World War II was one of the most acute emergencies in U.S. history, and the first where mobilizing science and technology was a major part of the government response. The U.S. Office of Scientific Research and Development (OSRD) led a far-ranging research effort to develop technologies and medical treatments that not only helped win the war, but also transformed civilian life. Scholars and policymakers have appealed to the wartime approach as a template for other problems, typically focusing on the Manhattan Project, but overlooking the broader OSRD effort of which atomic fission and dozens of other programs were a part. In this paper we bring OSRD into focus, describe how it worked, and explore what insights its experience offers today. We argue that several aspects of OSRD continue to be relevant, especially in crises, while also cautioning on the limits to generalizing from World War II to other settings.  相似文献

Historians have convincingly shown the close ties U.S. physicists had with the military during the Cold War and have raised the question of whether this alliance affected the content of physics. Some have asserted that it distorted physics, shifting attention from fundamental problems to devices. Yet the papers of physicists in quantum electronics and quantum optics, fields that have been exemplary for those who hold the distortion thesis, show that the same scientists who worked on military devices simultaneously pursued fundamental and foundational topics. This essay examines one such physicist, Marlan O. Scully, with attention to both his extensive foundational studies and the way in which his applied and basic researches played off each other.  相似文献

The impact of the Tibetan Plateau uplit on the Asian monsoons and inland arid climates is an important but also controversial question in studies of paleoenvironmental change during the Cenozoic. In order to achieve a good understanding of the background for the formation of the Asian monsoons and arid environments, it is necessary to know the characteristics of the distribution of monsoon regions and arid zones in Asia before the plateau uplit. In this study, we discuss in detail the paterns of distribution of the Asian monsoon and arid regions before the plateau uplit on the basis of modeling results without topography from a global coupled atmosphere–ocean general circulation model, compare our results with previous simulation studies and available biogeological data, and review the uncertainties in the current knowledge. Based on what we know at the moment, tropical monsoon climates existed south of 20?N in South and Southeast Asia before the plateau uplit, while the East Asian monsoon was entirely absent in the extratropics. hese tropical monsoons mainly resulted from the seasonal shits of the Inter-Tropical Convergence Zone. here may have been a quasi-monsoon region in central-southern Siberia. Most of the arid regions in the Asian continent were limited to the latitudes of 20–40?N, corresponding to the range of the subtropical high pressure year-around. In the meantime, the present-day arid regions located in the relatively high latitudes in Central Asia were most likely absent before the plateau uplit. he main results from the above modeling analyses are qualitatively consistent with the available biogeological data. hese results highlight the importance of the uplit of the Tibetan Plateau in the Cenozoic evolution of the Asian climate patern of dry–wet conditions. Future studies should be focused on efects of the changes in land–sea distribution and atmospheric CO2 concentrations before and ater the plateau uplit, and also on cross-comparisons between numerical simulations and geological evidence, so that a comprehensive understanding of the evolution of the Cenozoic paleoenvironments in Asia can be achieved.  相似文献

Online review helpfulness has always sparked a heated discussion among academics and practitioners. Despite the fact that research has extensively examined the impacts of review title and content on perceptions of online review helpfulness, the underlying mechanism of how the similarities between a review' title and content may affect review helpfulness has been rarely explored. Based on mere exposure theory, a research model reflecting the influences of title-content similarity and sentiment consistency on review helpfulness was developed and empirically examined by using data collected from 127,547 product reviews on Amazon.com. The TF-IDF and the cosine of similarity were used for measuring the text similarity between review title and review content, and the Tobit model was used for regression analysis. The results showed that the title-content similarity positively affected review helpfulness. In addition, the positive effect of title-content similarity on review helpfulness is increased when the title-content sentiment consistency is high. The title sentiment also negatively moderates the impact of the title-content similarity on review helpfulness. The present research can help online retailers identify the most helpful reviews and, thus, reduce consumers' search costs as well as assist reviewers in contributing more valuable online reviews.  相似文献

