我国网络信息保存研究述评

网络信息的快速增长与"易逝性"使得对网络信息保存变得必要和迫切。上世纪90年代中后期以来,国内外开展了一系列网络信息保存项目,我国学者对这些网络信息保存项目实施过程、实施效果、对我国当前图书馆业务建设与事业发展的启示、需要注意的事项等进行了研究。

Global Resources: How a Cooperative Collection Development Enterprise Keeps Pace with a Rapidly Changing World

ABSTRACT

In the past ten years the Center for Research Libraries (CRL) has developed new ways to support cooperative development of critical research collections. CRL has expanded its role as a centralized aggregator of tangible collections to facilitate collection development, digitization, and licensing of collections by individual libraries and interest groups. This has required CRL to adopt new funding models, from partnerships and coalitions with key organizations, and use technology to support community engagement. Funding essential to this transition was provided by the Andrew W. Mellon Foundation, National Science Foundation, and the IMLS.     

《比利时数字法案》的特征及其对我国数字化归档工作的启示

在数字化转型过程中,必然面临的重要问题之一即是如何提高人们的数字信心,而这一问题必然离不开法治因素的参与,《比利时数字法案》就是该国应对上述问题的一次尝试。以内容分析法和文本分析法为主要研究方法,以从比利时经济部官网获得的法律政策、技术办法和执行指南等作为主要数据来源,发现《比利时数字法案》表现出了重视法律效力的可落地、提高服务市场的规范性、推动应用场景的全覆盖和确保对服务市场的监管等特征。相对于比利时,我国数字化归档工作在数字化环境、法治意识、应用场景和服务市场等方面存在问题。针对上述问题,结合比利时案例,为我国数字归档法治建设带来了如下启示:一是完善数字化归档的法治环境;二是优化数字化归档的内控体系;三是探索数字化归档的应用场景;四是激励数字化归档市场的发展。     

Digital Archiving and Preservation: Technologies and Processes for a Trusted Repository

SUMMARY

This article examines what is implied by the term “trusted” in the phrase “trusted digital repositories.” Digital repositories should be able to preserve electronic materials for periods at least comparable to existing preservation methods. Our collective lack of experience with preserving digital objects and consensus about the reliability of our technological infrastructure raises questions about how we should proceed with digital-based preservation practices, an emerging role for academic libraries and archival institutions. This article reviews issues relating to building a trusted digital repository, highlighting some of the issues raised and possible solutions proposed by the authors in their work of implementing and acculturating a digital repository at Rutgers University Libraries.     

Archiving Digital Materials: An Overview of the Issues

Digitization of content generated by those in academia—be they professors, lecturers, or administrative staff—has had a significant impact on the amount of space needed for storage on college and university campuses. What this paper attempts to address is some of the emerging technologies used for the storage of digital content and how these technologies have evolved since their origin with the American Memory Project in 1989, which is widely credited with starting the digital revolution in storage that is commonplace in offices and centers of higher education throughout the United States. The library's role in developing electronic storage for their own archival materials has had an ancillary effect in the field of digitization. The advances made by some libraries in creating more expansive storage devices that hold content other than text has benefited those in other fields as well.

文章提出合作数字参考咨询服务存在三种模式，并从成员管理、问题分配、知识库建设、服务支持等四个方面对三种模式的服务机制加以比较分析。     

Hurry Up,Please. It's Time—State of Emergency

This article explores the ethics of preservation, both as they have been traditionally established and as they might apply to current and future digital preservation efforts. The first part of the article reviews the literature of the past two decades to see how the preservation community has defined the ethical dimensions of its work, as well as developed guidelines to support an ethical practice. The second part considers digital preservation and the ways it both extends and complicates established ethical tenets. Digital preservation challenges the library community to revisit fundamental preservation practices and responsibilities. Our ability to come to consensus on these issues will be critical for the public's continued trust in our roles as stewards of the cultural record.     

数字资源收割工作的发展——以新西兰国家图书馆为例

介绍各国数字资源收割技术的发展,如挪威、新加坡、丹麦等从法律上明确公共图书馆对数字资源进行收割和保存的职责;日本、韩国、美国等国都各自开发了对网络资源进行爬行和抓取的工具软件。并着重论述新西兰国家图书馆与英国不列颠图书馆合作开发Web Curator Tool,在收割质量保障、保存格式、授权管理等方面优点明显,但在图像资源收割和大规模任务执行等方面还存在不足。

This chapter is a presentation of the major areas of digital preservation activity with reference to representative and well-known projects. It is also a presentation of the roles that Electronic Resources (ER) librarians may take to assist and advocate for digital preservation. The need for human mediation and decision-making during this early period of digital preservation development is emphasized. The roles and responsibilities of the ER librarian is described in the context of emergent business models for digital preservation as well as questions about the impact of licensing and ownership arrangements on ER preservation.

Bridging the Gap Between Digital Measures and Digital Commons in Support of Open Access: Or,How I Learned to Stop Worrying and Love Human Mediation

Utah State University is home to a Digital Commons repository and an instance of the Digital Measures activity-reporting tool. The prospect of linking these two systems, such that content is automatically harvested from Digital Measures for upload into the Digital Commons, is alluring. Our initial efforts were abandoned due to lack of faculty permissions and low-quality metadata. However, with the passage of an Institutional Open Access Policy, we resumed investigation. We found that the process of harvesting from Digital Measures and uploading to Digital Commons could be streamlined, if not fully automated. Our initial harvest revealed that human-mediation is desirable.

本文结合1998年12月24日通过的《CAJ－CD B／T 1－1998中国学术期刊（光盘版）检索与评价数据规范》，对2000年《CAJ－CD》中收录的30种图书情报类期刊的主要数据项目规范化进行调查分析，旨在促进期刊论文主要数据项目著录编排的规范化。     

云仓储环境下图书馆联盟数字资源长期保存合作模式研究

在分析云仓储环境对数字资源长期保存影响的基础上,探讨图书馆联盟合作方式的转变;归纳出包括数字资源合作保存前置化、存储与保管并重的长期保存、跨系统的宽领域资源保存在内的云仓储环境下图书馆联盟数字资源长期保存合作模式;最后提出图书馆联盟长期保存合作的三种实现方式,即建设支持多种移动终端的资源整合和利用平台、构建私有云平台和提供个性化服务、整合机构库资源和实现联合保管。     

近7年合作数字参考咨询研究的国内外文献定量分析

以<剑桥科学文摘>(CSA)中的usA数据库和中国期刊网中的<电子技术及信息科学>子数据库为论文来源;以"亚马逊网上书店的外文图书搜索引擎"和"读秀图书搜索引擎"为图书来源,运用文献计量分析的方法并结合文献内容,从文献的咨询系统案例、管理概况、服务质量、服务模式、其它问题等方面对2000-2006年合作数字参考咨询领域研究进行了统计分析,以期对该领域今后的研究提供一些参考和启示.     

电子政务系统中的档案管理：文件归档

本文从理论联系实际的角度出发,对电子政务系统中的文件归档问题进行了思考。首先,电子文件的归档内涵有双重含义,既包括管理权限的转移,也包括文件实体的转移,二者缺一不可;其次,在电子文件归档方式的选择上,通过对比逻辑归档与物理归档的异同与优劣,提出逻辑归档并不适用于电子政务系统,应该采取在线归档为主、离线归档为辅的物理归档方式;最后,从文件实体转移与管理责任明晰两个方面,探讨电子文件归档的实现。
