While ISSI was founded in 1993, Scientometrics and Bibliometrics are now at least half a century old. Indeed, the field can be traced to early quantitative studies in the early 20th century. In the 1930s, it evolved to the “science of science.” The publication of J.D. Bernal's Social Function of Science in 1939 was a key transition point but the field lay dormant until after World War II, when D.J.D. Price's books Science Since Babylon and Little Science, Big Science were published in 1961 and 1963. His role as the “Father of Scientometrics” is clearly evident by using the HistCite software to visualize his impact as well as the subsequent impact of the journal Scientometrics on the growth of the field. Scientometrics owes its name to V.V. Nalimov, the author of Naukometriya, and to Tibor Braun who adapted the neologism for the journal. The primordial paper on citation indexing by Garfield which appeared in Science 1955 became a bridge between Bernal and Price. The timeline for the evolution of Scientometrics is demonstrated by a HistCite tabulation of the ranked citation index of the 100,000 references cited in the 3000 papers citing Price.  相似文献

The Federal Register Act statutorily mandated an official gazette for the Federal Government to provide better accountability for administrative regulations, rules, and orders, and greater transparency in the creation of such law. The later establishment of the Code of Federal Regulations and the enactment of the Administrative Procedure Act added enhancement and incentives to the original act. The National Archives and Record Administration recently celebrated the seventy-fifth anniversary of this publication. The overview of the origins, development, and legacy of the Federal Register provided here was prepared as a background text for an invited lecture by the author at National Archives headquarters marking the creation of the Register and its heritage.  相似文献

Since the beginning of the federal government, Congress has functioned as its publisher — the manager and director of government printing operations. Initially performed by private printers through lucrative contracts, production was statutorily vested in the Government Printing Office (GPO) in 1860 to assure efficient, economical, and quality printing. Over the past century and a half, however, changes in technology, law, and constitutional relationships have eroded arrangements for the public printing system. Information products printed by GPO in the past may now be agency-generated and made directly available to the public through agency Web sites or social media, with the result that congressional general management of the publication system is seemingly decreasing, at least in terms of GPO workload, publication accountability, and document sales. While it is unlikely that Congress will reduce or vacate its publisher capacity anytime soon, some adjustment of the scope of that role and related management capability may appropriately be in order.  相似文献

New generations     
It is time for a new generation of librarians to take over the work of restructuring the Federal Depository Library Program and to build new networks of partnerships in order to develop a program for the dissemination of government information in the next century. A new association of government information professionals will help to provide the framework needed for individual librarians to develop professional networks within, and outside of, librarianship and to establish direct partnerships with information-producing agencies. The Chicago Conference on the Federal Depository Library Program has taken the first steps in that direction.  相似文献

Federal open records laws, executive orders on national security classification, and similar policy instruments in the states require that most records at government agencies be available to the public upon request—subject to exemptions which may entail review. Traditionally, this review has been accomplished by redaction (purging) of hardcopy. Resource limitations and increases in the number of requests demand a rethinking of the process. Offices are experimenting with optical scanning, onscreen purging, and online dissemination. Statutory and common law trends may soon require disclosure of database reports in electronic form, when so requested, rather than printouts. The dissemination of manipulable data of commercial value requires a rationale broader than the “citizenship rights” that justified the Freedom of Information Act. Online publication of agency-controlled records also demands careful planning of information systems and public networks. The issues discussed in this article are central to the establishment of an adequate policy for electronic freedom of information.  相似文献

Law faculty in the 21st century present new challenges for law librarians. Traditional services such as document delivery and interlibrary loan are improved. New services are developed to meet the needs of law faculty researching in disciplines other than law and facing a changing environment of publication of legal scholarship. The controversial Escrowed Encryption Standard, recently adopted as a Federal Information Processing Standard (FIPS), has polarized some stakeholders both within and outside government and has also raised disturbing questions about the role of Federal agencies in the standards-setting process. This article explores the relationship between standards and Federal information policy and examines the balance between national security and law enforcement concerns, on the one hand, and privacy rights and U.S. economic competitiveness, on the other.  相似文献

In the Homeless database being compiled at the University Libraries of the University at Albany State University of New York, about a dozen items from the late nineteenth century and early half of the twentieth century are cited. One source of information on homelessness apparent in the database is government documents. Through the project reported in this paper, the authors were able to locate, review, and cumulate government document references to homelessness published before 1960. During this process it became apparent that the indexing, which was idiosyncratic, created difficulties in locating materials. This paper examines some of those difficulties and the possible solution of searching Public Affairs Information Service. An appendix of the government documents located is included.  相似文献