Although more than a million academic papers have been posted on Facebook, there is little detailed research about which fields or cross-field issues are involved and whether there are field or public interest relationships between Facebook mentions and future citations. In response, we identified health and biomedical scientific papers mentioned on Facebook and assigned subjects to them using the MeSH and Science Metrix journal classification schema. Multistage adaptive LASSO and unpenalized least-squares regressions were used to model Facebook mentions by fields and MeSH terms. The fields Science and Technology, General and Internal Medicine, Complementary and Alternative Medicine, and Sport Sciences produced higher Facebook mention counts than average. However, no MeSH cross-field issue differences were found in the rate of attracting Facebook mentions. The relationship between Facebook mentions and citations varies between both fields and MeSH cross-field issues. General and Internal Medicine, Cardiovascular System and Hematology and Developmental Biology have strongest correlations between Facebook mentions and citations, probably due to high citation rates and high Facebook visibility in these areas.  相似文献

This study reports on knowledge gain, examined through three separate measures (free recall, comprehension and recognition) among high- and low-education groups who used two types of news media (newspaper vs. online) to consume two kinds of news (public affairs vs. entertainment). Results (n = 123) confirm the knowledge gap and validate concerns about the digital divide. Yet three different knowledge acquisition measures generated dissimilar findings: strong education effects for free recall, strong media format effects for recognition, and strong interaction effects between education and media format for comprehension. The implications of these inconsistencies are considered for measuring knowledge gaps in future research.  相似文献

Recent advances in electron microscopy have opened up exciting new possibilities for examination of the fine structure of matter. Whereas X-ray or neutron-based methods give structures averaged out over about 1018 unit cells, high resolution electron microscopy can reduce this to some 104 unit cells. It is, as it were, now possible to study local variations in the terrain instead of the landscape as a whole. This article examines the digital divide in terms of access and the cultural use purposes of the Internet in Finland, the United Kingdom, and Greece. The analysis is based on data from Finnish, British, and Greek sections of Eurobarometer collected in 2013 (N = 3,009). Separate measures for class and status are applied in the analysis. The findings indicate that both access to and use of the Internet for cultural purposes are affected by a number of interdependent factors, whose effects and strengths vary significantly among the countries.  相似文献

There is a common problem in artificial intelligence (AI) and information security. In AI, an expert system needs to be able to justify and explain a decision to the user. In information security, experts need to be able to explain to the public why a system is secure. In both cases, an important goal of explanation is to acquire or maintain the users’ trust. In this paper, I investigate the relation between explanation and trust in the context of computing science. This analysis draws on literature study and concept analysis, using elements from system theory as well as actor-network theory. I apply the conceptual framework to both AI and information security, and show the benefit of the framework for both fields by means of examples. The main focus is on expert systems (AI) and electronic voting systems (security). Finally, I discuss consequences of the analysis for ethics in terms of (un)informed consent and dissent, and the associated division of responsibilities.  相似文献

Utilizing the assumptions of the Resource-based theory, this study examined how and why new, rare, and inimitable resources in the form of information proactiveness motivation influence operational firm performance. We hypothesized open innovation as a mediator between information proactiveness motivation and operational firm performance. We also hypothesized the interactive effects of an individual’s creative cognitive style and information proactiveness motivation on open innovation whereas climate for innovation and open innovation jointly influence operational firm performance. A temporally segregated data (n = 260) was collected in three-time intervals from employees working in the banking sector of Islamabad, Pakistan. Utilizing the PROCESS approach, the findings of the study indicate that open innovation mediates the relationship between information proactiveness motivation, and operational firm performance. Moreover, the creative cognitive style was found to moderate the relationship between information proactiveness motivation and open innovation whereas climate for innovation emerged as a moderator between open innovation and operational firm performance. This research focused on unique information and contextual resources which directly and indirectly play significant roles in promoting the firm's open innovation and subsequent operational firm performance.  相似文献
