本研究主要在探讨80年代至今,台湾地区高等教育财政改革所面临的问题与挑战及所采取的因应措施。台湾地区高等教育在90年代逐渐迈向普及化后,在财政困窘下,一方面是政府对大学的补助款逐年减少,一方面是大学体认到市场的优势,以市场的利基舒缓财政的压力,形成政府、市场与大学财政良性的互动关系。政府对大学财政的改革所采取的作为是:(一)以教学需求为导向,改变经费分配机制;(二)推动实施校务基金,协助公立大学财务自主;(三)对私立大学提供奖补助的经费;(四)5年500亿竞争性补助款的分配。至于市场对大学财政改革的影响,是1990年开始实施"大学弹性调整学费",除由政府订定每年收费标准外,大学按需求有10%上限的调整学费空间。对于学费征收,政府给大学自主的空间有限,学费对公私立大学有"市场失灵"的现象。所以,台湾地区公私立大学财政改革的作为仍以政府主导为主,市场的利基发挥的功能有限。最后,本文对台湾地区公私立大学未来财源筹措途径提出若干策略,作为改进的参考。  相似文献

In order to increase the competitiveness of the workforce at low cost, the Hong Kong government brought in the idea of community colleges and the associate degree while keeping the same annual set quota of first-year, first-degree places at publicly-funded universities. At first glance, in doing so, the government could avoid expanding the sector of university education, which could eventually lead to credential inflation usually found in the West. However, the policy, perhaps unintentionally, boosts up students’ educational aspiration: while a greater number of students obtain an associate degree, they do not take an associate degree as a final degree but demand a bachelor degree. This rising demand, then, leads to the emergence and subsequent expansion of the self-financing sector of university education. This Hong Kong experience demonstrates that it is perhaps a mission impossible, to let more people have a higher education while keeping the sector of higher education intact.  相似文献

Abstract

This article makes observations on the emotional and KEYW ORDS behavioural dif?culties of university students. The rapid expansion of student the higher education sector since the 1980s has brought an increased counselling; need for liaison between academics and university counsellors and student EBD; other health professionals. Key tasks confronting students are separ-student support ation from the family, the articulation of a sense of ‘self’, and the internalization of knowledge. Depression and anxiety are the likely side-effects of undertaking these, but peer-group and tutorial support can assist the authentic growth that is the real goal of tertiary education.  相似文献

The purpose of this study is to seek to understand the process of privatisation and deregulation of Israel's higher education system which had been until the late 20th century predominantly public. Since 1994, public and governmental agencies became major clients of private universities. Thus the public sector played a major role in the expansion of international universities and in the operation of their academic programmes and became their major financial source. This partnership between the public and the private sector could be explained by the following: the increased demand for higher education by native born Israelis and the large flux of immigrants from the former USSR and Ethiopia on the one side, and the socialist ideology which deeply rooted in the Israeli society, to enable for everyone who wishes to attain higher education to find a place in the undergraduate system (particularly the population of the developmental towns and minority groups) on the other, pushed the Israeli government to expand its boundaries. Israel's public universities have been subjected to relax admissions requirement, which they refused to do. Another reason is the increasing demand from the public service in general and particularly from the education service that having a BA degree would increase the teacher salary and it does not matter whether the degree comes from an Israeli university(with its higher standards) or from a branch of an international university(with its lower standards). That explains the expansion and diversification that occurred in the higher education system in Israel. The 1998 Branches Act stipulating that any overseas institution intending to open an off shore branch must obtain a licence from the Council of Higher Education. The new regime demonstrates the paradox in higher education policy, on one side privatisation by the backdoor, on the other, regulation and control by the Israeli government.  相似文献

During the latter half of the twentieth century, Australia, like many countries in the Organisation for Economic Cooperation and Development, experienced rapid expansion in participation in higher education which was supported by government through increases in the number of publicly funded university places. However, in spite of this expansion, a disproportionately large share of the undergraduate student population is still drawn from higher socio-economic backgrounds. This paper seeks to understand the persistence of inequality in higher education by examining changes in patterns of participation in Australian universities since the 1970s. Using logistic regressions to analyse data collected by three Australian surveys conducted between 1987 and 2005, the authors examine the influence of having a university-educated parent on an individual’s chances of obtaining a higher education degree. They find that although the expansion of higher education has had some impact in terms of reducing inequality, having a university-educated parent continues to exert a direct effect on an individual’s propensity to graduate from university. The paper draws on the theories of maximally maintained inequality and relative risk aversion to interpret institutional and student behaviour. The policy challenges of addressing structural inequality in higher education are also discussed.  相似文献

