ABSTRACT

Since the 1980s, education in Canada has been through a process that led to school choice, targeting the improvement of students’ performance through school competition. These policies fostering an education quasi-market became an ideal framework for the expansion of IB schools. Since the Diploma Programme of the International Baccalaureate (IBDP) offers a differentiated international curriculum and is perceived as a program that contributes to students’ achievements, it has been increasingly adopted in school districts and schools. This paper explores the marketing strategies developed in schools and districts in response to school competition by tracing the incorporation of the IBDP in high schools in different districts in British Columbia, Ontario and Quebec. Based on interviews with school staff, district officials and IB local association representatives, this study analyzes schools’ marketing decisions from a consumer and producer orientation taking into account the macro environment (federal government) and micro-environment (provincial government and districts). Rather than fostering efficiency and improving students’ achievement as intended, marketization policies resulted in an increased focus on the recruitment of high achieving students, which led to a competition between schools, between districts and between other programs in the districts or in other words –an ‘all against all’ competition.  相似文献

There is a growing body of research suggesting that schools need to respond to changing social and economic dynamics by prioritising “21st-century skills”. Proponents of this view, who have been termed “the 21st century skills movement”, have called for greater emphasis on cognitive and non-cognitive skills development, alongside the learning of subject content and technical skills. This paper explores the potential of International Baccalaureate Diploma Programme (IBDP) schools to respond to this mandate in China, one of the fastest-growing markets for International Baccalaureate® (IB) schools globally. The authors’ research team undertook a multi-site case study of five elite IBDP schools in China. Their findings revealed confidence among interviewees that the IB educational philosophy was conducive to 21st-century skills development, especially through the provision of the three IBDP “Core Requirements”, which are Creativity, Action, Service (CAS), Extended Essay (EE) and Theory of Knowledge (TOK). Despite this confidence, concerns remain about the implementation of the IB educational philosophy in the context of IBDP schools in China.  相似文献

The Geneva-registered International Baccalaureate (IB) celebrated its 50th anniversary as an organisational entity in 2014, having first appeared in 1964 as the International Schools Examination Syndicate. In January 2015 the 5,000th programme had appeared at a school in Albania. The IB, now offering four programmes, has moved significantly over recent years into state funded schooling, especially in the United States, and Ecuador. At the same time there has been no significant growth in Africa where the operational paradigm remains largely unchanged since the 1980s. The 76 schools in 25 countries located across the continent of Africa in mid-2015 accounted for just 1.8 per cent of all schools worldwide. Twelve countries in Africa had a solitary ‘international school’ offering the IB programmes. This paper is the first to address this situation. This article reveals the growth and extent of IB activity across Africa, and offers possible reasons for the ongoing dearth of schools.  相似文献

The International Baccalaureate (IB) has undergone rapid growth and largely unhindered expansion over the past four decades. It has moved beyond its European nexus and the three IB programmes now have a relatively large presence in the USA, especially among public high schools. The IB gathered federal funding in 2003, and a concerted attack has subsequently emerged from a vast array of ultra-conservative agencies and commentators who denounce the curriculum as federal interference, and fundamentally ‘un-American’. This paper explores the complex nature of this ‘culture war’ and reveals the key issues and protagonists.  相似文献

The year 2007 was a highly significant one for ‘international education’ in an ‘internationally minded school’ context. It marked the fortieth anniversary of the first trial exam of the International Baccalaureate Diploma Programme (IBDP). This paper charts the rather random global growth of this programme, from it being a long‐awaited experiment in international education sat by 147 students in two schools, to it being a curriculum offered in 1779 schools in 128 countries. It is shown how the initially Eurocentric bias of the global spread has become a distinct North American one. At present 35% of schools can be found in the US, whilst Africa accounts for only 2%. In 38 countries there is a single school offering the programme. The wider implications of this regional disparity are explored, concluding that perhaps the programme requires a more critical and planned growth strategy.  相似文献

