社区管理人员的素质要求及培养模式研究

伴随着社会主义市场经济体制的建立和发展，社区建设被提上了城市现代化建设的日程，对社区管理人才的需求越来越旺盛。本从当前社区管理人员的素质现状出发，深入分析社区管理人员就具备的素质，并提出了社区管理人员的培养模式。

城市社区是城市社会的重要组成部分,随着我国社会事业的不断发展和城市化进程的推进,社区在城市发展和现代化建设过程中的地位和作用日益凸显。近十几年来,城市社区建设事业取得了较大的成绩,但仍存在管理观念陈旧,行政化表现严重,管理体制单一、落后,服务意识不到位,居民对社区事务参与度低,管理人员不足、素质偏低和缺乏专业化和社区缺乏财力保障等问题。解决好这些问题对提高城市社区管理水平有重大的现实意义。     

“城中村”社区的特点与转型对策

＂城中村＂社区具有从农村社区向城市社区过渡性的显著特点。在这里不仅存在城乡二元结构的遗留,而且存在居民素质较低、社区和企业管理人员素质不适应新制度的管理与运作方式等等问题。要解决这些问题,促进＂城中村＂社区向真正城市社区的全面转型,必须加强政府的支持力度,正确处理＂村改居＂社区居委会向真正城市社区的过渡与衔接关系,健全相关法律法规,居民和居委会及企业管理人员也要尽快实现角色转换。

本对地方高校科研管理人员的素质结构构成以及提高科研管理人员素质的途径进行了探讨,并就新形势下加强科研管理队伍建设提出了自己的看法,认为地方高校科研管理人员应具备全面综合的素质,包括全面知识结构和综合性的管理能力。在提高认识,完善知识结构的同时,促进能力的培养,加强队伍建设,使地方高校的科研工作健康发展。

Critical Issues Facing America's Community Colleges: A Summary of the Community College Futures Assembly 2008

Three focus groups consisting of board of trustee members, community college presidents, senior administrators, administrators, and faculty members developed critical issues facing community colleges with respect to instructional planning and services; planning, governance, and finance; and workforce development. Thereafter, the delegation of more than 200 voted on various aspects of the most critical issue divulged in the 2008 Community College Futures Assembly: general education assessment is coming. The findings, including opportunities and challenges, potential implications for community college administrators, and future research topics are also discussed, mostly in the context of workforce development opportunities.

THE ROLE OF MENTORING IN THE CAREER DEVELOPMENT OF COMMUNITY COLLEGE PRESIDENTS

Since the mid‐1970's community colleges have devoted more attention than ever before to the preparation and inservice training of administrators. Despite these efforts, there is as yet no clearly defined career path to top level administrative posts. Most administrators learn skills for their job by observing others, through trial‐and‐error, and in some cases, through being mentored. The purpose of this study was to investigate the role mentoring has played in the career development of community college presidents.     

Building up capabilities of educational administrators in India

Since independence in 1947, India has made a rapid development in all spheres, more particularly in the field of education. With the national commitment to provide educational opportunity to all citizens of the country and the highest priority given to the programme of universalisation of elementary education, the educational facilities have increased considerably over the years. Special attention is being paid to provide education to girls and to the children of the weaker sections of the community. Besides formal education, non-formal channels of education are also being exploited.This has increased the responsibilities of educational administrators manifold. The complexity and enormity of the tasks that they have to perform, the quality of leadership that they have to possess, the horizontal and vertical linkages that they have to establish within and outside the Education Department, and the managerial role that they have to discharge in order that the resources are effectively mobilised and utilised, have made it incumbent upon them to be familiar with the latest techniques of planning and management.The National Institute of Educational Planning and Administration (NIEPA) which is a specialised Central Institution for advanced training of key educational personnel has for the past two decades been playing an important role in building up the capabilities of different kinds of educational functionaries and serving as a catalytic agent for change.The need for training of educational administrators of all levels is now well recognised in India. In a developing country where there are certain aspirations of students, teachers, parents and community about education and where quantity, quality and equity all play a vital role, the development of professional skills in the educational administrators assumes great importance. Such a training not only leads to human resource development and an increase in the productivity of the officers but it also helps in the speedy realisation of the targets of educational and social development.     

Academic Workload and Quality

While there is an increasing demand of academics to do more teaching, research and community service, there is also increasing pressure to improve the quality of such work. The emerging dilemma between increasing the quantity and quality of academic work and its implications are the focus of this paper. Academic work appears to be taken for granted by administrators as it is rarely defined in contracts, either quantitatively or qualitatively. In this paper the complexity of the relationships between quantity and quality of academic work is analysed in terms of relevant concepts and processes. It is argued that the achievement of higher quality in academic work requires a better understanding of the factors involved by academics, administrators and the funding bodies responsible for higher education.

Learning to Play the Game: Professional Development and Mentoring

ABSTRACT

During the course of a career, community college administrators are engaged in activities that are believed to enhance their skills, knowledge, and abilities. Career-related activities such as furthering one's education, participating in professional development activities, and cultivating mentoring relationships may impact the career advancement of administrators. They may also provide opportunities for administrators to grow and develop as leaders. Using social and human capital as a theoretical lens, this article provides an increased understanding of the types of formal and informal activities that senior community college administrators participate in, as well as their perceptions of whether these activities are important for career advancement and development. It also further explores the role that mentors play in the lives of administrators. Findings reveal that administrators in this study participated in a variety of professional development activities both off- and on-campus, and a majority of administrators indicated that they had a mentor in higher education. Implications and areas for future research are discussed.     

论教育小区在社区教育中的作用

教育小区是社区教育发展的产物。人们越来越意识到社区教育与社区发展的结合点,在于通过作为社区与学校整体互动的教育小区这一组织形式,发挥社区与学校对教育的统整。教育小区有利于教育资源共享,有利于教育优势互补。教育小区为素质教育提供良好的条件,促进社区精神文明的建设。
