In the light of policy imperatives to initiate and maintain inclusive education reforms, the role of special educational needs co-ordinators (SENCOs) in England and Wales should be reconceptualised with a view to their leading school reforms commensurate with the principles of an inclusive discourse. The article concentrates on the social justice dimension of educational leadership to advance discussion of the changing role of SENCOs. It is suggested that, apart from the operational and strategic aspects of their redefined leadership role, SENCOs should be empowered to embrace a social justice discourse in tackling power inequities and systemic educational inequalities that undermine inclusive education reforms.  相似文献

This paper focuses on the long established diversity in the English education system – independent schools, grammar schools and religious schools – and in so doing explores tensions between education policy, politics and social justice. It explores the differential access to these different types of school, their social composition and implications for social justice and for wider society. It is argued that if social justice is to be a goal of government, further policy changes are needed over and above those that have already been made. However, the political challenges, which have limited policy changes to date, would be significant.  相似文献

The purpose of this article is to argue for a social activist stance in educational leadership that fundamentally addresses social change and human emancipation. This call for social activism is framed within neoliberal, neoconservative, and authoritarian populist discourses in the USA, which to social justice educators and leaders had devastating effects on education. Empirical data from an activist high school principal, activist university professor, and activist priest reflects their development of political clarity, political capacity, political collaboration, and an ethic of risk. It is suggested that the work of socially active educational leaders needs to be broadened to include such things as public policy advocacy, networking, organising, community development, and scholarship. Finally, the article concludes with a variety of ways educational leaders can demonstrate their social, moral, and political activism as they challenge the status quo, fight for social justice, and come to understand the politicised notion of leadership.  相似文献

Social justice education emphasizes how schools can better serve traditionally marginalized students. This case study examines the pursuit of social justice education in an unlikely setting: a Catholic elementary school that both espouses inclusion of all children and effectively includes children with a wide range of disabilities. The article focuses on the way a school principal understands the concept of inclusivity and how this “epistemology of inclusivity” enacted by the leader impacts the pursuit of social justice in the school. The study illustrates that an epistemology of inclusivity can at once embolden and delimit the social justice practices.  相似文献

ABSTRACT

This paper explores how doing headship may be considered as a form of policy narration. A key role of the headteacher as policy narrator is to tell/sell a story about their school to themselves, their staff and the outside world of parents, inspectors and other stakeholders. The accounts they construct will depend to some extent on their perspectives, commitments and personal-professional identities as well as an interplay between national priorities and situated contexts. They will also depend on who they are speaking to and what they take to be a ‘professional’ response in relation to their policy work in school. Drawing on in-depth interviews with two experienced English primary school headteachers, Hazel and George, and Lakoff and Johnson’s claim [1980. Metaphors We Live By. Chicago, IL: University of Chicago Press] that metaphors are not just linguistic devices, but technologies of reasoning and understanding, this paper explores the ways in which headteachers deploy different tropes to explain what it is that they do. Metaphors of leadership explored include headship as branding, persuasion and not dropping the ball as well as fighting and parenting although there is an absence of any direct political critique in these two accounts.  相似文献

This article considers the ways in which three alternative education sites in Australia support socially just education for their students and how injustice is addressed within these schools. The article begins with recognition of the importance of Nancy Fraser’s work to understandings of social justice. It then goes on to argue that her framework is insufficient for understanding the particularly complex set of injustices that are faced by many highly marginalised young people who have rejected or been rejected by mainstream education systems. We argue here for the need to consider the importance of ‘affective’ and ‘contributive’ aspects of justice in schools. Using interview data from the alternative schools, we highlight issues of affective justice raised by students in relation to their educational journeys, as well as foregrounding teachers’ affective work in schools. We also consider curricular choices and pedagogical practices in respect of matters of contributive justice. Our contention is that the affective and contributive fields are central to the achievement of social justice for the young people attending these sites. Whilst mainstream schools are not the focus of this article, we suggest that the lessons here have salience for all forms of schooling.  相似文献

The article builds on prior arguments that research on issues of social justice in education has often lacked constructive engagement with education policy-making, and that this can be partly attributed to a lack of clarity about what a socially just education system might look like. Extending this analysis, this article argues that this lack of clarity is perpetuated by a series of contradictions and dilemmas underpinning ‘progressive’ debate in education, which have not been adequately confronted. At the heart are dilemmas about what constitutes a socially just negotiation of the binarised hierarchy of knowledge that characterises education in the UK, Australia and elsewhere. Three exemplar cases presented from contemporary education curriculum policy in England and Australia are used to illustrate these dilemmas. We then extend this argument to a series of other philosophical dilemmas which haunt education and create tensions or contradictions for those concerned with social justice. It is maintained that we need to confront these dilemmas in efforts to extend conceptual clarity in what it is we are seeking to achieve, which in turn can better equip us to provide the empirical and conceptual information necessary to effectively engage policy-making to remediate inequalities in education.  相似文献