The International Baccalaureate (IB) examination system in early 2010 was on offer in 2700 schools in 139 countries. Since 1999, the Geneva-registered IB has created a platform for image consolidation, product standardization, and technological linkage. Out of this has emerged a globally branded ‘IB World’, educating the ‘IB Learner’, using an outcomes-based ‘IB Learner Profile’, and ‘IB Community Themes’. It is soon to be aligned within an ‘IB Association’. This creates a potential framework for class consciousness. The ‘IB Learner’, forming a ‘class-in-itself’, might form a self-conscious social grouping, a ‘class-for-itself’. This paper explores possible outcomes, within the context of two ‘agendas’. The ‘agenda for global peace’ desires an irenic class, tolerant and culturally aware. Within the context of an ‘agenda for global business’ a more inner-directed class might appear, sympathetic to globalization and the needs of Capital. Alternatively, a ‘third way’ could appear; a class who is business-oriented but socially-responsible.  相似文献

ABSTRACT

The number of International Baccalaureate Diploma Programme (IBDP) schools has increased rapidly in China in recent years. However, access to schools offering the IBDP remains restricted to a relatively elite minority of China’s population due to enrolment barriers for Chinese nationals and relatively high school fees. An implication is that students potentially remain in physical, cultural and socio-economic isolation from host communities. Within this context, this study explored how, and the extent to which, two core components of the IBDP – namely, the Learner Profile and Creativity, Action, Service – help foster inter-cultural understanding between students and other communities within Chinese society. To this end, in mid 2013 interview data were gathered from IBDP teachers, IBDP administrators, and IBDP students from five elite IBDP schools in Beijing and Shanghai. Findings revealed a perception that the Learner Profile could provide a strong theoretical appreciation of the norms and values of other cultures, while Creativity, Action, Service could break down physical divides by offering students an opportunity to interact with people of different cultures and socio-economic groups. Nevertheless, interviewees also noted tensions with the implementation of these components in the context of results-oriented elite IBDP schools in China.  相似文献

Abstract

This study used comparative case study methodology to investigate student perceptions of different programmes that prepare them for a challenging high school education programme: the International Baccalaureate Diploma Programme (IBDP). Given the benefits and challenges of the programme, educators and stakeholders want to ensure students feel ready to participate. In the literature, studies support that programmes such as the International General Certificate of Secondary Education and the International Baccalaureate Organisation’s Middle Years Programme prepare students for the IBDP; however, there is a need for students’ voices on how they perceive they are prepared through these programmes. This study investigated three different approaches to IBDP preparation by gaining student insights through a scaled-item questionnaire and interviews. Students identified experiences that gave them skills to monitor their learning and resources that motivated them to participate in an advanced upper-high school programme.  相似文献

Initial teacher training courses throughout the United Kingdom at present have been or are being changed in various ways which enlarge the role of schools and make new demands on the school teachers who act as mentors to student teachers in the schools. Despite the size of this change, it can be quite difficult to find evidence about its effects. Edwards (1994) suggested that one reason for this lack of evidence is that there has been little government support for obtaining it. As Edwards points out, however, the government in one part of the United Kingdom, namely Scotland, did ensure that evidence about the mentor teacher idea was obtained before there was a decision about applying the scheme across the country. The decision that it should be nationally applied was reported in this journal's ‘Notes and News’ section in Spring 1995, under the heading of ‘Introduction of a mentor scheme in Scotland’. This paper summarises the main outcomes of the pilot study which informed that decision. The paper concentrates on the pilot's second and final year (Cameron‐Jones and O'Hara 1994).  相似文献

The recognition of the DP (diploma programme) for university admission is crucial for the development of International Baccalaureate (IB) schools and the expansion of the IB network worldwide. In an era of higher education (HE) massification, accompanied by high failure and dropout rates, intense debates on access to HE are taking place in many countries. It is within this context that the IB organization struggles for the recognition of the DP for admission to universities throughout the world. Through a global comparative approach, this study analyzes the ‘DP-HE admission’ assemblages in Argentina, Canada, Chile, Spain and the United States. Based on interviews with senior IB officials and principals at the head of IB schools associations, this study intends to understand the way the IB network fosters the recognition of the DP for HE admission. The recruitment of new allies to the IB network includes a myriad of negotiations and translations whose results are unpredictable. In Argentina, Chile and Spain, the efforts for DP recognition failed but in Canada and the United States, the DP-HE admission assemblage shows that by translating the skills acquired by DP students as a way to improve retention rates at universities increased their support of IB programs.  相似文献

Abstract

The background to this paper is the extensive changes in UK higher education since 1987, which have brought ‘quality’ sharply into prominence. Although the issue of quality has been given considerable attention in industry/ commerce, quality in higher education is underdeveloped as a concept. This paper offers an elaboration which may help those with an interest in the management of quality systems and the evaluation of educational programmes, and concludes by discussing the development of a quality system for the unified higher education sector in the United Kingdom.  相似文献

