The 34th meeting of the Council of Europe Committee for Higher Education and Research was held in Strasbourg from 3 to 5 November 1976.

The main points raised in discussions were as follows:

  • the current situation and trends in tertiary education;

  • the recognition of degrees and diplomas;

  • the future existence of the Committee for Higher Education and Research;

  • the current situation and trends in university research;

  • the teaching of human rights;

  • mobility of higher education staff and students;

  • the future programme of the Committee.

The 33rd Meeting of the Council of Europe Committee for Higher Education and Research (CHER) was held in Linköping (Sweden) from 12 to 14 May 1976. The main points of discussion were the following: - the position of modern language lectors abroad;

- the setting up of advisory committees for medical and pharmaceutical edu.cation;

- multi-media distant study systems;

- admission to tertiary education (early selection at secondary-school level, attitudes of students and parents as a result of new admission rules, role of working life experience in admission, consequences for higher education resulting from new admission rules);

- financial aid to students;

- education in science and technology and research careers (attitudes to the study of science and technology, ageing of the research population);

- teacher education (creation of an association for teacher education in Europe, current trends);

- situation of and trends in tertiary education;

- progress report of the Secretariat . (special project mobility, equivalence of diplomas, curriculum re- o form and development);

- CHER programme of work for 1977 and 1978.

The following article is based on the main elements of the Annual Report No. 5 ‐ Academic Year 1977/78 of the Planning and Grants Committee at the Israeli Council for Higher Education, which serves as a liaison between the universities and government of Israel, and other national institutions concerned with higher education. In addition we present the recent statistical data on higher education (universities) in Israel as given in “Higher Education in Israel ‐Statistical Abstracts 1977/78”, which constitute an integral part of the Report.  相似文献

Between 1989 and 1992, the Council of Europe responded to the perceived need to assist eastern and central European countries to develop a legal basis for their higher education systems that would lead to a workable and equitable balance between state control and university autonomy and academic freedom. Thus the Legislative Reform Project of the Council of Europe got underway in the spring of 1992. The results so far have been very positive. In 1996, the Council on Higher Education and Research of the Council of Europe recommended the continuation of the Project, now known as a Programme, for another four‐year period and its extension to the sectors of science and technology.  相似文献

The subject of the 1990 Brussels CHER annual meeting is introduced and analysed in relation to the themes of the papers presented by the various participants. Significantly, the freeing of higher education in eastern Europe from the rigours of Communism, democratic centralism, and command economies have come about while the higher education systems of the West have been strengthening their commitment to the market principle (voluntarily and/or imposed from without). The resulting situation is significant, mutually reinforcing, and ambiguous. It offers great opportunities, both East and West, for the further development of higher education research as a distinct field even while it is accentuating the precariousness of the other so‐called value sciences. Certainly a major opportunity comes from the fact that higher education researchers and their supporting institutions are being increasingly called upon to aid their respective governments in the understanding and the possible application of the higher education strategies and methods of other climes. The meeting has suggested markers for a future research agenda, and it has helped integrate the various methodological and technical perspectives as well as the insights of participants representing both East and West.  相似文献

This article outlines the activities of the Council of Europe in favour of inter‐university co‐operation and exchange. First, the role and tasks of the CC‐PU and then the work programme of the Council of Europe on higher education and research are examined. With regard to academic mobility and European inter‐university co‐operation, the Transfrontier Regional University Co‐operation Programme, the European Postgraduate Training Programme, and the Inter‐university Co‐operation Programme between Europe and Latin America are described. Finally, both the European Networks for Scientific and Technical Co‐operation and the Open Partial Agreement on the Prevention of, Protection Against, and Organisation of Relief in Major Natural and Technological Disasters and their constituent activities are evoked.  相似文献

In July 1979 the Central Committee of the Communist Party of the USSR and the Council of Ministers of the USSR adopted the document “ On further development of higher education and improvement of the training of specialists”. The main elements of this policy paper are presented in an article written for “Higher Education in Europe” by Professor Felix M. Volkov, Vice‐Rector of Moscow State University.
