中国知识产权法律制度与国际接轨进展

加入WTO以后,为了适应全球知识产权保护标准的统一化趋势,根据《知识产权协定》(TRIPS)和《专利合作条约》(PCT)等国际公约的要求,我国对著作权法、商标法、专利法、计算机软件保护条例等知识产权法律制度进行了修改和完善。中国知识产权法律制度已基本与国际接轨,提高了知识产权的国际保护范围和保护力度,实现了与《知识产权协定》及其他国际公约的共同发展。参考文献7。     

International trade law: Publications and activities of selected IGOS and NGOS

There has recently been an increase of interest in the legal basis of international trade. The worldwide recession has brought into the headlines accusations of treaty and contract violations among nations and enterprises engaged in transnational business. Thus, the role of such institutions as GATT, the OECD, and the European Community in regulating international trade has become a matter of substantial concern. This article will describe the activities and selected law and law-related publications of these institutions, as well as those of other international, intergovernmental organizations (IGOs) and international, nongovernmental organizations (NGOs) that have an impact on international trade law. Selected commercially published reference and bibliographic works covering these institutions also will be mentioned.     

中英美出版产业国际竞争力的演进比较

通过对中美英的国际贸易规模、结构、国际竞争力指标等多方面的统计分析,发现经过10年的高速发展,中国传媒类产品的国际竞争力已超越英美,但竞争优势在缩小;中国传媒类服务的国际竞争力与英美等国差距巨大;英美传媒产业数据表明传媒产业的服务化已成为国际趋势;美国在核心传媒服务——版税和许可费服务方面专业化程度高,在国际上具有垄断性优势。     

科技论文加权国际认同的测度方法构建与实验

提出一种科技论文国际认同程度的测度方法。实验结果表明,加权国际认同相对于Marek Kosmulski提出的国际认同、h指数、篇均被引次数具有一定的优势,可以弥补h指数类指标对引用次数变化不敏感和对年青研究人员评价不公平的缺陷。同时,也有利于避免因为利益一致带来的相互引用给引文分析带来的干扰。
     

参与还是主导?——国际视野下的中国农业经济领域学者贡献度

文章以1989-2018年中国农业经济领域学者的JCR期刊论文为分析样本,从发文规模、论文影响力、研究主题、在国际化研究中的贡献度等视角,对比分析中国学者国际化论文在世界中所处的地位,全面了解中国学者在国际化研究中所发挥的角色作用。分析发现,中国学者的国际化论文在规模和影响力上有所提升,但与美国、英国等农业科技强国的差距明显;尽管涌现出多个国际化研究的中国机构,但国际合作是中国研究走向世界舞台的主要途径。不过,中国机构间初步形成国际化研究合作网络,中国学者在国际合作研究中的贡献度也有明显提升,未来需要进一步培育中国机构和学者的内生能力,为全球农业经济和政策发展贡献有影响的中国理论。     

信息安全标准研制进展

信息安全标准已成为国际网络空间竞争的前沿和焦点,国际组织和世界各国政府均在加紧相关问题研究。文章围绕信息安全标准,分析了国内外信息安全标准的研制现状,研究了云计算安全标准和工业控制系统信息安全标准的研制进展,从而为国内信息安全标准的推进提供借鉴。     

Internationalization of Chinese STM Journal Publishing

Over the past two decades, China has witnessed a market-oriented reform that created real market players and removed institutional hurdles for its scientific, technological and medical (STM) journals’ international development; it has kept enhancing the journals’ editorial forces, which not only upgraded editorial staff’s international communication skills but also facilitated the journals’ international collaboration with their foreign counterparts; it has also adjusted the journals’ publishing workflows and established a quality-control mechanism centered around peer reviews; and it has tried to internationalize both the journal publishers’ productions and services. Under the above-mentioned endeavors, Chinese STM journal publishing has achieved its initial internationalization progress.

Exploring the International Student Experience: Providing Insight Through a Mixed-Methods Approach

Southern Illinois University Edwardsville (SIUE) has seen a dramatic increase in international student enrollment in the last four years. To serve this rising population effectively, librarians at SIUE created a research study to explore the information needs and academic experiences of international students at SIUE. The study employed a mixed-methods approach including a survey as well as in-depth interviews and photo diaries. The results provide insight into international students’ library use and academic life.     

Research Impact of Kazakhstan: Informational Problems and Barriers

ABSTRACT

This article focuses on the level of international scientific publication by Kazakhstani researchers, and considers the problem of access to international scientific resources in Kazakhstan, a developing country. Key areas of the discussion are Kazakhstan's strategic plans and policies regarding science, roles of international publishers in science, and the relationship between international publishers and the government of Kazakhstan. The article bears the informative meaning and has no research and findings. However, this is a good start point for the author and other Kazakhstani library and information professionals to study the subject more deeply and propose solutions for the good of all.     

Internationalization of the women's magazine industry in Taiwan context,process and influence

This paper looks at the impact of internationalization on the women's magazine industry in Taiwan. It addresses the growing concentration of ownership and control at the international level, how the subsequent standardization has affected advertising, and the implications this has had for the magazines’ readership.