For the ‘global middle classes’, cultural reproduction increasingly involves the international school as they promise considerable distinction [Bourdieu, P. 1984. Distinction: A Social Critique of the Judgement of Taste. Cambridge, MA: Harvard University Press] granting University passage past Anglo gate-keepers. This paper draws on research providing a multiphase exploration of the character of senior leadership in IB international schools. Participants emerged as white ‘English’ and Christian. However, data collected show that these leaders do not operationalise (organisational) international values; instead, they draw upon their own societal values in leadership. Yet, their stories and outlooks of global-mindedness sit uncritically, framed in ‘Inner Circle English’ [Kachru, B. 1985. “Standards, Codification and Sociolinguistic Realism: The English Language in the Outer Circle.” In English in the World: Teaching and Learning the Language and Literatures, edited by R. Quirk and H. G. Widdowson, 11–34. Cambridge: Cambridge University Press] advantage. Participants lean on a power-narrative of middle-class ‘Englishness’. As powerful policy-makers, this orientation defines the international school’s mission and vision. It appeals to the surge of international education, particularly in the global South, where international schools can be seen as incubators of ‘English’ epistemic advantage. It is unlikely that the consolidation of the ‘Brand of Britain’ will affect this demographic and their choices to ‘go UK’. The affordance of diminishing EU participation in the UK higher education system may work in favour of globalising middle classes and elites. Conversely, it is unlikely that lower income EU or UK domestic HE participation is likely to profit from this move.  相似文献

The year 2007 was a significant one for the International Baccalaureate (IB) in England and Wales. Several milestones were reached, and the number of schools offering the curriculum reached one hundred. This article charts the growth and development in England and Wales of this continuum of international education and shows how the Diploma Programme, in particular, has reached a fundamental crossroads. On the one hand, the IB looks set for further growth and has the ability to be an influential and respected catalyst for the movement towards international education in curriculum development. On the other hand, the IB is emerging as an elite programme of study alongside other ‘baccalaureate’ curricula and in competition to A level, and other ‘Diploma’ developments. The ability of the IB to be a divisive force is explored.  相似文献

This paper considers the part played by teaching assistants in the implementation of the National Literacy and National Numeracy Strategies, two widespread UK government reforms. Evidence from two sources of evaluation (the Ontario Institute in Canada and OfSTED, the school inspectorate for England) indicates that assistants are providing ‘remedial’ support for up to 25% of children in English primary schools. However, although the evaluators note this, they fail to truly acknowledge the important contribution of assistants to the functioning of the Strategies. The paper argues that the lack of acknowledgement arises from the evaluators’ view of teaching assistants as ‘peripheral’ and teachers as ‘core’. This does assistants a great disservice, but also masks the shortcomings of the Strategies, particularly with regard to the way in which a required pedagogy, linked to targets and tests, has created an exclusionary pressure leading to the separation of teaching by teachers and assistants, respectively.  相似文献

ABSTRACT

This research investigated educational pathways into a Global Middle Class characterised by professional or managerial careers and cosmopolitan sensibilities. The focus was International Baccalaureate Diploma Programme (IBDP) alumni with upper-middle-class backgrounds at ‘world-class’ universities in Hong Kong. The first objective was to investigate if and how the education of IBDP alumni at Hong Kong universities shapes self-perceptions of cosmopolitan sensibilities, university experiences, and economic futures. The second objective was to investigate how the IBDP and Hong Kong universities offer an educational pathway for the existing Global Middle Class to reproduce their social position and for local families to enter the Global Middle Class. Interview findings illuminated how cosmopolitan sensibilities meant that the students may be well-positioned for careers and lifestyles of the Global Middle Class. Nevertheless, there were paradoxes of cosmopolitan sensibilities as the students perceived a lack of belonging to their universities and a disconnection with the local society.  相似文献

Though the term ‘PSE’ is used in most secondary schools, it refers to a wide variety of programmes and practices. This is in part inevitable but the situation has been exacerbated by PSE’s diverse origins and lack of clarity regarding its relationship to the National Curriculum. Having discussed the expectations of PSE in relation to social issues and the ‘anxieties, sensitivities and controversy’ that underlie this, the writer goes on to describe a piece of research which sought to survey a number of aspects of PSE nationally. The picture of existing practice, issues and problems of PSE in secondary schools is an illuminating one and provides a clear picture of current practice.  相似文献

