In the last 30 years, major changes have taken place in the public sector worldwide under the rubric of New Public Management [NPM]. The education sector is perhaps one of the key areas drawing an intense interest and discussion in the wake of NPM. The Russian State seems to be no longer an exception to this global trend. In line with this, the Russian education sector was declared as a large-scale top priority national project in the late summer of 2005, which was aimed to help raise the living standards of each Russian citizen. This empirical paper seeks to reveal the major institutional and legal changes taking place in Russian higher education over time. This insight is vital as it points to the contexts in which Russian public universities operate. To make the acquaintance of a system of Russian higher education, this research sketches its evolution. It commences from the Soviet era to the present time, highlighting the most significant government initiatives.  相似文献

Abstract

Background: This article critically discusses the key tensions and challenges arising from the educational policy borrowing in China, through its current education reform. Focussing on the new curriculum reform (NCR), the paper highlights the interactions and conflicts between foreign and local ideologies and practices.

Sources of evidence: The main sources of evidence that form the basis of the analysis for this article were research data from an open-ended questionnaire and semi-structured interviews conducted with 166 school principals, vice-principals and teachers from China between 2013 and 2015.

Main argument: It is argued that the NCR has borrowed selective ideas and practices from elsewhere, such as a school-based curriculum, student-centred pedagogy and formative assessment. It is further suggested that the borrowed policies are mediated and moderated by the ideological attitude of the Chinese educational stakeholders, stemming from the notion of ‘theory-ladenness’ within an exam-oriented paradigm.

Conclusions: The example of China illustrates the effects of an ideological attitude on educational policy borrowing that challenges the notion of universally appropriate ways of teaching, learning and reforming an educational system.  相似文献

By examining writing about Israel education since the founding of the State, this paper highlights three questions that have surfaced repeatedly in Jewish educational discourse: What is the purpose of teaching American Jews about Israel? Who is best equipped to teach American Jews about Israel? How can Israel education foster positive identification with Israel without whitewashing over the imperfections of the Jewish State? By exploring how each question has manifested in Jewish education, it examines why—for very different reasons—these questions have endured over time, and considers what it might take to arrive at lasting conclusions about them.  相似文献

Due to imbalanced social and economic development, education in poverty-stricken rural areas in China is lagging behind that of urban areas. The current study explores the role of the nonprofit organizations (NPOs) involved in rural compulsory education promotion. Results show that the NPOs are providing a variety of programs to promote rural compulsory education, and the types of programs, as well as their implementation strategies and impact, are influenced by their registration statuses and background characteristics. Due to lack of coordination and skills, there still remain service gaps, and the quality of the existing programs is questionable. The article proposes strategies to strengthen the nonprofit sector’s work in rural compulsory education.  相似文献

Education in Europe has been one more aspect of social policy, traditionally held to exist within the sovereignty of member states, which has been encroached upon by supranational institutions. This paper explores the legitimacy of the partial control over education matters that has been gained by the European Union since the 1970s, examining in particular the role of the European Court of Justice and also the European Commission, in reshaping and altering definitions of legal competence in the fields of education and training. Special emphasis is placed on the method by which an original competence in training has been reconstituted to incorporate some aspects of education policy. Implications for democratic legitimacy and accountability at the European level are discussed.  相似文献

One response to challenges of national vocational training systems has been a move towards greater flexibility within vocational training systems. This article focuses on an investigation of modularisation as a tool for achieving this flexibility. Many European countries have introduced modular forms into their vocational training system. We investigate whether the global trends set out are producing policy convergence in modularisation in differing countries. This study selects seven European countries to make a detailed analysis and entailed an analysis of each country’s Initial Vocational Education and Training programmes. The methodology involved both primary and secondary data collection. The findings demonstrate policy convergence that can be attributed to similar challenges at national level. Modularisation in some countries takes a ‘radical’ form. Other countries have followed a mixed approach. It is clear that no two countries have adopted the same form of modularisation, although some countries have cited common challenges in the modularisation process.  相似文献

The paper examines education practice in India in terms of the division between indigenous cultures on the one hand, and the formal culture of learning and knowledge systems inherited from colonial times on the other. These ‘two Indias’ are still reflected in the modern educational system in India, seen in the vast differences between the formal school system, whose benefits reach only a minority of the population, and the millions of crafts-persons working in India's informal sector, many without education or training. The paper looks at reasons for these divisions within the culture and history of India's formal, non-formal and informal systems of education and training. The paper also throws light on the aspirations to unite these divided cultures of learning by looking at some of the writings of J.P. Naik, the famous educationist and secretary of the first Report of the Education Commission (1964–66) after India's independence. The analysis needs to be seen against the background of international educational thought which is improving the value, relevance and quality of non-formal and informal learning, as key pillars for building lifelong learning systems.  相似文献

The burgeoning private sector is perhaps the most tangible of the changes in education which followed the upheavals of 1989/90 in Central and Eastern Europe. This article sets out to analyse the growth of private education in Poland and its contribution to the ongoing processes of democratisation and educational development. The authors argue that the euphoria of the period immediately following the overthrow of one-party communism encouraged unrealistic expectations of educational reform. Their analysis of private sector schooling in Poland suggests that its development has occurred in a haphazard fashion, reflecting the uncertainties of a society undergoing a painful process of transition. Symptomatic of this has been the failure to establish a clear regulatory framework for the private sector – an omission which has undermined the credibility of private schools. Nevertheless, the authors argue that the development of private sector schooling in Poland has brought diversity and a degree of innovation to a system previously almost devoid of either. There is now an urgent need for the evaluation and dissemination of private sector initiatives, which can serve as examples for future educational decision-making in Poland.  相似文献

