Global-local Education Policy Dynamics: A Case Study of New Zealand and Norway

ABSTRACT

While a number of studies have established the growing role impact PISA has had on national education policy, much less is known about the global-local recontextualization of policy transfer, and the role of national policy officials. Through interviews with key policy officials in Norway and New Zealand, the study revealed a growing cosmopolitanism in outlook in both countries with strong indications of changes made to respond to PISA data. However, officials also reasserted the strengths of their national education system and worked to enrich OECD understandings of educational quality. Theorizing through Bourdieu, the authors propose that the concept of cosmopolitan capital provides a useful analytical tool to explain increasingly outward and globally-oriented practices and dispositions held by policy officials within a global education policy field.

Enhancing the Quality of Education: A Case Study and Some Emerging Principles

The aim of this paper is to provide insightsinto the process that has been adopted toenable faculty and support staff (courseadministrators and technicians) to identify andenhance the quality of educational provision ina large UK Business School. The concern toaddress this issue was motivated initially bythe demands of external subject review. Therewas a realisation by senior managers within theSchool that what was required was the embeddingand sharing of good practice and continuousimprovement of the provision: in short, anapplication of the concept of a learningorganisation. The paper may assist othersengaged in the task of enhancing the quality ofstudent learning in their faculties orschools.     

Induction and Efficacy: A Case Study of New Zealand Newly Qualified Secondary Science Teachers

This paper reports on 20 newly qualified secondary science teachers (NQSSTs) participating in a New Zealand study on teachers?? early professional learning. The focus of our study is how these new teachers were nurtured to become competent science teachers, confident of their ability to positively influence student learning. Based on responses to a graduating questionnaire and three interviews across their first 18?months of teaching, we look at the effect of induction and contextual factors on the teachers?? efficacy. While the NQSSTs overall reported relatively constant ratings of self-efficacy, they demonstrated different patterns of declared efficacy across this 18-month period. Findings regarding the influence of induction practices and contextual factors on the efficacy of these teachers are mixed.

开设适合的技术类课程以应对当前技术教育不断发展的新形势是师范院校亟待解决的关键问题。新西兰职前技术教师教育框架是奥克兰大学、梅西大学等六所高校共同开发的一个共享资源,旨在支持六所高校在职前技术教育方面保持信息一致,提升职前技术教师教育质量。该框架由技术哲学、技术教育的原理、技术课程和技术教学四个关键要素组成,在强调技术知识和技术教学知识的同时,关注技术价值观和目的观教育,并提供相应素材支持课程开发与实施。新西兰职前技术教师教育框架对我国技术教师教育具有重要启示。     

Development Education Revisited: The New Zealand Experience

Until the mid-1980s, New Zealanders were progressing in their understanding of the causes of and strategies for overcoming world poverty and injustice. However, the arrival of more multinational aid agencies and the increased competition for the donor dollar have given rise to a new conservatism in the development debate. This has coincided with the imposition of structural adjustment policies in New Zealand which provides an opportunity to demonstrate connections between poverty and powerlessness, and parallels between the growth of poverty and inequality at home and in "underdeveloped" countries. The government, the media and the wealthy agencies conceal these parallels and promote aid responses based on charity. This excludes from the development debate the increasingly marginalised sectors of New Zealand society and undermines the international solidarity essential for building strategies for change.     

School-level Education Policy under New Labour and New Zealand Labour: A Comparative Update

This article compares the school-level education policies of the Labour-led coalition government elected in New Zealand in late 1999 with those of New Labour in England. It illustrates that the policies being introduced by the Labour coalition have been generally less managerial and market-oriented than New Labour's even though neo-liberal pressures are likely to constrain what appears to be a shift to the left in New Zealand. The difference between the two settings is explained through reference to party political and contextual factors and policy and research implications are also discussed.

Quality and Links with Industry: the agribusiness education experience

The University of Queensland Gatton College, in developing its Agribusiness degree in the late 1980s, responded to the findings of extensive surveys of agribusiness employers, and to the Australian government's policy of increased international competitiveness, based on value‐added exports. This response took the form of a curriculum which integrated core business disciplines with a suite of linked case study‐based subjects so as to strengthen students’ views of management as a holistic process. The centrepiece of the curriculum is an overseas market evaluation project undertaken by final‐year students in small groups contracted to commercial firms. The firms pay most of the research costs, with assistance from the Australian government, the students and the university. This unique capstone experience requires students to apply their agribusiness training under strictly commercial circumstances in a foreign cultural environment. Each firm's significant financial involvement is the catalyst for ensuring quality outcomes, because students must meet the expectations of their commercial clients as well as those of their university.