A growing body of research, largely from the global North, and particularly from North America, highlights the increasing psychiatrisation, medicalisation and psychologisation of children and childhood, and suggests that schools and educators play a key role in these processes. This increasing diffusion of psy-expertise within educational spaces signifies a cultural shift that has profound effects on teacher and student subjectivity, and on institutional and professional practices. Educators in many countries are said to be on the ‘front-line’ in identifying mental health issues, recommending treatment pathways, and sometimes helping to administer psychopharmaceuticals. The alacrity with which educators engage in these practices varies internationally, with reported occurrence being much higher in the United States and Canada, compared to the United Kingdom, where there is a lack of research. Drawing upon a case study in a UK primary school, this paper makes an original and timely contribution to research into UK teacher’s perceptions of inclusion in relation to social, emotional and behavioural difficulties and, in particular, attention-deficit hyperactivity disorder, as they navigate the interface of psychology and education. Contrary to some previous research, the educators in this study viewed the distribution of psychopharmaceuticals negatively, and showed a preference for psychotherapeutic approaches to inclusion. This research provides much needed empirical findings to a growing but largely theoretically informed body of research exploring whether, and if so then how, educators are implicated in the mobilisation of psy-expertise within children’s lives.  相似文献

Since the very earliest times, schools have provided a place (the playground) and a time (playtimes) in which children can have time away from the direct involvement of adults and formal learning. Although the basic design of school grounds has changed in a number of ways over the years, from the subtle to the more direct, what effect these changes have had on the overall education of the child is less clear. Research has identified a number of positive effects on leaning that playtimes and the informal use of school grounds provides, yet it is also clear that schools themselves often greatly under‐use this potential, or even actively restrict access to it, as a counter to what is often seen as the ‘problem’ of playtime. This paper will draw on recent research into ‘what’ happens on school playgrounds and ‘where’ it happens, using visual examples from the UK. The findings from this research will explore the direct links that have been found between school building design and children’s use of the outdoor environment for play.  相似文献

Abstract

Historically, in Germany individuals with special needs have been offered participation in physical education (PE) both in segregated and increasingly in integrated settings. Specific curricula for children with disabilities (physical disabilities, hearing, and visual impairments, speech and behaviour disorders as well as intellectual disabilities) were developed in the 1960s and 1970s. They all emphasized the specific importance of physical activities for people with a disability focusing not only on motor competencies but also on the psychological and social benefits of physical education. During the 1970s so‐called model schools started to include children with disabilities in mainstream schools. Unlike developments in the United States, for example, where integrated or mainstream schooling was based on legal requirements, in Germany improved integration or inclusion was not based on federal law, but on parents’ or teachers’ initiatives in different Bundesländer (states of Germany). Parallel to these developments, new approaches to PE have accentuated a positive orientation towards ‘ability’ rather than ‘disability’. Professionals in PE in universities and in schools have been challenged to develop better diagnostic skills and more individualized programmes. On the initiative of nine European universities, a European Master's degree of Adapted Physical Activity has been developed to offer advanced training on a European scale. However, despite these positive and innovative developments serious concerns remain concerning the situation of children with disabilities in the school system. This article argues that there is still a significant lack of specially trained professionals and support staff and that the ongoing process of reducing the amount of PE in schools for all children, including those with a disability, does not contribute to improved physical and social skills or increased participation in recreational and sport activities outside schools.  相似文献

This paper reports on a study of students choosing the International Baccalaureate (IB) Diploma over state‐based curricula in Australian schools. The IB Diploma was initially designed as a matriculation certificate to facilitate international mobility. While first envisaged as a lifestyle agenda for cultural elites, such mobility is now widespread with more people living ‘beyond the nation’ through choice or circumstance. Beck and others highlight how the capacity to cross national borders offers a competitive edge with which to strategically pursue economic and cultural capital. Beck’s ‘border artistes’ are those who use national borders to their individual advantage through reflexive strategy. The study explored the rationales and strategy behind the choice of the IB Diploma curriculum expressed by students in a focus group interview and an online survey. This paper reports on their imagined transnational routes and mobile orientations, and how a localised curriculum limits their imagined mobile futures.  相似文献
