新生代农民工是城镇化进程中需要"市民化"的重要群体,是国家战略范畴内精准扶贫的特殊对象,而教育程度、职业生态和情感归属是阻碍新生代农民工中国特色市民化的三大"壁垒"。职业教育公平性、技能性和发展性可以提升新生代农民工群体整体素质、职业能力和辨识能力,实现新生代农民工教育、职业和价值的市民化,并通过精准施策、精准布局、精准设置等策略和路径,有效推进新生代农民工市民化进程。  相似文献

新生代农民工权益受侵正由“显”到“隐”,维权形象和能力不容乐观,其维权方式的失效同城乡移动所带来的“权益共同体”的中断密切相关。乡民在乡村受到乡村“权益共同体”的保护,走入城市意味着乡村“权益共同体”的失效,而城市又没有为其提供相应的维权方式对接,从而造成维权效果低下。以互联网为平台,以地方性权益空间建设为基础,以国家法律法规等体制为依据,以新生代农民工人大代表和权益领袖为主体,通过“事件化”社会舆论监督机制建设社会诚信空间,最终构建新生代农民工权益公共空间。  相似文献

This paper explores the association of rural schooling with empowerment of female rural migrant workers in remote Western China. It asks what school-related intrinsic and instrumental capabilities enhanced their urban lives and their role as “drivers for development” in urbanizing China. The analysis of a long-term observational study of the females of one cluster of villages shows that recently-arrived (2015) young rural new-migrant workers manifested enhanced capabilities associated with their schooling in four dimensions of social freedoms: protective security against early arranged marriage, enhanced occupational opportunity, constructive social arrangements founded in rural identity, and cognitive and aspirational capabilities. Lower educational attainment and achievement are associated with fewer and weaker empowerment capabilities across all dimensions. Political empowerment capabilities in the sense of civil rights and entitlements have no foundation in earlier education and are lacking in their urban lives. However, a sense of “voice” is beginning to take hold among young rural migrant women. Taking a female-centric capability perspective uncovers beneficial aspects of internal migration, contributing to a more holistically theorized understanding of associated social changes.  相似文献

我国城市经济的大发展,需要大量的外来劳动力来支撑,随着我国对农业投入的增加和技术含量的进一步提高,以及人力资本素质的逐步提升,由传统农业本身排挤出的劳动力将会越来越多。由于推力和拉力的作用,大批的农业剩余劳动力进城务工,逐步形成了规模巨大的农民工群体,由于农民工与城市居民身份的不同,导致他们在就业、收入、社会福利、子女教育等方面存在差异,于是在城市形成了新的经济结构形态即"城市二元结构"。"城市二元结构"的形成,增加了城市管理的难度,动摇了城市化的进程,扩大了农民工与城市居民收入的差异。笔者建议通过加快户籍改革、统一城乡就业政策、逐步统一社会保障、为低收入农民工群体提供廉租房、解决好农民工子女的教育等措施来缩小城市居民与农民工收入的差异。  相似文献

城乡二元分割的体制催生了“农民工”,农民工教育对国家多项战略的实施具有重大意义。为了解我国农民工教育研究的全貌和趋向,基于中国知网1064篇论文数据,利用文献计量学共词分析方法,借助CiteSpace、UCINET和SPSS等软件绘制知识图谱进行可视化和聚类分析。研究结果表明,我国农民工教育研究可分为四大热点主题:农民工特定教育内容研究、教育对农民工市民化的效用及教育模式研究、农民工人力资本及政策供给研究、农民工教育现状与对策研究;未来几年将开展以职业技能培训为重点关注领域的研究、以青年农民工和返乡农民工为对象的研究、以社区为载体包含健康教育内容的研究。针对当下研究现状,提出了构建研究学术共同体、挖掘研究的深度、加强实证研究中的质性研究等建议。  相似文献

The PISA success of Shanghai has aroused open challenge and debate about whether the city is a “model of equity”. There have been heated debates about the education of migrant children in Shanghai. This paper analyses publicly accessible policy papers and literature to provide a contextualised interpretation of the major progress and ongoing challenges surrounding the education of migrant children in Shanghai. The paper shows the structural inequalities affecting migrant families and their children. It refers to central as well as local government policies and the constraints these policies face. The analysis shows that Shanghai remains riddled with ongoing challenges that may have been obscured by the PISA success.  相似文献

