我国高等教育组织与管理理论体系的构建深受教育管理学、高等教育学等学科的影响。高等教育组织结构在面临国际激烈竞争之下,存在着很多弊端,建立"以人为本"为教育宗旨的理想组织结构,就需在现行体制下改良科层组织及构建合理的中国高等教育组织形态。因高校内部管理事务比较繁杂,为保障各种事务和人才流动不影响教学与科研,高校需要科层管理。我国高等院校有一种扁平型组织结构,但这种组织结构容易导致教学和科研互争资源和地位,教师由于受到双重领导而无所适从,出现问题时难以分清责任。那么构建一种合理的组织—学术委员会尤为必要,它拥有主管教学、科研、评价、督     

高等教育体系的权力分配与大学组织结构

大学组织结构的形成取决于多方面的因素,而其中起到关键作用的是大学作为其中一个层次的高等教育体系各层次间的权力分配,其他多方面的因素都是通过规定或者影响高等教育体系各层次间的权力分配而间接地影响着大学的组织结构。本文的目标正在于厘清这样的一条逻辑线索:高等教育的相关法律、大学宪章、高等教育传统、大学的资金来源等因素决定了高等教育体系6个层次间的权力分配,而一定的权力分配格局则大体决定了大学内部以及大学与政府之间的组织结构形态。

根据高等教育区域中心应具有的功能与组织特征,高等教育区域中心的典型组织结构可以分为无核心的组织结构、有核心的组织结构、分层次的组织结构和由区域次生中心构成的组织结构四种。这些组织结构之间相互联系,随着社会发展的需求实现不同组织间的相互转变。加强高等教育区域中心的组织建设,首先要提高区域中心组织结构的适用性;其次要推动现行高校组织结构的变革;再次要促进区域中心组织内高校的分层。     

地(市)级城市高校教学管理组织结构的调整与改革

地(市)级城市高校承担着中国高等教育从精英化走向大众化的重任。但是,其教学管理组织结构仍然是建国初期的校—系—教研室模式,它具有梯级同构化、行政化、非理性化等特征;其组织结构形态为刚性化的科层结构。通过建构由功能作用各异、时间长度不一机构组成的教学管理组织体系,实现教学管理组织结构由垂直化向扁平化转变,实现基层组织结构由行政化向民主化转变。这种新的组织结构具有集权与分权相结合的权力结构的特征。

在实现中国式现代化的进程中,产教融合作为职业教育高质量发展的重要利器与质的规定,成为国家教育改革和人才资源开发的一项基本制度,呈现出校中厂、职业教育集团、产业学院、产教融合型企业等多种类型的组织形态。在产教融合组织形态演进历程中体现出以下基本逻辑：由以学校为主导转向以企业为主导,由“生产”“教学”融合转向“产业”“教育”融合,由松散耦合转向实体嵌入,由自发自为转向有组织的行政行为。未来产教融合组织形态发展将彰显多元化、完善治理结构、拓展组织边界、增强企业的办学主体作用。     

高等教育资源配置中学术力量的回归

本文认为高等教育资源配置实际是三种力量相互作用的结果，即：市场、政府和学术力量。这里的学术力量是指在配置高等教育资源中相对于市场力量和政府力量而言内置于高等教育微观组织中对人力资本投资具有特殊影响的治理方式。文章通过对学术力量的产生及其历史演进的分析，认为学术力量发挥作用的程度是以大学的组织功能的变化为晴雨表的，不同历史时期由于市场对高等教育需求的不同，使高等教育呈现出不同的功能，从而决定了学术力量在高等教育资源配置中发挥作用的大小，正是由于市场的逐步完善决定了在中国高等教育资源配置中学术力量的回归和高等教育治理方式的变革。
