Formation of the information infrastructure for the innovative integration of the states- participants in the CIS

This paper outlines the activities of the Interstate Coordination Council for Scientific and Technical Information (ICCSTI), which is aimed at coordination of the actions of states-participants of the CIS in the exchange of scientific and technical information, for the informational support of interstate scientific and technical cooperation. It examines the strategy and structure of information support of innovation processes as part of the innovative integration of the CIS, which is implemented together with the formation of an integrated information environment, as well as shaping the information infrastructure of the innovative integration of states-participants of the CIS based on the concept of scientific information to ensure programs and projects of states-participants of CIS in the sphere of innovations. We describe a distributed multilevel system of information support of innovation, which is designed for the integrated management of information resource sharing.

Creation of a system for supplying information on innovative activities: Structure of information resources

In the course of creation of a new information infrastructure for the national innovative system it is necessary to decide questions linked to the purposes and tasks of the system, its interior structure, conditions of its operation, etc. In the present paper one of the possible approaches for the creation of information resources which, according to the author, should be present in such a system, is considered.

Exporting the American (information) revolution: the international impact of the National Library of Medicine

The National Library of Medicine has had an enormous impact on health information services all over the world. Although NLM is primarily a national institution, it has become an important international resource by responding to requests from the international community. NLM has been influential in three major ways. First, NLM has provided a model for other national and regional health information services. Second, it has been a catalyst, in that MEDLARS and other services it provides formed the nucleus of many regional networks. NLM helped such networks get started by giving advice on how to set up services and build collections and by "training the trainers" on the MEDLARS system. Third, NLM has supported national and regional operations by providing the additional training and materials needed for day-to-day service.

Visualization-based information retrieval on the Web

The application of visualization techniques to information retrieval (IR) has resulted in the development of innovative systems and interfaces that are now available for public use. Visualization tools have emerged in research environments and more recently on the Web to retrieve information. Questions arise in regard to the utility of Web-based IR visualization tools for assisting users not only in manipulating search output, but also in managing the information retrieval process. To understand how Web-based visualization tools enable visual information retrieval, this article reviews some of the human perceptual theory behind the graphical interface of information visualization systems, analyzes iconic representations and information density on visualization displays, and examines information retrieval tasks that have been used in visualization system user research. This article is timely since it addresses new technologies for Web information retrieval and discusses future information visualization user research directions.     

Theoretical and methodological aspects in the development of information systems

In the context of very rapid development of information services and the increased role of the information factor, the theoretical model of the economic system calls for certain modifications. The efficiency of economic management depends on its mechanism of data collection, searching, processing and storage. For evaluation of the efficiency of the information space of regional economic systems, a methodology is proposed that is based on multifactor assessment and a rating approach.     

The tasks of intellectual development and support of innovative infrastructure in the Russian Federation

The functional structure of the innovative “Strategy-2020” is considered, the problems of the mechanisms for its realization and the role of information-analytical services in this work are evaluated, and directions for developing the analytical services of the federal and regional levels are suggested.

针对图书馆的主要电子资源数据库,从信息分析的角度,就信息分析的概念与方法、数据库信息分析功能的特点进行了较详尽的阐述,并针对典型数据库系统,如CNKI、Web of Knowledge、Scopus、万方数据资源等专利信息服务平台的信息分析功能,从数据库概况、使用方法、功能特色、信息分析手段等方面进行了较全面的剖析,同时介绍了数据库信息分析功能的发展,有益于从事该领域教学或研究的人员参考。     

The use of self moderated focus groups to gather exploratory data on information beliefs and their impact on information seeking behaviour

The existence of an information belief system is tested for the first time through innovative use of self moderated focus groups. Initial generation of information beliefs was achieved in an open, unpredicted and unbiased way through focus groups. To remove researcher effect and promote informality in discussion, the researcher experimented with a novel approach - self moderated focus groups. A detailed study of 5 groups evaluates their effectiveness in encouraging free and spontaneous discussion and in eliciting unique information ideas or beliefs. Results show that self moderated focus groups encourage naturalistic discourse, take unpredictable directions and are fertile in uncovering unexpected beliefs. Disadvantages include lack of consistency and leader mirroring, with members adopting the style and tone of volunteer moderators. Consideration should be given to gender balance in group composition. The method is recommended where open and free flowing discussion is sought.     

Innovation informatization for state financial control bodies

The lack of a unified system of innovative information support of the activity of state bodies and at the same time the need for quick, qualified, and motivated decisions determine the role of informatization for bodies of state financial control (SFC). The article considers the basic features of information supply to SFC bodies and the requirements imposed on information in the financial sphere; the basic objectives and problems of information supply; risks and problems in the process of informatization in the SFC system; and the ways to deal with the existing problems within the Unified Information Space to be formed in accordance with the Electronic State and the Efficiency of State Governance program (by 2015).

Tasks of information support of innovative economic development and the role of engineering

The determining factors of the pattern of innovative development of Russia’s economy are considered. The structural functional insufficiency of the current interactions between basic science and industry is shown. The steady upward trend in exports of software and IT services of Russian companies is analyzed. The role and potential of innovation engineering companies in the field of information technologies is emphasized. The current relevant tasks of information support of innovative research, development, and technology transfer are discussed. Prospective areas for improving the efficiency of the national information structure are presented.     

项目团队科研人员信息查询行为与创新行为的互动机理

目的：探讨信息查询行为与创新行为的互动机理。方法：采用自行研制的科研人员信息查询行为和创新行为量表,对长治医学院36个科研团队共218名科研人员的信息查询行为和创新行为进行调查,应用描述性分析、t 检验、F 检验等统计学方法分析其互动机理。结果：项目团队科研人员信息查询行为各维度与创新行为、创新意识、创新特质、创新环境相互作用和影响,信息评价对创新行为影响最大,创新行为维度与信息查询行为存在显著相关性,创新特质对信息查询行为影响最大。结论：科研人员的信息查询行为总体与创新行为总体之间具有强相关性,应逐渐提高科研人员信息查询能力、增强其信息素养、创新特质、创新意识和创新能力。

对区域性医学文献信息资源与服务平台的相关建设和运营问题进行分析和研究,阐述了信息资源的整合、运行机制的建立、评价体系的构建以及服务项目的推广,提出了一些新的思考,希望能为区域性医学文献信息资源与服务平台的建设与运营提供借鉴,也期望获得同行的批评指导和帮助。     

版权集体管理环境下地区性图书馆联盟的新角色

通过分析当前版权保护的现状和著作权集体保护制度的发展情况，针对图书馆领域著作权管理的特殊性以及地区性图书馆联盟的性质和功能，建议重新定位地区性图书馆联盟在版权保护中的角色，并对地区性图书馆联盟版权管理机制的建立提出具体的构想。
