The service university in a service society: The Oslo case

This article aims at presenting the University of Oslo as a case of a Scandinavian university experiencing policy and structural changes as a consequence of changes in government's thinking on university finance. In this situation the active marketing of research based services might be a new source of revenue, and hence the following question comes up: How is the service function of the University perceived by the University and its clients in the Oslo region? The University of Oslo case is explored by reviewing available policy documents, statistics, regulations, charters and legal acts issued by the university itself and the Ministry of Education. In addition, information obtained through interviews with key actors at the university and key clients of the Oslo region, is presented. The study concludes that the University of Oslo is taking careful steps in the service direction.

和谐社会是人类追求的理想目标,也是中国特色社会主义的本质属性。科学发展与社会和谐是内在统一的。建设和谐大学,是构建和谐社会的重要组成部分,而且对和谐社会建设具有引领示范作用。和谐大学的理念包括以人为本的理念、崇尚学术的理念、服务社会的理念、持续发展的理念、面向世界的理念和引领社会的理念。正确处理和谐社会与和谐大学的五个关系：服务社会又引领社会发展的关系;人的全面发展与构建和谐社会的关系;文化创新与文化和谐的关系;规模与结构、质量与效益的关系;高等教育发展规律与市场经济发展规律的关系等。     

Admission to university in an academically non-homogeneous society

The concern with the disadvantaged student as a specific educational problem is relatively recent in South Africa. This paper deals with a proposed admission policy aimed at positive action - the removal of past discrimination without reference to race, class or creed. The proposed dual admittance system is described and compared with the New Zealand accrediting system, another dual admittance system. Results from an empirical study with regard to the proposed system, are presented. The study was conducted at the University of the Witwatersrand, Johannesburg and the findings indicate that the dual admission system does discern students who are talented, but disadvantaged. Finally, some advantages of the system are discussed.

Developing an inclusive system in a rapidly changing European society

This paper uses Ireland – one of Europe’s most rapidly changing societies – as a case study and examines progress towards an inclusive education system. It explores policy and progress on developing an inclusive system under a number of key headings: social class, ethnicity, gender and disability. On the basis of analysis of official statistics and of research evidence from a study of the inclusion of children with disabilities and special educational needs, this paper assesses whether the impact of recent state policy and legislative change has significantly increased the degree of inclusion in the education system under the four headings. There is a particular focus on the area of disability. The particular questions explored in this paper are whether the unprecedented changes which have taken place in Ireland since the mid‐1990s have resulted in a more inclusive system, an increase in equality, and an increase in inclusive practices in schools. On the basis of the available evidence, the results appear to be mixed.
