospitals and clinics in rural areas and the larger health care institutions in the major urban area of the state. The goals of the outreach program of the Spencer S. Eccles Health Sciences Library at the University of Utah address solutions to this disparity in partnership with the National Network of Libraries of Medicine—Midcontinental Region, the Utah Department of Health, and the Utah Area Health Education Centers. In a circuit-rider approach, an outreach librarian offers classes and demonstrations throughout the state that teach information-access skills to health professionals. Provision of traditional library services to unaffiliated health professionals is integrated into the library''s daily workload as a component of the outreach program. The paper describes the history, methodology, administration, funding, impact, and results of the program.  相似文献

In 1995, the National Library of Medicine (NLM) and the Public Health Service (PHS) recommended that special attention be given to the information needs of unaffiliated public health professionals. In response, the National Network of Libraries of Medicine (NN/LM) Greater Midwest Region initiated a collaborative outreach program for public health professionals working in rural east and central Iowa. Five public health agencies were provided equipment, training, and support for accessing the Internet. Key factors in the success of this project were: (1) the role of collaborating agencies in the implementation and ongoing success of information access outreach projects; (2) knowledge of the socio-cultural factors that influence the information-seeking habits of project participants (public health professionals); and (3) management of changing or varying technological infrastructures. Working with their funding, personnel from federal, state, and local governments enhanced the information-seeking skills of public health professionals in rural eastern and central Iowa communities.  相似文献

The formal creation of an Integrated Academic Information Management System (IAIMS) at the University of Utah began in the fall of 1983. The keystone of the IAIMS effort is the HELP hospital information system. IAIMS at the University of Utah is a broad-based program extending across the Health Sciences Center and beyond to health professionals throughout the inter-mountain area. The Internet has made accessing information a simple task. Each day millions of Americans log on to the Web in search of information on a variety of subjects. One of the most sought after type of information is medical information. Individuals are taking a more proactive role in their personal health care and the health care of their friends and families. Attempting to locate and evaluate quality health care information can pose a variety of problems for the consumer. Academic libraries have an opportunity to play a crucial role in facilitating the consumer's access to quality, reliable health information by developing and implementing consumer health outreach programs designed to address search problems and information interpretation difficulties. The benefits for both the community and the library are numerous when a consumer health information outreach program is successfully employed. This article will chronicle the creation of a Consumer Health Outreach program, entitled "WNY Consumer Health," intended for senior citizens in Western New York. The North Carolina Area Health Education Centers Library and Information Services (NC AHEC LIS) Network provides library outreach services to rural health care providers in all nine AHEC regions of North Carolina. Over the last twenty-five years, the AHEC and university-based librarians have collaborated to create a model program for support of community-based clinical education and information access for rural health care providers. Through several collaborative projects, they have supported Internet access for rural health clinics. The NC AHEC Digital Library--under development by NC AHEC, University of North Carolina at Chapel Hill, Duke University, East Carolina University, and Wake Forest University--will further extend access to electronic biomedical information and resources to health professionals in a statewide digital library.  相似文献

Librarians at Louisiana State University Health Sciences Center in Shreveport developed an outreach program for public health workers in north Louisiana. This program provided hands-on training on how to find health information resources on the Web. Several challenges arose during this project. Public health units in the region lacked suitable teaching labs and faced limited travel budgets and tight staffing requirements, which made it impractical for public health workers to travel. One solution to these problems is a portable wireless computer lab that can be set up at each site. The outreach program utilized this approach to present on-site training to public health workers in the region. The paper discusses operational and technical issues encountered in implementing this public health outreach project.  相似文献

Social media technologies are transforming the way librarians are collaborating, creating, and disseminating information. This article discusses how librarians at the University of Texas Health Science Center at San Antonio created a blog to support their health information outreach activities. Launched in 2007, the Staying Well Connected blog was established with the goal of promoting access to biomedical and health information for consumers and health professionals in the South Texas region. Objectives:Academic health sciences librarians sought to evaluate the efficacy and future of the Health Information Specialists Program, a five-year consumer health information outreach collaboration with public libraries across the state.Methods:Five focus groups were held with participants from all five years of the program. Thirty-four participants from the program attended. Facilitators used structured interview guides consisting of eleven questions regarding the impact of the collaboration on participants'' abilities to connect themselves or others to health information; the usefulness of materials or knowledge gained and its applications; any consumer health outreach projects that arose from the program; and suggestions for future topics, formats, or modifications. Data was hand-coded and analyzed using the framework analysis methodology for qualitative research.Results:Participants reported feeling improved confidence and comfort in providing health information services to their patrons. Numerous instances of knowledge transfer—in their personal lives, with their colleagues, and for their patrons—were described. Participants reported improved abilities to both find and evaluate consumer health information, and many adapted class materials for their own programming or teaching. Suggestions were provided for future class topics as well as a program website.Conclusion:Based on data from the five focus groups, the Health Information Specialists Program has positively impacted participants in a number of ways. Primary among these were self-reported improvement in both health information retrieval skills and the ability to evaluate the reliability of health information online, as well as in the confidence to help patrons with their health information needs.  相似文献

