Issues management in strategic planning

The concept of issues management is gaining the increasing attention of both researchers and practitioners in the field of strategic planning. Issues management—which is concerned with the identification, analysis, probability, and timing of a developing issue and with the organizational response—can spell the difference between the success and the failure of the planning effort. This paper delineates the attempt of a major public university to integrate issues management into the institutional strategic planning process. The intent is to make issues management an ongoing and systematic organizational exercise.Paper presented at the Twenty-fifth Annual Forum of the Association for Institutional Research, Portland, April 28–May 1, 1985.     

Holistic strategic planning in the public sector

This article focuses on developing a holistic approach to strategic planning. It suggests that a successful approach will view all components in the process as an integrated system through a holistic strategic framework. In addition, it focuses on reviewing the gaps that can develop in applying a holistic framework in a public sector environment and discusses ways to overcome those gaps to ensure a successful strategic planning process.

Age differences in the acquisition and retention of concurrent discriminations by monkeys

The performances of adult and aged macaque monkeys were compared on several tasks requiring acquisition and retention of concurrent object discriminations. Cross-sectional and longitudinal comparisons between 11-year-old and over-20-year-old animals were conducted on the acquisition of several 16-problem concurrent tasks, and after 2 weeks, retention by the different age groups was also evaluated. Although the retention tests indicated no age-related impairment, acquisition tests showed that aged animals made reliably more errors-to-criterion than did adult animals. The relative contributions of intersession and intrasession improvement and preference phenomena were considered and contrasted to some previously reported age-specific outcomes. Although the present results affirmed the contention that old animals were selectively impaired on intersession task requirements, some earlier interpretations of preference effects were questioned. Old animals did not show a potentiation of specific object preferences; rather, they tended to be nonsystematic in maintaining their selection of initially preferred objects. Concurrent discrimination was indicated to be a behavioral measure that is, under appropriate circumstances, selectively sensitive to aging and may offer an appropriate comparative model of information-processing characteristics.

This article shares experiences that participants had playing the game of STRATEGO and how the activity may be linked to strategic planning and thinking. Among the human performance technology implications of playing this game are that gamers agreed on a framework for rules, took stock on where they wanted to go in the future, and generated a risk plan. Players supervised their strategic process, checked the game's pulse, and gave a shot in the arm when necessary.

Involvement of heads of departments in strategic planning in schools in the Pinetown District

ABSTRACT

Strategic planning is crucial in facilitating sustainable development of schools. It enables schools to survive and cope with changes and challenges from government policies and market forces. There is broad agreement that all stakeholders need to be part of school strategic planning. In response to the lack of evidence suggesting stakeholders’ involvement – specifically that of Heads of Department (HOD) – in strategic planning in schools, and its value in ensuring that all stakeholders execute their duties, HODs’ experiences regarding their involvement in strategic planning were explored. Qualitative research was undertaken and semi-structured interviews were employed to generate data. The study reveals that the HODs were involved in some form of planning but there is no evidence suggesting their participation in substantive issues on strategic planning. Further, the study reveals that transparency-driven leadership and collaboration are key factors to ensure HODs’ participation in strategic planning. The findings suggest that the involvement of HODs is crucial towards improving teaching and learning.     

Factors influencing the presence of sustainability initiatives in the strategic planning of Spanish universities

Sustainability issues in higher educational institutions have attracted increasing levels of attention from both the public and policy-makers in recent decades. Many studies have called for a more integration of sustainability into mainstream university operations and curricula. Nevertheless, the interest in sustainability issues has been more recent in the specific case of Spain. On this basis, the aim of this paper is to examine the main factors (size of universities, chairs related to sustainability, political orientation and sustainability disclosure) that might explain the presence of sustainability initiatives in Spanish universities. To accomplish this task, data were collected using a systematic content analysis of the published strategic plans of Spanish universities during the last decade. Two main findings were identified: first, the four variables chosen were not related to the presence or absence of sustainability initiatives in the strategic plans of Spanish universities, excepting the partial influence exerted by the size and political orientation. Second, there was a scarce presence of sustainability initiatives in the strategic plans of Spanish universities analysed.

Age differences in the reliability of the psychiatric interview of the child

The NIMH Diagnostic Interview Schedule for Children, a highly structured interview covering a broad range of clinically relevant symptoms and behaviors, was administered to 242 disturbed children and their parents. Parent and child were interviewed separately and were assessed twice at a median interval of 9 days. Intraclass correlations between symptom scores derived from the interviews indicated that parents were generally more reliable than children in reporting child symptoms. However, test-retest reliabilities showed an opposite age pattern for parent and child. The reliability of the child's report increased with age and was lower for children aged 6-9 than those aged 10-13 and 14-18. Conversely, the reliability of the parent's report decreased with the age of the child and was slightly higher for children aged 6-9 than those aged 10-13 and 14-18. These findings were interpreted in terms of children's cognitive development and age-related shifts in parents' perceptions and awareness of their children's behavior.