Under pressure of the continuing need to modernize, Vietnam is rapidly reforming its education system. Cooperative Learning (CL) with a Western-based model is being enthusiastically applied. This paper suggests that an authentic form of CL has long existed in the foundations of Vietnamese education. The reasons why Western-based CL is encouraged can be attributed to false universalism (the belief that a practice that originated from elsewhere can be “cloned” with similar results) and neo-colonialism (the perpetuation of a colonial mindset under the pressure of financial loans). While an adjusted form of CL has been suggested by previous studies to make CL culturally appropriate, this paper argues that a true hybrid form of CL which takes into account the authentic CL will have more potential to make this method not only culturally but institutionally appropriate. The paper indicates a strong need to identify and incorporate indigenous practice in the process of educational reform.  相似文献

Abstract

Education policy increasingly takes place across borders and sectors, involving a variety of both human and nonhuman actors. This comparative policy paper traces the ‘policy mobilities,’ ‘fast policy’ processes and distributed ‘policy assemblages’ that have led to the introduction of new computer programming practices into schools and curricula in England, Sweden and Australia. Across the three contexts, government advisors and ministers, venture capital firms, think tanks and philanthropic foundations, non-profit organizations and commercial companies alike have promoted computer programming in schools according to a variety of purposes, aspirations, and commitments. This paper maps and traces the evolution of the organizational networks in each country in order to provide a comparative analysis of computing in schools as an exemplar of accelerated, transnationalizing policy mobility. The analysis demonstrates how computing in schools policy has been assembled through considerable effort to create alignments between diverse actors, the production and circulation of material objects, significant cross-border movement of ideas, people and devices, and the creation of strategic partnerships between government centres and commercial vendors. Computing in schools exemplifies how modern education policy and governance is accomplished through sprawling assemblages of actors, events, materials, money and technologies that move across social, governmental and geographical boundaries.  相似文献

In recent years, the goals and purposes of education within the international development discourse have shifted significantly away from education for productivity or human capital development and towards education for the fulfillment of the individual through human rights. The current global education climate provides governments with an environment to support policies of free basic education, driven by a global diffusion of the central principles of education as a human right. This article considers the function of international human rights law and political movements within educational policymaking and practice, specifically regarding policy efforts to increase school access. Using the Philippines as a case study, this article addresses the guarantees for free secondary education in Philippine legal and policy documents, and assesses the current government policy for secondary education expansion??the Education Service Contracting (ESC) Program??to discuss the impact of the country??s human rights commitments on educational policy. Using Kingdon??s multiple streams model of policy analysis, I account for human rights law within ESC policymaking and determine the drivers that have led the country to take up its current model of private expansion. In conclusion, the human right to a free education should be deliberated, not as a trump card to supersede local educational obligations, but as a guiding principle, placed within problem, solution, and political contexts to assess the current state of education and adequately protect those who need publicly funded schooling the most.  相似文献

In 1984 the Education Commission was established as a quasi governmental body to advise on all aspects of education policy in the colony. Within the Hong Kong context the Education Commission's establishment was novel for it created a single body to advise on all aspects of education policy and it involved a greater degree of public participation in the policy making process. This paper examines the motives for its establishment, the means by which the state maintained control of the policy making process and the impact of the policy measures initiated by the Education Commission.  相似文献

The difference between training and education has been recognised at least since the days when Socrates searched Athens for someone who knew more than he himself did—and was disappointed to find many craftsmen but no philosophers. The distinction persisted strongly when the universities developed in the twelfth and thirteenth Christian centuries. It was continuously vindicated by poets, novelists, essayists, and generation after generation of teachers, from the Renaissance until about the time Kenneth Baker became Education Secretary, whereupon it vanished from English consciousness—so completely, that the polytechnics were renamed universities, the universities made polytechnics and the Departments of Education and Employment merged, as if that were not only obviously sensible in itself but perfectly consistent with two-and-a-half thousand years of previous thought and practice. This paper analyses how the impact of international student achievement studies and the recent economic crisis in Europe are influencing the development of educational policy transfer and borrowing, from East to West. This is contrasted with education reform movements in East Asia, which have long legacies of borrowing from so-called ‘progressive’ discourses in the West. England and Hong Kong are used as case studies. Since 2010, England’s coalition government has prioritised its determination to look to jurisdictions like Hong Kong to inspire and justify reforms that emphasise traditional didactic approaches to teaching and learning. In contrast, Hong Kong’s reforms have sought to implement practices related to less pressured, more student-centred lifelong learning, without losing sight of strengths derived from its Confucian heritage culture. Conclusions highlight factors that underpin English interest in Hong Kong education policy, values and practice and point to the need for further attention to be given to these multidirectional and often contradictory processes by researchers concerned with the study of policy transfer.  相似文献

This article discusses the pros and cons of transnational higher education offerings from the vantage point of a small Central European country, the Slovak Republic, and with special reference to franchising. Transnational higher education offerings are definitely needed, not only in the Slovak Republic, but in the other countries of Central and Eastern Europe as well, existing national higher education systems and institutions not being sufficiently developed to cope with increasing enrolment pressures. But there need to be adequate safeguards against fraudulent offerings, debased standards, and other such problems. The implantation of two franchised campuses of City University, Bellevue, Washington (USA) is cited as a very positive example of a foreign higher education institution that has been able to successfully integrate itself into the fabric of Slovak higher education by faithfully complying with all Slovak higher education regulations and offering high-quality course programmes.  相似文献
