俄罗斯的博洛尼亚进程:困境及走势

俄罗斯加入博洛尼亚进程既是提升其国家竞争力的需要,也是其参与世界教育服务市场竞争的需要。但是,目前它面临着对"博洛尼亚化"的倡导与反对并存、被认为是一场"没有激情的运动"等困境。尽管如此,俄罗斯的博洛尼亚进程仍有"软着陆"的趋势。     

博洛尼亚进程后德国职教师资培养的变革

博洛尼亚进程后,德国职教师资培养制度发生了重大变化,将连续的大学教育变革为学士-硕士两个阶段,从而实现了教师教育专业与其他专业之间的灵活转换。但同时,这一改革还保留了德国职教师资培养的一些传统,如对资格的严格要求,从而保证职教师资成为一个专业化的职业。     

博洛尼亚进程的瑞典大学灵活教育发展模式

实施博洛尼亚进程以来,瑞典大学灵活教育发展模式颇具特点。瑞典大学的灵活教育模式涵盖了以攻读学位为目的国际化灵活教育和基于自主学习的灵活教育。在这一过程中瑞典建立了灵活学习中心和大学网络联盟两个灵活学习机构对灵活教育进行管理,以此服务于终身学习体系的构建,而基于灵活教育的终身学习体系的构建离不开个人学习帐户的支持。借鉴瑞典高校经验,为了促进我国灵活教育的发展,我国高校可尝试构建高校人才逆向供应链、实行灵活多变的学分体系、建立高校个人学习账户、推行大学网络联盟模式,同时加强高校教学与科研的国际化语境。     

“博洛尼亚进程”一体多元指导原则下的德意高等教育改革

建设一体化的欧洲高等教育区是欧洲高等教育进一步发展的战略选择,然而欧洲高等教育的复杂多元却是不可回避的事实。因此“博洛尼亚进程”在推行过程中以“一体化与多元化并存”为指导原则,通过一体化协调多元化,多元化支撑一体化,指导欧洲高等教育改革的实践,具体表现在学位制度改革和建立高等教育质量保障体系的改革中。德国、意大利的高等教育改革具有典型性,在融入一体化进程中不失本国特色。     

The Beginnings of Educational Psychology in the Universities of England and Wales

This paper analyses the contribution of the early departments of education in England and Wales to the development of the academic study of educational psychology. Based on historical and biographical research in primary and secondary sources, the paper examines European and American influences and the work of important pioneers in the education departments of universities in England and Wales. A discussion follows of syllabuses, textbooks and research, including the importance of the Journal of Experimental Pedagogy. The paper concludes with a comment on the methodology of this research. This paper is intended to promote the general thesis that the application of psychology to education owes more to the work of education departments than to the growing science of psychology.

博洛尼亚进程中,建立清晰、易读、可比的学位制度是欧洲国家的重要目标。俄罗斯曾因其独特的学位制度在世界高等教育领域独树一帜。随着2003年加入博洛尼亚进程,俄罗斯学位制度改革面临着巨大的压力,一方面要按照博洛尼亚的要求建立三级学位制度,另一方面又有来自国内决策、社会、高校等多方面的压力,使得俄罗斯的整个学位制度改革步履维艰。     

Institutional-Level Reform and the Bologna Process: The Experience of Nine Universities in South East Europe

Based on nine case studies of representative universities in South East Europe, the author presents some of the pitfalls and the successes registered by these universities in their efforts to adhere to the guidelines of the Bologna Process. Some of these institutions have come further than others in achieving the objectives of the Process. All of them recognize that these objectives offer them a valuable reform blueprint.

The Bologna Process: The Impact of Higher Education Reform on the Structure and Organisation of Doctoral Programmes in Germany

This paper aims to outline the main higher education reforms in Germany, including the implementation of the Bologna Process. It takes as its focus the doctoral phase, conceptualised by “Bologna” as the third cycle of study but held by many to be the first phase of independent scientific research. In the context of increasing internationalisation of higher education and the European Commission's forecast that 700,000 more researchers will be needed (European Commission, 2003 European Commission. 2003. “Researchers in the European Research Area: One Profession, Multiple Careers” COM(2003) 436 final of the 18.07.2003 [Google Scholar]), it is vital to get the reform of the system right. The paper considers the effects of the German Higher Education Framework Act and regional laws as well as those of the Bologna Process on Germany's ability to recruit and train national and international doctoral candidates in the natural sciences.