Since 1983, the Spencer S. Eccles Health Sciences Library has presented InfoFair, an annual event featuring presentations, exhibits, demonstrations, and workshops on computer and information topics of interest to health professionals and health information providers at the University of Utah Health Sciences Center and throughout Utah. The first InfoFair was held in response to an increasing number of inquiries from library users on how to search MEDLINE from their home or office computers. The focus of InfoFair has expanded and changed over the past nineteen years to reflect changes in library users' computer and information needs, concerns, and interests. While themes and programs have changed, a definite set of trends, guidelines, and procedures have developed based on the experience gained each year. The purpose of this paper is to review and evaluate the changes in InfoFair from 1983 to 2001 and to present information for use by other libraries for planning and presenting similar events.  相似文献

Objectives:

The purpose of the study was to assess the impact that funding from the National Network of Libraries of Medicine (NN/LM), Greater Midwest Region (GMR), has on member institutions'' ability to conduct outreach on behalf of NN/LM.

Methods:

The study employed both content analysis and survey methodologies. The final reports from select GMR-funded outreach projects (n = 20) were analyzed based on a set of evaluation criteria. Project principal investigators (n = 13) were then surveyed using the same evaluation criteria.

Results:

Results indicated that outreach projects supported by GMR funding improved access to biomedical information for professionals and the general public. Barriers to conducting outreach projects included time constraints or commitments, staffing, scheduling and absenteeism, inadequate space, and issues associated with technology (e.g., hardware and software, Internet connectivity and firewall issues, and creation and use of new technologies).

Conclusions:

The majority of project principal investigators indicated that their attempts to conduct outreach were successful. Moreover, most noted that outreach had a positive impact on professionals as well as the general public. In general, it seems that negative outcomes, as with most barriers to conducting outreach, can be mitigated by more thorough planning.

The mission of the National Network of Libraries of Medicine (NN/LM) is to advance the progress of medicine and improve the public health by providing all US health professionals with equal access to biomedical information and improving the public''s access to information to enable them to make informed decisions about their health [1]. The National Library of Medicine''s (NLM''s) vision statement emphasizes the elimination of health disparities. The National Institutes of Health (NIH) and NLM both attempt to understand and eliminate health disparities between minority and majority populations [2]. One of NLM''s goals in trying to achieve elimination of health disparities is to improve access to affordable and easy-to-use health-related information [3]. It is thought that such a dissemination of knowledge will help solve health disparities [4]. Ultimately, NLM believes that improved access to health information will result in higher quality health care. This effort is served through research and community outreach. NLM supports some outreach directly through the NLM Division of Specialized Information Services (SIS), Office of Health Information Program Development (OHIPD), and extramural programs. In addition, NN/LM, which NLM administers, provides and supports outreach as part of NLM''s overall mission [5]. NN/LM places a primary emphasis on rural, minority, and other underserved populations [6].NLM was interested in evaluating NN/LM programs, and one of the key programs of the Greater Midwest Region (GMR) is its funding to support outreach in the region. NLM was also interested in promoting awareness among library school students about NLM and NN/LM and about the value of libraries doing outreach to underserved populations with the community. In September 2009, NN/LM GMR announced the availability of funds for a subcontract to a library school located in the region to assist with evaluating network programs. The GMR operates under a contract from NLM, providing network services to approximately 1,100 libraries and information centers in a 10-state region (Illinois, Indiana, Iowa, Kentucky, Michigan, Minnesota, North Dakota, Ohio, South Dakota, and Wisconsin). One of 8 regions in the NN/LM, the GMR conducts much of its outreach by offering subcontracts and awards to network members.Funding was offered to engage a group of students, under faculty guidance, to plan and implement a study that would determine the impact that GMR funding has on the ability of network members to perform outreach on behalf of NN/LM. The study was intended to be conducted in two phases: a planning phase, in which students were to develop an impact study proposal, and an implementation phase, in which students were to implement the study outlined in the proposal. The desired outcomes of the impact study included:
  • What did the institutions accomplish with the NN/LM funding?
  • What outcomes did the institutions report from their NN/LM-funded outreach projects?
  • What changes have been made in their institutional programs as a result of the funding they received?
  • What lessons did the institutions learn through implementation of their NN/LM-funded outreach projects
  • What changes would the institutions recommend to NN/LM about their funding programs?
The School of Library and Information Science (LIS) at the University of Kentucky received an outreach impact study award from NN/LM GMR in the fall of 2009 for its project, “Learning By Doing: Engaging LIS Students in an Outreach Impact Study.” Project funds were used to provide scholarships to support student participation.  相似文献

This article will describe a year-long (2010–11) joint project between Columbia University Medical Center's Health Sciences Library and the Institute for Family Health (IFH), a network of Federally Qualified Health Centers (FQHCs) serving disadvantaged populations in New York State. This National Institutes of Health-funded pilot project aimed to (a) determine the medical literature and training needs of IFH personnel, (b) develop generic licensing agreements with publishers that would enable a health sciences library to provide access to electronic resources for FQHC personnel, and (c) develop reference/education services for IFH personnel. How the reference and education aims were met will be described and discussed here as the lessons learned from this project may be useful to librarians considering doing instructional outreach to unaffiliated health professionals working at FQHCs nationwide.  相似文献

