CAS President Lu Yongxiang and CAS Vice President Chen Yiyu paid a visit to Tibet from July 10 to 17. China＇s 10 most significant S＆T developments in 2007

Under the auspices of the Academic Divisions of both the Chinese Academy of Sciences （CAS） and the Chinese Academy of Engineering （CAE） and Science Times, a selection of the 10 most significant S＆T developments in China in 2007 was recently made in Beijing. Some 540 Members of CAS and CAE took part in the voting. Its results were released on 20 January.

政府职能转变与科技计划项目管理的第三方评估咨询

科技计划项目评估咨询制度的核心是政府职能转变,而政府职能决定着政府管理的基本方向,因而从政府职能转变角度分析第三方评估制度具有重要意义。本文从服务型政府的理念出发,首先分析了目前科技计划项目管理中存在的政府职能问题,然后分析了引入第三方评估制度后政府职能的转变和第三方机构的职责,最后提出了第三方评估咨询的发展建议。     

基于Web Services构建科技规划咨询系统

传统的科技规划咨询系统存在较多局限,Web Services技术以及电子政务的发展为进一步提高科技规划咨询效率提供了新方法和新理论。探讨了利用Web Services技术实现科技规划咨询的系统分析、设计与实现过程,阐述了基于Web Services的体系架构及其相关实现技术。

科技项目第三方评估咨询管理模式研究

科技项目规模不断扩大,复杂程度逐渐提高,在不断推进第三方评估咨询制度以加强科技项目过程管理的同时,对第三方机构的管理要求日渐迫切.实现科技项目管理方式的转变,促进科技项目第三方评估咨询管理的制度化、规范化,已成为科技项目管理研究的重要内容.通过分析科技项目的特点,在明确科技项目第三方评估咨询内涵及其特征的基础上,指出了目前我国科技项目第三方评估咨询管理的现状和问题,提出了第三方评估咨询管理的目标要求及内容,建立了科技项目第三方评估咨询的管理模式框架.     

中国科学学与科技政策研究会工作会议纪要

中国科学学与科技政策研究会工作会议于2000年1月22日在北京召开。出席会议的有冯之浚、吴明瑜、罗伟、邹祖烨、方新、张永谦、孙海鹰、韩秉成、陈益升、李惠国、张碧辉、蒋国华、顾文兴、薛澜、柳卸林等同志,部分在京理事,各工作委员会的负责人,以及参加课题研究的有关专家陈景艳、韦苇等。会议学习了中共中央关于2000年工作要点的精神,总结了1999年研究会工作,讨论和研究了下步工作。 会议认为,1999年我会本着“服从大局、服务大局”的精神,围绕中央的中心工作开展课题研究、组织学术活动、编辑出版学术著作、办培训班等,工作十分活跃,成绩显著。 特别是去年我们在出色地完成了科技部委托的“知识经济与中国发展”的研究课题的基础上,又完成了该部委托的“国家创新系统”的研究课题。光明日报、科技日报等报道了这一课题成果,经济科学出版社出版了《国家创新系统的理论与政策》一书。我会与陕西省科委于去年6月联合举办了“国家创新系统”研讨班,全国200多名有关领导、学者和实际工作者参加,取得了良好的效果。 由于这两年我会工作成绩显著,被中国科协评为先进学会,给了我们很大鼓舞。我们将再接再厉,在新的世纪里,作出更加出色的成绩和贡献。2000年我们面临更为繁重的工作任务： 1 课题研究方面。目前我们正在做和准备做的课题有： （1）21世纪非义务教育产业发展战略问题研究; （2）西部发展战略研究; （3）关于我国实施技术跨越战略道路的选择与具体措施研究; （4）我国再生资源产业发展战略研究; （5）西部开发中的科技问题; （6）国家安全工作中的科技问题; （7）北京大兴县发展战略研究。 2 今年四、五月份拟在广州番禺召开学术讨论年会,主题是：教育发展问题、西部发展战略问题、国家创新系统建设问题等。 今年十月还拟在陕西召开西部发展战略研讨会。 3 组织工作方面。去年已增补了一些年轻同志为副理事长。在此基础上,会议决定,从现在起,研究会的日常工作由邹祖烨和方新两位常务副理事长负责。理事会在今年10月份进行换届。在第四届理事会中应有更多优秀的年轻同志进入新的领导班子,在老同志真心实意的支持和帮助下开展工作,顺利实现新老交替。 关于第四届理事会的产生方式问题,由组织工作委员会负责拟订办法。会议建议仍采取通讯选举的方式进行。 中国科学学与科技政策研究会 2000年2月1日
