Gateway to Improving ERM System Deliverables: NISO ERM Data Standards and Best Practices Review

Seven years after the Digital Library Foundation's (DLF) pioneering 2004 Electronic Resources Management Initiative (ERMI) report, challenges with electronic resource management (ERM) system implementation, interoperability, management, and workflow issues remain. In 2009 the National Information Standards Organization (NISO) formed the ERM Data Standards and Best Practices Review Steering Committee to undertake a gap analysis of ERM-related data, standards, and best practices with current and future e-resources management needs in mind. In this session a member of the Steering Committee presented an overview of the project and focused on initial results of the review, including mappings from the DLF ERMI data dictionary to a range of other current standards and best practices. This presentation was based on the draft of an unpublished discussion paper authored by the members of the NISO ERM Data Standards and Best Practices Review Steering Committee.     

Standards that Impact the Gathering and Analysis of Usage

This column examines several standards and best practices that impact the gathering and analysis of usage data. The role of Counting Online Usage of Networked Electronic Resources (COUNTER), Standardized Usage Statistics Harvesting Initiative (SUSHI), and Knowledge Bases and Related Tools (KBART) are each considered from the perspective of the environment within which the librarian is operating. The column also considers how the quality and consistency of the data exchanged while using these standards contributes to a successful outcome.     

Implementing SUSHI and COUNTER: A Primer for Librarians

Project Counting Online Usage of Networked Electronic Resources (COUNTER) released its first code of practice in 2002. Standardized Usage Statistics Harvesting Initiative (SUSHI) was introduced in 2007 as a way of automating the harvesting of COUNTER reports. Both initiatives have been well adopted yet there is still confusion about how to implement SUSHI. This column offers a primer for library staff wanting to take advantage of the benefits of SUSHI. It starts with a quick review of both COUNTER and SUSHI, then covers options for SUSHI clients, examines SUSHI configuration requirements, demonstrates how to use SUSHI to obtain a COUNTER report and shows an example of working with a COUNTER Journal Reports in Extensible Markup Language (XML) format to create a spreadsheet with a simple cost-per-use and package analysis. By the end the reader should gain enough knowledge to configure a SUSHI client, successfully harvest COUNTER statistics and to perform some basic analysis on that usage.     

A Usage Survey of Standards and Guidelines Affecting Library Services to Distance Education Nursing Programs

Abstract

There are a number of important documents that provide guidance in the consideration of library services supporting nursing programs and students at a distance. Standards are available from the National League for Nursing Accrediting Commission (NLNAC), the American Association of Colleges of Nursing (AACN), and the Commission on Collegiate Nursing Education (CCNE). In addition, the Association of College and Research Libraries' (ACRL) Guidelines for Distance Learning Library Services offers interested parties another option, as do the more recently published Information Literacy Competency Standards for Higher Education. This paper reports on a survey concerning these documents and their usefulness to those planning or enhancing library services in support of distance nursing programs and students.     

Improving E-Book Management,Discovery, and Access: Two New NISO Initiatives Get Working

E-books play an important role in library collections; however, the sheer number of books and the nature of access models, such as limited simultaneous use, create some significant challenges for their discovery and access. For this column we asked Nettie Lagace from the National Information Standards Organization (NISO) to tell us about some of the work NISO has been doing in this area and highlight some of the initiatives designed to provide more interoperability among parties in the e-book supply chain.

从图书馆管理走向图书馆治理——图书馆法人治理结构与行业管理初探

图书馆治理与图书馆管理具有显著区别。在图书馆管理中,政府是图书馆事务的决策者和直接规制者,而在图书馆治理中,政府是政策制定者和经费提供者。图书馆治理需要法人治理结构和行业管理的体制基础。法人治理结构的特征是决策、执行和监督三个环节相分离,做到分权制衡,目的是为了实现法治化管理。实行图书馆行业管理是图书馆自治和自律的根本表现,它需要建立有图书馆行业协会。建立图书馆法人治理结构,培育图书馆行业协会组织,是我国图书馆治理走向＂良好治理＂的必由之路。参考文献17。     

从“学术规范”缺失看图书馆知识产权服务职责

本文指出目前学术规范缺失的主要原因在于相关教育的匮乏,作为与知识产权密切相关的图书馆应承担面向读者的知识产权服务职责,并提出了图书馆开展知识产权服务的方法和途径。     

广东省高校图书馆电子资源建设现状与发展策略

论文以广东省地区高校为研究对象,在介绍高校电子资源建设现状的基础上,分析该地区高校电子资源建设的不足并提出了相关策略:进一步提高电子资源建设的研究工作,将因特网资源转化为虚拟馆藏,以区域共建共享的模式开展工作,并加快制度建设以保证电子资源建设的可持续发展。     

图书馆RFID标准发展概述

RFID技术的发展使得其在图书馆取得越来越广泛的应用。了解RFID的标准概况,有助于规划和实施图书馆RFID工程。文章介绍了RFID标准的分类以及目前存在的3个主要的技术标准体系:EPC Global、Ubiquitous ID Center和ISO,并跟踪了图书馆相关RFID标准的国内外发展现状。

Emotions Management Skills and Barriers with Library Staff: A Correlational Survey of Agriculture Students

The literature has identified barriers with library staff as one of the important barriers affecting academic activities of students and also recognized the relationship of various academic and demographic characteristics of students with it. The emotions management skills of students may be one of the possible correlates of the barriers with library staff. This study was designed to investigate the levels of barriers with library staff and emotions management skills as well as their possible correlation using two standardized scales. The data were collected from the final year undergraduate agriculture students. The results confirmed the existence of barriers with library staff among the participants of both genders experiencing the same level of anxiety. The participants scored 3.75 (average) on the emotions management scale. The results also revealed significantly negative correlation between emotions management skills and barriers with library staff among these students. These results have many practical implications in the sphere of academic librarianship.

Adding Individual Technical Standards to a Library Collection: A Case Study and a Proposed Workflow

Abstract

Acquiring technical standards connects libraries with vendors who are very protective, legally and technologically, of their products. To conform to the technical restrictions placed on standards, librarians must think creatively and adopt a workflow more labor-intensive than with other publications. This article presents a case study of one institution, a basic discussion of the issues surrounding the addition of technical standards to a library collection, and a stepwise process for the situation in which a patron requests an individual standard.     

Consortial E-Resource Licensing: Current Trends and Issues

As libraries move from a printed to a digital ecosystem for the content that they license, they have increasingly depended on consortia to obtain the best pricing and contract terms. Consortial e-Resource licensing offers a variety of benefits and drawbacks which must be considered. Some of the key issues which must be addressed include whose license should provide the starting basis for a contract, shifting contract pricing away from a print-based model, avoiding overlap between competing consortia, the growing pressure to license digital products which are outside of traditional library purchasing, as well as other terms and conditions which must be addressed.

查修的生平与图书馆学成就考察

查修是20世纪中国著名的图书馆学家,曾在文华图专执教,亦曾在多家图书馆工作。但由于查修晚年移民海外,远离了中国图书馆界,以至于中国图书馆史研究者对于查修的生平与成就了解极少。作者努力查考文献,弄清了查修的字、号、英文姓名、籍贯与出生年份。然后,考察了查修在文华图专与伊利诺伊大学的求学经历。接着梳理了查修的工作履历,包括他在清华学校图书馆、文华图专、暨南大学图书馆、交通大学图书馆的图书馆管理与图书馆学教学经历,他的报人生涯,及其晚年移民海外的部分活动。最后介绍了查修在图书分类法、目录学等图书馆学研究领域的著译成果。
