共建丝绸之路经济带的新疆文化交流战略

文化交流是"丝绸之路"的重要功能,在"丝绸之路经济带"共建中具有十分重要的作用。在推进"丝绸之路经济带"共建的战略性机遇下,迫切需要新疆进一步加快实施文化交流战略。为此,新疆应坚持高位推动文化交流事业科学发展,为"丝绸之路经济带"共建提供强劲动力;确立文化交流的资源观,塑造特色鲜明的新疆形象;大力推进文化事业建设,加快文化交流,为促进新疆各族人民与"丝绸之路经济带"沿线各国人民的交往交融,促进政策沟通、道路联通、贸易畅通、货币流通、民心相通奠定坚实基础;坚持构建开放性文化交流服务体系,积极服务"丝绸之路经济带"共建,推进"丝绸之路经济带"共建不断取得新成果。

国家主席习近平提出了建设“丝绸之路经济带”的战略构想。本文从构建“丝绸之路经济带”中新疆的定位出发,探讨了影响构建“丝绸之路经济带”的多种因素,以及新疆经济定位优势与不足。认为在构建“丝绸之路经济带”中,不仅要考虑国家的层面,也要考虑新疆的层面,既要符合国家的利益需求,又要与新疆的总体规划和发展战略相协调,以促进区域经济的发展。

完成党中央确定的两大历史任务,为共建“丝绸之路经济带”构建良好的发展环境,法治新疆建设肩负着重要的历史责任.推进法治新疆建设,保证全面深化改革、共建“丝绸之路经济带”、跨越式发展和长治久安事业的顺利推进,必须积极优化新疆参与“丝绸之路经济带”建设的良好法治环境,大力推进“丝绸之路经济带”共建的法治建设,强化保障与促进“丝绸之路经济带”建设的制度措施,努力为“丝绸之路经济带”共建提供和谐稳定的发展环境.地方立法应积极完善与共建“丝绸之路经济带”相适应的法规,努力使法治成为促进“丝绸之路经济带”共建的基础.

2013年9月,习近平总书记在访问哈萨克斯坦时提出了共建“丝绸之路经济带”的伟大战略构想.哈萨克斯坦位于共建“丝绸之路经济带”的中心区域,新疆得益于其优越的地理位置将成为中国共建“丝绸之路经济带”的排头兵.1992年以来,哈萨克斯坦已连续21年成为新疆最大的外贸伙伴.2013年新疆与哈萨克斯坦的双边贸易额占新疆进出总额的44.4%.“丝绸之路经济带”战略的提出为双方的外经贸合作带来新的机遇和挑战.

古丝绸之路为时称西域的新疆带来了繁荣和活力,但随着丝绸之路的中断,新疆的发展也逐渐滞后,长期处于边缘状态。20世纪末以来,复兴丝绸之路和建设新丝绸之路经济带战略相继提出,新疆面临前所未有的发展机遇,其地缘政治、地缘经济的战略地位将得到改变,从边缘成为枢纽也将可能成为现实。目前新疆最重要的问题是如何成功参与并影响新丝绸之路经济带的复兴进程,抓住机遇扩大国际合作和区域合作,从而为国家、区域和城市的发展打开一扇机遇之门。而将新疆发展上升为国家战略、积极争取国家政策及财政资金支持,加强新疆与中亚各国的协调合作,大力发展各级城市,提升重要城市的行政级别,构建和完善区域城市体系,以城市为中心带动区域发展,则是推动新疆城市发展的可能思路。

新疆在＂丝绸之路经济带＂共建中的战略地位十分突出。共建＂丝绸之路经济带＂,与文化交流密切相关的社会事业发展是其重要基础。推进新疆文化交流事业发展,优化＂丝绸之路经济带＂共建的环境和条件,必须重视推进社会事业的快速发展。为此,应努力把新疆建设成结构合理、综合服务功能逐步优化的现代化教育、科技基地;坚持深化医药卫生体制改革,在满足居民基本卫生需求的基础上,积极发展面向中亚和欧洲国家的医疗服务;加快公共文化体育服务和市场体系建设,不断提高对外交流能力;重视推进外部环境的改善,积极优化文化交流的社会条件,为推进＂丝绸之路经济带＂沿线国家社会事业共同发展奠定坚实基础。     

新疆及中亚五国经济发展的集聚效应与辐射效应分析

新疆是"丝绸之路经济带"国内段的核心区,在与中亚五国的联系上,具有明显的地缘区位优势。文章借鉴近年来兴起的主流空间统计分析方法,探析了新疆及中亚五国整体经济发展的空间集聚效应和空间辐射效应。通过对1990-2012年新疆及中亚五国面板数据进行分析,结果表明:从空间集聚效应来看,新疆和中亚五国的经济发展呈"反中心-外围"式,外围地区呈现出高-高集聚的"马太效应",中心地带经济水平相对较低;从空间辐射效应来看,新疆、哈萨克斯坦和土库曼斯坦对周边地区经济发展具有正向辐射带动作用,其中哈萨克斯坦和土库曼斯坦正向带动作用较稳定,新疆2000年后凭借西部大开发、对口援疆等政策优势得以快速发展,正向带动作用逐渐增强。据此,从加快丝绸之路经济带建设、发挥好辐射带动作用、加强协同发展等方面提出一些对策建议。

The Reader Response Approach to Teaching of English Literature

During interview with English majors, it was found that a majority of students expressed disappointment with their experience of English literature classes. Students' dislike of learning English literature appears to be the major problem of teaching English literature in China. Reader response approach is a good way to solve this problem. In this paper, I explain the rationale behind the reader response approach, such as its origin, definition, features, assumptions, and strategies. Then I illustrate how reader response approach works as a teaching strategy by presenting several teaching models. At last I evaluate its usefuiness for teachers and present the advantages of reader response approach in Chinese context.
