Evolving Concepts and Business Models for Acquiring Electronic Resources

ABSTRACT

Libraries, publishers, and agents all face unique challenges related to the acquisition of electronic resources. Among the many variables that figure into the acquisition of an e-resource are access rights, pricing models, and packaging options. This article looks at several of these variables from both the publisher's and the agent's view, evaluating the current state of affairs and addressing forthcoming developments.     

高校图书馆推动学术期刊从订阅模式向开放获取模式转化的困境与出路

[目的/意义]开放获取进程中的"双重收费"问题引起了出版商、图书馆及科研人员的关注与讨论。本文在此背景下分析探索学术期刊从订阅模式向开放获取模式转化的中国路径,以期引起高校图书馆对开放获取进程中"双重收费"问题的关注,为新时期高校图书馆文献资源建设的转型发展提供启示。[方法/过程]通过文献调研与网络调研,梳理高校图书馆推动学术期刊从订阅模式向开放获取模式转化的必然性和可行性,以及当前学术期刊从订阅模式向开放获取模式转化的相关实践,分析总结高校图书馆在推动学术期刊从订阅模式向开放获取模式转化过程中的困境,并就如何实现转化提出相关建议。[结果/结论]高校图书馆应从观念上认识到学术期刊从订阅模式向开放获取模式转化的重要性,把研究全面开放获取作为图书馆文献资源建设的重要工作之一,以高校联盟的形式主动开展评估调研,参与国家层面的规则制定,积极研究定价模式,推进相关政策落地,推动科研成果共建共享最大化。     

“为开放而订阅”(S2O):从订阅期刊转向OA期刊的新兴模型

[目的/意义] 期刊从订阅模式转向开放获取模式有多种途径,其中"为开放而订阅（S2O）"是一种新兴模型,正越来越受到向开放获取过渡的传统出版商的认可与接纳。[方法/过程] 运用文献调研法与内容分析法,梳理S2O模型的背景、发展,比较9家出版商采用S2O模型的75种期刊的情况。[结果/结论] 指出S2O模型的潜在问题包含订阅机构的流失、图书馆/文献中心的财政预算审查障碍、订阅费用透明度较差;解决措施包括经费补充机制及提供S2O模型期刊的使用数据。从为出版商提供开放获取转换的新途径、有利于保障非营利性出版商的发展两个方面提出S2O开放获取模式,为我国开放获取的理论与实践带来重要启示。     

A Low-Cost Manual System for the Exchange of Periodicals

The paper describes the importance of periodicals and the requisites of a good exchange system. It describes also a recommended system and outlines various steps involved in its implementation.     

Current Initiatives for E-Journal Archives and Perpetual Access at King Fahd University of Petroleum & Minerals

The article discusses the need for initiatives to be undertaken by the King Fahd University of Petroleum & Minerals Library administration to acquire archives of and perpetual access to its subscribed electronic journals. It also reports the findings of a survey conducted to ascertain the publishers' positions on archiving services and the right to permanently access licensed materials paid for during the period of a license agreement. The findings are expected to help the library to plan for securing the right over a three-year period to ongoing access to the back files of journals from fifteen commercial and society publisher platforms.     

Project Transfer: Findings from Surveys of Publishers and Librarians Undertaken in 2011

In May and June 2011, separate surveys were undertaken of scholarly journal publishers and academic librarians, designed to obtain a better understanding of the issues they face when journal titles move between publishers. In addition, the survey aimed to establish the extent to which both groups were aware of the Transfer Code of Practice and, if they were, whether its existence had helped improve the situation. This article summarizes the findings of these two surveys and describes the next steps in the development of the Code of Practice.     

图书馆文献订购经费向开放出版经费转化:目标、挑战与策略

[目的/意义]为图书馆文献订购经费转化为开放出版经费提供基于事实的案例分析和支撑,以期引起科技发展管理机构、科研教育机构、图书馆及学者对开放出版及经费转化趋势的关注,促进科技信息交流传播和图书馆创新发展。[方法/过程]采用扎根理论方法,系统分析当前传统订购模式和开放出版模式并存局面造成的多重挑战,详细调查多种文献订购经费转化为开放出版经费的试验模式并进行对比分析,提出经费转化的必要性、可行性和策略建议。[结果/结论]图书馆订购经费向开放出版经费的转化具有明确的可行性和必要性,建议从建立"抵消模式"、制定经费转化规则和协调机制等多维角度积极推动文献订购经费向开放出版经费的全面转化。     

Communication,Collaboration, and Enhancing the Learning Experience: Developing a Collaborative Virtual Enquiry Service in University Libraries in the North of England

ABSTRACT

This article uses the case study of developing a collaborative “out-of-hours” virtual enquiry service by members of the Northern Collaboration Group of academic libraries in the north of England to explore the importance of communication and collaboration between academic library services in enhancing student learning. Set within the context of a rapidly changing UK higher education sector the article considers the benefits and challenges of collaboration and the contribution of library services to the student experience. The project demonstrated clear benefits to student learning and evidence of value for money to individual institutions as well as showing commitment to national shared services agendas. Effective communication with students, with colleagues and stakeholders in our own and other Northern Collaboration member institutions, and with OCLC, our partner organization, was a critical success factor in the development, promotion, and uptake of the new service.     