Headteachers working under conditions of severe hardship in Africa face tremendous challenges, often exacerbated by a sense of hopelessness and lack of agency to effect improvements within their school. This paper focuses on notions of leadership agency and ‘social justice’ within an African educational context, with a specific focus on the school level, and reports on a small-scale research project involving primary headteachers in Ghana and Tanzania engaging with action research in order to bring about changes which they feel will benefit the quality of pupil learning. The study presents some positive impacts generated by the headteachers’ actions and indicates ways in which these actions illustrate developments in areas of ‘social justice’ related to fairness, equity, recognition, and redistribution. The findings suggest that empowering headteachers through the use of action research can enable them to act creatively and positively to benefit the quality of education offered to the pupils within their schools.  相似文献

This paper explores the ideology of social justice through links between equality and equity within Early Years and what remain the challenges for leadership. Questionnaires and interviews in English multi-cultural and mono-cultural schools with Early Years age phases were conducted. The findings showed that the ideology of social justice, equality and equity was interpreted differently in each Early Years setting. The multi-cultural schools used a variety of activities to embed social justice principles that involved their diverse communities more to enrich the curriculum in contrast to the mono-cultural schools. In mono-cultural schools however, leadership had to be more creative in promoting equality and equity, given the smaller proportion of their diverse pupil and staff population. Our conclusions suggest that most schools are struggling initially with implementing the current changes in Early Years, therefore their vision for permeating this curriculum with an equality and equity focus is at the early stages.  相似文献

The purpose of this article is to engage in an historical analysis of research about two concepts: social justice leadership and leadership for inclusion. Recent experiences have caused me to wonder about our interpretations of justice, equity, and inclusion. Analysis of the relevant literature revealed a lack of consensus among scholars as to a clear, operational definition of both social justice leadership and inclusion. I use a Foucauldian genealogical method to examine texts and uncover the historical development of social justice leadership and leadership for inclusion in the United States. Uncovering past meanings and contexts should help illuminate current meanings and uses of these concepts. It is recommended that leaders engage in critical reflection to uncover the common sense language of equity-oriented leadership practices and that researchers take a more critical, historical, open stance of social justice leadership, and inclusion.  相似文献

This study, based on the qualitatively rendered experiences and perceptions of educational leaders from historically underserved backgrounds in the US, argues that identity impacts leadership practice. To make this point, researchers build upon an emergent theoretical framework for applied critical leadership from the theories and traditions of transformational leadership, personal leadership, critical pedagogy, and critical race theory. With regard to methodology, a two-subject case study was validated by adding three additional participants for points of verification to the findings and discussion. Interview, field notes, and relevant documents were analyzed using phenomenology and constant comparative methods. Major findings indicate participants’ practice reveal characteristics of cross-cultural applied, critical, and transformational leadership. These scholarly findings are significant because they can inform mainstream leadership practices contributing to educational equity, authentic multiculturalism, improved intercultural relations, innovation, increased academic achievement, and sustainable educational change.  相似文献

New additional support‐needs legislation in Scotland sought to recognise the way in which poverty, as well as individual impairment, contribute to the creation of children's difficulties in learning. As well as identifying a wider range of needs, the legislation sought to provide parents, irrespective of social background, with more powerful means of challenging local authority decisions on resource allocation, with the aim of delivering a fairer system. This paper uses Scottish Government statistics and family case studies drawn from an ESRC‐funded project (RES‐062‐23‐0803) to examine the links between social deprivation, the identification of additional support needs and parents' ability to use the new dispute resolution mechanisms. There is a strong association between the identification of additional support needs and social deprivation and this is particularly marked in relation to non‐normative difficulties, such as social, emotional and behavioural difficulties, compared with normative difficulties such as blindness and deafness. Statutory educational plans, which provide greater rights to additional resources and formal dispute resolution mechanisms, are disproportionately distributed to parents in more advantaged neighbourhoods. Parents from middle‐class backgrounds appear to be able to use their social and cultural capital more effectively to challenge local authority decisions. The paper concludes that some funding for additional support needs should be allocated on the basis of social deprivation, but there continues to be a need for the assessment and resourcing of individual needs, since poverty has material consequences for individual children, whose difficulties may be overlooked if an entirely systemic approach is adopted. There is a need for greater investment in advocacy service to enable parents from poorer backgrounds to exercise their rights.  相似文献