University education is believed to be one of the most controversial public policies in Hong Kong. Numerous changes have also occurred in the university education sector since the 1990s when the rapid expansion of university places was put into force. The most notable changes may include the institutionalization of quality assurance mechanisms, the reform of university governance and staff remuneration systems, the adoption of role differentiation among the universities, the potential emergence of private universities and community colleges, and the trend of internationalizing university education. This article identifies major issues of university education policy and examines those factors that are affecting the development of university education, in Hong Kong.  相似文献

University education in Sri Lanka in modern times has a short history of just over six decades. From 1921 to 1959 there was one University College (1921–1942) or University on the island. With the establishment of two other universities in 1959, the need for co-ordination of higher education activity through a University Grants Commission (UGC) or similar body arose.The establishment of the National Council of Higher Education (NCHE) in 1966 was part of a policy of bringing greater government influence to bear on universities and was therefore resented and resisted by the latter. However, the new body, while it lasted, served as a very effective buffer against undue government interference in university affairs. The six year period beginning in 1972 saw a process of centralization of university education under strong government control. The UGC established in 1979 has much the same powers as the NCHE, a wider range in fact than those enjoyed by the British UGC, and much greater influence in university education than the British prototype.Universities in Sri Lanka have always depended on the state for almost all their funds. While this has naturally given government much influence in shaping the structure and expansion of universities, the principle of university autonomy was strongly entrenched between 1942 and 1966. There was a departure from this in 1966, but more particularly between 1972 and 1978. The Universities Act. No. 16 of 1978 re-introduced the concept of autonomous universities. The one area in which state influence has been the predominant factor is university admissions and this influence began in the mid-1950s long before the concept of university autonomy came under systematic attack from the government's Ministry of Education.The author has been a member of the University Grants Commission since its establishment in 1979. The article discusses the establishment of a vocational sector in Swiss higher education as a complement to the existing two‐tier system of cantonal Universities and federal Institutes of technology. The origins of this new player, its missions and organisational features are discussed. This overall discussion is placed into the context of changing landscape of Swiss higher education policy characterised by increasing pressures for geographical reorganisation of the higher education sector under the auspices of a more direct role of the federal government. The article makes two points. First, it argues that the creation of a vocational sector in Swiss higher education combines two contradictory trends. On the one hand, this new sector tends to provide differentiation at the system level, through the creation of a new, more marked‐oriented sector of higher education. On the other hand, system differentiation at the system level is threatened by increased demands for greater inter‐institutional cooperation and system integration, emanating principally from the federal level. Second, the article also argues that the distinction between ‘academic/scientific’ vs. ‘vocational/professional’ education generally referred to when studying the emergence of non‐university sectors in higher education, is not pertinent for the analysis of the Swiss case. Two reasons are brought forward to sustain this argument. First, this distinction reinforces an artificial binary divide, no longer relevant to assess the evolution of higher education institutions placed in a context of academic and vocational drifts. Second, the ‘academic’ vs. ‘professional’ opposition does not take into consideration the political organisation of the country and how this impacts on policy making in higher education; a crucial element in the Swiss context.  相似文献

Help or Hindrance? Higher Education and the Route to Ethnic Equality   总被引:2,自引:1,他引:2  
Upward social mobility has been evident among British ethnic minority communities since the 1960s, and education appears to have had a key role in this process. Despite this, social scientists have been slow to consider the link between education, ethnicity and social stratification. The role of higher education has been particularly neglected. Although there has been some suggestion of an ethnic bias in the allocation of university places, previous work in this area has been limited by the nature of the data that have been available and by the types of analysis that have been conducted. This article includes detailed consideration of the key stages of the university application procedure, and particular attention is given to the role of candidates' predicted and actual A-level grades. Although young people from ethnic minority backgrounds are admitted into university in large numbers, it is suggested that higher education has an ambivalent role in relation to ethnic equality. Institutional biases mean that ethnic minority candidates are filtered into the new university sector, and it is concluded that biases in education and the labour market combine to create a cumulative pattern of ethnic disadvantage.  相似文献