Policies,Open Access and Cooperation as Factors Influencing Geospatial Collections in Libraries and Institutional Repositories

The aim of this paper is to explore whether in today's changing landscape libraries institutional repositories are used, in order to develop collections of locally produced geospatial data. Furthermore, this study will explore the use of policies in developing geospatial collections in order to reveal whether this tool is necessary for librarians who deal with geospatial collections. Finally, it will also detect the role of cooperation in respect to the development of geospatial collections.This research is addressed to librarians working on geospatial collections so as to ascertain their perceptions since they are considered to be the professionals leading changes. The results demonstrate that Map/GIS libraries, along with analog geospatial collections, tend to develop collections from the data their academic community produces. Librarians seem to be convinced that the formulation of policies, the open access to the data, and the establishment of cooperation among stakeholders will be the critical points to accomplish this goal.     

A Tale of Two Libraries: A Merger and Its Challenges. A Case Study

In 2005, representatives from Montgomery County Public Schools (MCPS), the Universities at Shady Grove (USG), and the University of Maryland Libraries, explored a potential partnership between their libraries. With different patrons and missions, merging the two library cultures and functions presented challenges and opportunities to administrators and librarians.

This study examines the dimensions and impact on both libraries. It will inquire whether it resulted in a limited, primarily administrative arrangement, or whether the libraries were able to achieve true collaboration. The findings highlight some issues libraries could take into account before embarking into a merger process.     

Boot Camps for Graduate Student Success: A Collaborative Initiative

Although graduate students are interested in learning data, grant, literature research, presentation, scholarly communication, and writing and publishing skills – topics not typically taught within their curriculum – scheduling conflicts during the academic year often prevent them from attending workshops that teach these skills. This article describes a grant-funded initiative where multiple campus units collaborated to provide themed boot camps outside of the fall and spring semesters. It also offers recommendations for adapting such a program at other institutions for lower cost, which administrators and practitioners in higher education, especially in academic libraries, may be particularly interested in.     

Electronic Theses and Dissertations Initiatives: A Survey of University Libraries in Nigeria

The study investigated the extent of adoption of electronic theses and dissertations in university libraries in Nigeria. Data collection for the study was via online questionnaire. The study revealed that digitization of theses and dissertations started between 1980 and 1995. It was found that only a few university libraries have embraced digitization of theses and dissertations in Nigeria. Benefits of electronic theses and dissertations were identified as improving university ranking and visibility, increasing access to the theses and dissertations, saving space in the library, enabling others link to the work with persistent URLs, preserving the work for future generations, and saving costs for students. Challenges such as unstable internet connectivity, lack of funding, irregular power supply, lack of information technology personnel, absence of electronic theses and dissertations submission policy, and copyright issues were identified. It is hoped that the study might provide insights useful for librarians planning to embark on the digitization of theses and dissertations project.     

The Internet Access and Use in Public Libraries in Limpopo Province,South Africa

ABSTRACT

Citizens, including those living in poor and developing countries, need equitable access to information daily to satisfy their diverse and multiple information needs. In this information age and information economy era, easy and instant access to information and knowledge, which are inevitabilities for socio-economic development, cannot be overemphasised. With rolling out of public libraries even in disadvantaged rural communities due to the library conditional grant in South Africa, the study is aimed at investigating factors influencing the Internet access and use in public libraries in Limpopo. The study adopted a qualitative research approach. The twenty four users of three rural, semi-rural and urban public libraries were selected through convenience sampling. A well-placed government official of the Department of Sport, Arts and Culture was purposively selected. All informants were interviewed face to face to collect data. The study found that, although public libraries studied have networked computers for the Internet access and use, there are many challenges. The officials of the relevant department need to study the recommendations of this study to ensure that the people have digital access in public libraries to mitigate the diverse socio-economic challenges they are facing to improve their lives.     

Help Needed: Best Practices,Collaborative Advantage,and Library Websites

Abstract

Around the world, building and managing library websites calls for solving problems. For instance, library administrators must resolve technical issues, like broken hyperlinks, as well as organizational issues, like staffing problems. To help libraries deliver services to their patrons, this essay first presents the idea of collaborative advantage as one way to think about problem-solving in library websites. Then, I describe a study of U.S. state government agencies. Finally, I present in detail five best practices for use in library website creation to foster discussion about the costs and benefits of working with third-parties.
