Technology has leapt ahead to the point where what was impossible to imagine a year ago is feasible today. But technology is only one component of the publishing revolution. Developing an electronic journal for Internet delivery presents challenges on every front. It is nothing less than reinventing the business of publishing. The story of the development of the Journal of Image Guided Surgery illustrates the challenges, the pitfalls, and the excitement of this new medium.

Beyond Title Lists

Abstract

Librarians and patrons can access many thousands of electronic journals today. Librarians who incorporate records for these journals into their OPACs will maximize the journals' access and use, but accurately tracking them can be difficult. This paper describes a commercial solution to the problem. Serials Solutions combines aggregator title lists with CONSER MARC records to improve access to these titles. This paper reviews the benefits and challenges associated with this process, and identifies several areas in which aggregators and OPAC vendors can improve the services they provide, to facilitate this process.     

(Re)Making the Serials Cataloger: The SCCTP Within an Educational Framework

ABSTRACT

The Serials Cooperative Cataloging Program (SCCTP) is reviewed from the standpoint of a library educator. Although the demand for copy catalogers has declined in the era of digital information, the demand for original catalogers has remained constant due, in part, to the growth in titles in different media formats and different languages. Additionally linking to information housed externally or internally and embedding metadata tags for resource discovery are among the new tasks for organizers of information in the Internet era. Increasingly professional organizations are filling the need for continuing education and training for advanced-level catalogers. This article examines the SCCTP as a model for continuous professional development and concludes it is adaptable more generally.     

Cataloging Oral Histories: Creating MARC Records for Individual Oral History Interviews

Cataloging oral histories presents many difficulties, especially for catalogers who have primarily worked with published materials and for institutions without funds or staff dedicated to managing oral history collections. Methods for cataloging oral histories can vary widely among institutions. In this article I examine the issues and considerations involved in providing intellectual access to oral history interviews and offer a possible cataloging method to libraries holding unprocessed oral history materials. The cataloging procedures discussed here have worked well from a workflow standpoint as one of the initial steps to create access to oral histories at Columbus State University, a medium-sized academic library.

论文基于电子文件的层次维度、构成维度和生命周期维度对电子文件的特性进行了科学而深入的分析。基于电子文件的层次维度,提出了电子文件在逻辑层次上与在物理层次上电子文件的特性;基于电子文件的构成从维度,提出了逻辑文件与物理文件的构成特性;基于电子文件生命周期维度,提出了电子文件在不同阶段的特性,从而从多维视角对电子文件的特性作了科学、全面、深入的分析。     

在线政务服务视角的电子文件管理对策研究——基于《国务院关于在线政务服务的若干规定》的分析

国家加快建设全国一体化在线政务服务平台导致档案部门的管理职能被蚕食,政务服务平台建设管理机制与电子文件管理部际联席会议制度在职责上叠加重复,确认了电子签名、电子印章、电子证照和电子档案与相应实物件具有同等法律效力,并首次明确了电子文件不再以纸质形式归档和移交。档案部门应当按照\"一网通办\"的要求修订和完善现有档案法规规章,重新审视档案部门工作职责,主动拓展档案信息资源采集范围,实现电子文件管理联席会议制度在政务服务平台建设层面上的重组与融合,不断提升电子文件管理相关软硬件设施的自主可控水平,加大对电子档案\"四性\"保障新方法的探索。     

电子资源批量编目的实践及研究

认为批量编目是促进电子资源获取的有效手段。针对国内电子资源批量编目的实践进行调研,涉及数据质量、相关工具、对书目系统质量的影响、面临的挑战、发现系统对电子资源批量编目的影响等内容。对调研结果进行分析,发现批量编目遇到的最普遍的挑战是数据质量问题,各馆质量评估及数据编辑修改的做法有所差异,整体上国内图书馆对数据质量的重视程度还不够。最后总结国外相关实践对我们的启示。     

The Small Press and the Library

"Small" presses are those which, because of the nature of their operations, put out short runs (250 to over one or two thousand copies) of the best efforts of regional poets and writers. There are a number of these adventitious industries alive and well in the Northwest. Regional and academic librarians should know of and support their efforts because they perform a vital function culturally speaking. They help to set the parameters of a genuine regional literature clearly and advantageously because they can and do foster a certain professional competition at their level.