The restructuring of the Australian labour market decreased demand for low‐skilled workers and increased demand for highly skilled workers and professionals further strengthening the relationship between educational and occupational attainment. To satisfy the demand for highly educated workers, the government reorganised the higher education sector increasing the number of universities and trebling the number of places for domestic undergraduate students. Analysing data from the Household, Income and Labour Dynamics in Australia survey, this paper examines the association between parents' education and the likelihood of graduating from university for six birth cohorts of Australians. Overall, the findings suggest that although the expansion of the higher education sector in Australia provided alternative pathways into university, differences in educational attainment, on both quantitative and qualitative dimensions, persist.  相似文献

Getting a good and relevant education is difficult enough to achieve within a context where social and economic needs are constantly unsettled by political policy. The public funding of the education sector has become a contested arena irrespective of a government’s ideology. Recent graduates from various disciplines from Town Planning to Philosophy report in university destination surveys that they have only found employment in areas unrelated to their academic training – for instance, in supermarkets, restaurants and other low-level service industries. How has it happened that the universalisation of mass higher education has contributed to a disconnect between the individual’s social aspirations and their economic status? What happened to the tacit promise that an extended period of intellectual development would prepare the individual for a life of valuable social contribution and financial security? Part of the answer lies in the success of higher education itself. Its popularity has changed its transformative capacity and allowed operational efficiencies to overrule academic quality. The university, ideally seen as a repository of intellectual intuition, has been remade into yet another modern corporation concerned with the bottom line and financial security. Why has it been necessary to remake the university in the image of the department store, supermarket or bank, and how has it been achieved without more critique?  相似文献

本文通过考察和研究建国以来中国高等教育的发展,剖析了高等教育的两大主题——增长与公平、政府调控与院校自主在不同历史阶段中的呈现.研究发现,高等教育的增长与公平之间不存在必然关系,高等教育公平的正义目标更多地取决于制度的设计与安排.市场体制也不必然带来高校组织的自主权,一个国家管制的垄断市场机制可能不仅会在系统内制造组织间的不平等,而且作为一种强大的外部制度环境,其制度因素的投放甚至会损害高校组织的自主权.  相似文献

在大学“去行政化”的讨论中,基于权力角度的分析遭遇到政府下放高校办学自主权的理论与实践困境,并忽视了“社会”在高等教育领域的重要作用。事实上,高校办学自主权的落实与扩大应当立足于政府与大学问互利的交换关系,而非对立的权力关系。借鉴公共选择理论关于公共领域的交换的思想,构建政府与大学问三类交换关系模型,由此表明我国大学“去行政化”的实质,在于整个高等教育体制由政府单方垄断走向政府、大学、社会共同参与的平等竞争格局的结构性变革。市场组织、社会组织与自然人等行动者对高等教育管理领域的参与,是政府与大学间权力结构与交换关系变革的重要推动力,政府则是这一变革过程的主导者与竞争格局的管理者。  相似文献

制度主义中的制度同形与路径依赖理论是理解高等教育变革的有力工具。进入20世纪70年代以来,德国高等教育环境发生了巨大的改变,主要体现在高等教育系统扩张,高等教育日益国际化,民众对政府管理方式的质疑以及市场化办学意识盛行。为了面对新的高等教育环境,德国大学引入了新的治理手段,如签订目标协定、引入绩效拨款、加强大学校长权力、设立大学理事会等。综观德国大学治理制度改革,其存在着向新公共管理制度靠近的趋向,也存在着明显的改革路径依赖,即沿着传统的洪堡大学模式在缓慢前进,国家和教授的权力依旧在大学治理中发挥着重要作用。  相似文献

Whether or not disadvantaged students are realising the same benefits from higher education as their peers is of fundamental importance to equity practitioners and policymakers. Despite this, equity policy has focused on access to higher education and little attention has been paid to graduate outcomes. The Australian study reported here used national data to investigate relationships between disadvantage and graduate outcomes. The study provides critical insights into how access to higher education does, or does not, lead to improvements in post-graduation equity. The study reveals that outcomes are not equal for all students and that higher education disadvantage persists for many students after they have completed their studies. Whilst the specific findings relate to the Australian university sector the broader discussion of the article is relevant to higher education policy more generally, especially in terms of how governments align institutional processes to measure and scrutinise achievement in relation to public policy objectives.  相似文献