The influx of international magazines to the Taiwanese market since the mid 1980s saw a marked shift of advertising toward transnational brand products. With this in mind, content analysis was conducted to compare advertising in local magazines with that of locally available editions of international titles. The domestic titles, New Woman and Nong‐nong and the Chinese editions of Cosmopolitan and Marie Claire were analysed for 1995. The results indicate that commercial forces have resulted in Taiwan's women's magazines presenting the international stereotype of women in aesthetic roles.     

《中国天然药物》被SCI收录感言

《中国天然药物》创刊8年、全英文出版2年即被SCI收录,成为我国第2家被SCI收录的药学期刊。本文在回顾该刊发展历程的基础上,总结提炼该刊被SCI收录的核心要素,主要包括创刊定位明确,特色鲜明,组建具有国际影响力的编委会和高效务实的编辑部,具有国际化视野,与Elsevier合作出版国际网络版,采用ScholarOne稿件处理系统,以及注重利用高校平台进行国际化宣传。

浅析对全球化视野下我国当代国际私法立法趋势的新思考

全球化时代已经形成,全球化时代中国国际私法立法也应顺应国际趋势,加强成文化立法,增强其灵活性和适当性,以促进国际民商事关系的发展。     

International programs of the National Library of Medicine

The National Library of Medicine (NLM) has a broad mission in biomedical information service. There are three major reasons for NLM, as a national institution, having an international program: first, the global nature of disease; second, the international scope of medical literature; and third, the universal goal of better communication. This paper reviews NLM's programs in relation to international medical information exchange: International MEDLARS Centers, collaboration with WHO and PAHO, NLM Special Foreign Currency Program, and development of the NLM collection.     

以目标为导向 创办有鲜明特色的国际化科技期刊——以《贫困所致传染病》(英文)为例

以《贫困所致传染病》 (英文) 的创办和发展为例,从办刊理念、发展目标、办刊策略、期刊宣传途径、办刊特色等5个角度进行分析探讨我国创办国际科技期刊的策略和方法.自2012 年创刊以来,该刊在先进的办刊理念和明确的办刊目标指引下,秉持"专家办刊"的策略,通过与国际知名出版社合作,以多元形式推广宣传期刊,以发表跨学科和流行国家的研究成果为着力点打响期刊品牌,使该刊在创刊后2 年即被美国科学引文索引数据库收录,并已具备了一定的国际影响力.     

Internationalization of China's English‐language academic journals: An overview and three approaches

This paper presents data regarding the publication of Chinese English‐language journals (CELAJs), building on previously published information to investigate the status, growth, and international penetration of these journals. The article also presents three case studies of CELJs to demonstrate different strategies for achieving internationalization. We find that there has been rapid growth in CELJs between 2006 and 2011 but mostly in the science, technology and medicine disciplines. There are now 435 CELJs, of which 62.3% are published in association with a western publisher. Partnership has been shown to provide immediate benefits to an established successful journal (Cell Research), has helped to relaunch an established title in English (Bamboo and Silk), and has enabled the successful launch of a new journal (Global Health Research and Policy). The authors conclude that there are three criteria for successful international CELJs: increased visibility, good editorial boards, and international publishing partnerships.     

目的论视角下高校图书馆英文网站对比分析——以上海与东京部分高校图书馆为例

随着我国留学生教育和高校国际影响力的发展,高校图书馆英文网站的建设成为衡量高校国际化水平和留学生教育资源的重要因素。文章探讨如何把握信息化时代读者服务的新趋势,以高校图书馆功能为基础,以翻译目的论为指导,推动智慧高校和高校图书馆的国际化发展,为高校师生进一步提供现代化读者服务和高质量信息化服务。     

国际技术贸易格局演化规律研究——基于知识产权使用费数据分析视角

从全球视角出发,探究长时间尺度下国际技术贸易活动格局的演化规律。本研究选取1970—2019年50个主要国家/地区的知识产权使用费数据作为分析对象,利用重心模型、科学中心转移理论和复杂网络分析方法,分别从进口和出口两个角度分析国际技术贸易的地理重心迁移、中心国家转移以及网络结构演化等规律。研究结果显示,1970—2019年:(1)国际技术贸易进出口地理重心均稳定于北半球,并分别以0.56°(45.19 km)/年、1.52°(120.68 km)/年的速度向东迁移;进口重心一直位于出口重心东侧,但两者间距离在逐步缩小。(2)国际技术贸易进口中心的转移次序为德国→日本→美国→荷兰→爱尔兰;国际技术贸易出口中心一直是美国,未发生转移,但其占比在持续下降。(3)国际技术贸易活动愈加广泛和深化;国际技术贸易网络具有明显的"小世界"和"核心-边缘"结构特征;美国优势地位明显,具有最强的国际技术贸易获利能力;中国的网络地位近期快速提升,但国际技术贸易出口能力亟待提高。