Business-to-Business (B2B) publications actually have a long history in China, beginning in the early twentieth century. After 1949, the Chinese economy became planned and regulated by the government, the former B2B magazines became their purpose to explain the government’s industrial policies, chart business direction and exchange developmental experience. As China began its reform and opened to a market economy in the 1980s, traditional published B2B magazines began to reappear. For more than 150 years, the United States Government Printing Office (GPO), along with its Federal Depository Library Program (FDLP), has supported an informed citizenry and democracy by ensuring access and preservation to a broad swath of federal government information. This collaborative national public information program between local libraries and the national government, if it is to survive beyond its second century of service, must overcome profound challenges within a rapidly evolving complex of e-government policies and principles. The FDLP can (and must) find a way to serve its traditional values – permanent and public access to government information – that allows for growth and change within the demands of a dynamic electronic environment between the governors and the governed.  相似文献

Robert C. Berring has called West Publishing Company's American Digest System “the key aspect of the new form of legal literature” that West and other publishers developed in the last quarter of the nineteenth century. Berring argued that West's digests provided practicing lawyers not only the means for locating precedential cases, but a “paradigm for thinking about the law itself” that influenced American lawyers until the development of online legal research systems in the 1970s. This article discusses questions raised by Berring's scholarship, and examines the late nineteenth and early twentieth century legal environment in which the West digests were created and became essential research tools for American lawyers.  相似文献

The need to improve information access on the Web has resulted in Illinois’ implementation of lexicographer Dr. Jessica Milstead’s subject tree for the Find-It! Illinois Program. In 1999, when the Illinois State Library joined four other states in implementing a state Government Information Locator Service (GILS) project, developing a controlled vocabulary became an essential component for maximizing retrieval of government information. Furthermore, application of library cataloging tools such as the Library of Congress Subject Headings (LCSH) is insufficient for online retrieval. An analysis of the structure and content of Dr. Milstead’s subject tree reveals the importance of new tools for improving online access methods. Illinois’ implementation of Dr. Milstead’s subject tree exposed the interest for nationwide application. The Illinois subject tree has been named the “Jessica Tree” to convey its expanded utility. The national adoption of a controlled vocabulary for retrieving state government information online will require collaboration among all states, so that the vision of a Find-It! Title 44 of the United States Code, containing the law governing the printing, publication, dissemination, and access to government publications, was written over 100 years ago. In the past decade, this law has come under attack, undermining the ability of the American citizenry to be fully informed about the activities of the federal government. The basic legal framework covering government information procurement, production, and dissemination has been in place for over 100 years. Congress is currently developing revisions to Title 44 of the United State Code in order to reform this system. Fundamental principles of public access to government information, embodied in the Federal Depository Library Program (FDLP), must guide these revisions. The strategic planning process, currently underway by federal agencies, must give due consideration to the entire life cycle of government information, particularly the dissemination and public access responsibilities.  相似文献

This article analyzes the Digital Millennium Copyright Act as a refinement of governmental techniques developed for technologies such as piano rolls, reprography, DAT, and VCRs. The technological history recontextualizes legal transitions in copyrights during the 20th century and builds on poststructuralist work on law, technology, and government. Building on Kittler’s understanding of symbolic/technical media and storage/processing, I develop a framework for disentangling the relationship among copyright, DRM, and media technologies. The case studies indicate ICTs are vectors for extending copyright into previously unimagined territories. I argue cultural practices become problematized as they are remediated in new technologies. The evidence suggests the shift from governing storage to processing corresponds to broader rearrangements in power, binding our rituals and means of perception ever more tightly to articulations of industry and state.  相似文献

The purpose of this column is to provide government information scholars and students with a broad overview of recent publications about government information from the literature of librarianship, archives, information technology management, public policy and law. Given the volume of literature produced in this field, a columnist cannot claim comprehensive coverage. This column seeks to provide a broad, representative survey of literature that illustrates significant trends in the field.Entries were identified through searches of bibliographic databases such as Library Literature, PAIS International, Ebsco Academic Elite, The Index to Legal Periodicals and Books, Science Direct, Westlaw's JLR database, WorldCat, and from manual scans of journals, newsletters, and Internet sites. Citations are to monographs and serials, journal and periodical articles, books, newsletters, and Internet sites. Coverage for this edition of the column includes items from 2002 and 2003, with a smattering of 2001 items that have come to my attention since the last installment of this column. Each citation is listed once under its primary topic and annotated if its content cannot be adequately determined from the title.