ABSTRACT

Using the Israeli case, our study delves into teachers’ and students’ notions of social justice, exploring how they are shaped by both world culture trends and local conditions. We first identify social justice notions in the world culture perspective and Israeli society. Then, we empirically examine how these notions are understood by educational agents – teachers and students – across sectors that mirror Israeli society’s major divide: Jewish and Arab-Palestinian. Findings suggest that educational agents and ethnonational affiliation play a major role in recreating national heritages and the different ways in which they understand social justice their lives.  相似文献

ABSTRACT

This paper is a response to an earlier article in the Journal of Education Policy, which calls for ‘new ideas and constructive principles and practices for the provision of socially-just education’. We first discuss how an economistic approach to education entrenches socioeconomic disadvantage and argue that, in the light of evidence that inequalities are increasing both nationally and internationally, it has become increasingly important that we understand models of social justice in schools in deprived locations. Reporting on original longitudinal research with schools in disadvantaged coastal areas in England, and drawing on the notion of the insistent affirmation of possibility, we then discuss three dimensions of active social justice undertaken by participating school leaders. By examining practical examples of social justice, we aim to shift the debate into more positive territory, in which there can be more appreciation of the efforts and outcomes of some leaders in highly disadvantaged areas and more leaders can take heart in following their example.  相似文献

The paper analyses how the establishment of neoliberalism, as the new global orthodoxy, in the field of education implies a substantial subjugation and marginalisation of policies and practices informed by the values of social justice and equity. The evidence from a case study on an inclusive education policy enacted to combat social exclusion and dropout in a disadvantaged inner-city area in the south of Italy are presented. The study shows how neoliberalism is increasingly re-defining the domains of validity, normativity and actuality according to an economic rationale; within these domains the actors frame the problems of social exclusion and dropout and choose the solutions to address them. It is argued that the overall framework of discourses of human capital, individualisation, school improvement, performativity and standardisation impedes any contextualised, multidimensional and critical approach to social exclusion as well as the pursuing of any egalitarian outcomes, be they (re)distributional, cultural or associational outcomes.  相似文献

This review essay draws on Nancy Fraser's work as featured in Adding insult to injury: Nancy Fraser debates her critics to explore issues of schooling and social justice. The review focuses on the applicability and usefulness of Fraser's three-dimensional model for understanding matters of justice in education. It begins with an overview of the principles of economic, cultural and political justice as they are reflected in specific examples of equity and schooling policy and practice. This is followed by (1) a consideration of Fraser's concerns that current forms of identity politics are reifying group identity and displacing matters of distributive justice and (2) with an account of her concerns about the political justice issues of representation and misframing in the contemporary global era. With reference to the sphere of Indigenous education, the review examines some of the problematics involved in pursuing distributive, recognitive and representative justice. Fraser's ‘status model’ is presented as a way through these problematics because it engages with a politics that begins with overcoming status subordination rather than with a politics of group identity. Against this theoretical backdrop, the final section of the review briefly considers some of the future challenges for schooling and social justice.  相似文献

Educational partnerships with area-based approaches comprise an increasingly well-grounded and internationally extended strategy for equitable improvement. However, literature shows a lack of focused inquiry on the assessment of these educational collaborative programmes. This article aims to develop and validate an instrument to assess these types of programmes across countries. Two successful programmes were assessed in Spain and the USA in order to test the validity of the measurement model. Results confirm that the model provides a valid tool to assess the effectiveness of collaborative performance, helping school principals, district leaders and policy-makers to enact evidence-based decision-making.  相似文献

This paper explores the social justice implications of two, ‘linked’, governance developments which have been instrumental in reshaping many education systems throughout the world: the ‘privatising’ and ‘globalising’ of education (Klees, Stromquist, & Samoff, 2012 Klees, S., Stromquist, N. and Samoff, J., eds. 2012. A critical review of the World Bank’s education strategy 2020, Rotterdam: Sense Publishers.  [Google Scholar]). We argue that such education governance innovations demand an explicit engagement with social justice theories, both in themselves, and as offering an opportunity to address issues of social justice that go beyond the re/distribution of education inputs and outputs, important though these are, and which take account of the political and accountability issues raised by globalising of education governance activity.