Health InfoNet of Jefferson County is a new collaborative consumer health information service of the Jefferson County public libraries and the UAB Lister Hill Library of the Health Sciences. Working with the input and cooperation of local voluntary health agencies, health care professionals and other health information providers, the intent is to improve the efficiency with which consumers might access such information while avoiding duplication of effort on the part of the information providers. Various considerations in InfoNet's mission include providing service not only to established library and Internet users, but also those on the other side of the "digital divide" as well as those with low literacy skills or English as a second language. The role of health care professionals in guiding their patients to the best consumer health information resources is emphasized.  相似文献

Objective:In 2018, the Network of the National Libraries of Medicine (NNLM) launched a sponsorship program to support public library staff in completing the Medical Library Association''s Consumer Health Information Specialization (CHIS). The objectives of our study were to: (1) determine whether completion of the sponsored specialization improved ability to provide consumer health information; (2) identify new health information services, programming, and outreach activities at public libraries; (3) investigate benefits of the specialization; and (4) determine the impact of sponsorship on obtaining and continuing the specialization.Methods:We used REDCap to administer a 16-question survey in August 2019 to 224 public library staff who were sponsored during the first year of the program. We measured competence in providing consumer health information aligned with the eight Core Competencies for Providing Consumer Health Information Services [1] as well as new activities at public libraries, benefits of the specialization to public library staff, career gains, and the likelihood of continuing the specialization based on funding.Results:More than 80% of 136 participants reported an increase in core consumer health competencies, with a statistically significant improvement in mean competency scores after completing the specialization. Ninety percent of participants have continued their engagement with NNLM, and more than half offered new health information programs and services. While more than half planned to renew the specialization or obtain the Level II specialization, 72% indicated they would not continue without NNLM sponsorship.Conclusions:Findings indicate that NNLM sponsorship of the CHIS specialization was successful in increasing the capacity of public library staff to provide health information to their communities.  相似文献

Both lifestyle and geography make the delivery of consumer health information in the rural setting unique. The Planetree Health Resource Center in The Dalles, Oregon, has served the public in a rural setting for the past eight years. It is a community-based consumer health library, affiliated with a small rural hospital, Mid-Columbia Medical Center. One task of providing consumer health information in rural environments is to be in relationship with individuals in the community. Integration into community life is very important for credibility and sustainability. The resource center takes a proactive approach and employs several different outreach efforts to deepen its relationship with community members. It also works hard to foster partnerships for improved health information delivery with other community organizations, including area schools. This paper describes Planetree Health Resource Center's approach to rural outreach.  相似文献

Service to the state is one of the core principles of the land-grant mission. This concept of service is also fundamental to a significant number of outreach activities in academic health sciences libraries, particularly those libraries affiliated with the public land-grant universities. The Dana Medical Library at the University of Vermont has a lengthy tradition of outreach to health care providers and health care consumers of the State of Vermont. Building on the foundation of the land-grant institution-which grew out of federal legislation introduced in the mid nineteenth century by Justin Morrill, Vermont's congressional representative--the Dana Medical Library has based its outreach activities on its dedication of service to the state in the promotion of healthy citizens through information dissemination in support of health care delivery. Reengineering library services designed to meet the specific information needs of its diverse clientele, partnering with disparate health care organizations, and relying on fees for service to expand its outreach activities, the Dana Medical Library has redefined the concept of health information outreach for the new millennium.  相似文献

BACKGROUND: This study was undertaken to provide evidence that library outreach projects in the NHS in the Thames Valley Strategic Health Authority area were effective and could justify continued funding. Objectives: The object was to assess whether information literacy skills training taken up by health professionals impacts on their confidence and skills in using electronic sources of health information. METHOD: A total of 487 health professionals taking up training on a voluntary basis were assessed by completing a self-assessment questionnaire prior to and after training to establish their information literacy skills and confidence levels. Of these, 223 trainees (46%) also returned 6-week follow-up questionnaires. RESULTS: Results showed that 464 trainees (95%) intended to apply what they had learnt in a variety of ways; use of specific resources greatly increased after training and confidence in using them increased substantially. Use of search techniques increased considerably overall, whereas use of Google decreased. CONCLUSIONS: The major findings of this research are that training health-care personnel in the use of electronic resources impacts positively on their information literacy skills and confidence, and that the information available to them is considered to have potential value across health-care practice.  相似文献

The five goals of the project were: promote Grateful Med as a clinical tool; introduce circuit librarianship to Illinois; heighten the awareness of health professionals to the value of timely information services; increase the visibility of the resource library; and evaluate the impact of the two components, Grateful Med and circuit librarianship. While the project was well-received and enjoyed short-term success, sustaining the same level of information activity post-project has not been achieved.