采用2385名新生代外来工的调查数据,通过相关行为倾向变量来考察童年期留守经历与个体退缩型人格的关系。结果表明,有过留守经历者更可能“怕被炒掉或被刁难而不反映劳动权益意见”,显示出比较明显的退缩型人格特征。其中以学前留守的影响最显著,而留守时间越长,影响越大。以“愿否因自身权益受损参加维权活动”这一假想情境下的意愿变量、“是否怕被报复而不投诉权益受侵害行为”这一现实情境下的行为变量所做的参证分析及倾向值匹配前后的对照分析验证了上述结论的稳健性。文章重点以现实情境下的行为倾向测量验证了采用心理量表施测及定性研究所得的结论,并表明留守经历对于退缩型人格的长期性影响可以从大学生等群体推展到普通的外来工群体。所得结论亦表明,除结构逻辑和历史逻辑以外,对于新生代外来工的研究还需纳入生态逻辑,关注其童年期的发展生态系统。由于退缩会对社会融入产生消极影响,诱发“半城市化”的社会结构张力,今后的留守儿童关爱保护工作,需更多关注其人格发展,尤需对那些处于学前阶段的留守儿童采取有针对性的教育和干预策略。  相似文献

在社会发展城市化的背景下,农民工“城市融入”成了热门话题,而农民工“市民化”作为“城市融入”的基本路径,几乎成为多数研究者的共识。但是,这种“教育或塑造农民工”的单向度研究理路和文化范式,是与多元文化主义思想相背离的。从多元文化主义视角看,农民工城市融入是农民工与市民的对话及相互磨合与适应的过程、城市文化与乡村文化的双向作用与融合的过程、生长出新的社会文化的过程;从过程本身看,农民工城市融入是在他们的社会行动与不断反思中实现的;从演进条件看,农民工城市融入需要一个平等、支持的外部环境。  相似文献

According to Thomas Exter (1992), the latest Bureau of Labor Statistics projections show that between 1990 and 2005, a steady stream of White men will leave the labor force. New workers who are more likely to be minorities and women will replace them. This demographic change in the workforce has caused American businesses to develop training programs that address this issue. As Badi Poster, Gerald Jackson, William Cross, Bailey Jackson, and Rita Hardiman (1988) observed, “The future of American industry will rely in large measure on our human resource potential, and business will have no choice but to learn how to use workforce diversity constructively.” This study discusses what diversity is, where, when and why it developed, and where it is going. It also applies semiotic analysis to a trend‐setting corporate training video that addresses diversity issues. The results of critically viewing this media text display training material that could hinder‐not aid‐in dealing with diversity at work. 本文基于对珠三角和长三角十九个城市调查的4000多份问卷资料,对外来工(农民工)在打工所在城市的入户意愿及其影响因素进行分析,结果发现:在实施积分入户的政策条件下,农民工中的大多数人并不愿意入户,想入户者不到四分之一(24.56%)。影响入户意愿的重要因素或机制是土地、孩子和工作稳定性。农民工在城市入户是一个带有农民价值观念的理性选择过程。现阶段的政策构想应该是“一家两制”,即中青年农民工个人率先落户城市,但允许他们及父母继续保留在农村的土地,享受农村的土地保障。  相似文献

Taking as its vantage point a citation from the critical educationalist Thomas Popkewitz, “double gestures of inclusion and exclusion,” the aim of this article is to describe and contextualize the project of inclusion in Swedish educational and vocational guidance, and to identify and to analyze the potentially excluding discourses that may be inherent in that project. Empirically, the article starts with an account of how career counselors describe the desired learning outcomes of their professional activities. The accounts are given in interviews where they comment on the conditions for migrant youth in the transition from school to work, and the professional considerations that follow from these conditions. Among these desired learning outcomes, learning to be an autonomous individual capable of informed choosing is the most central. The emphasis of autonomy and informed choosing is in several ways related to the goal of work life and societal inclusion; on the other hand, a perceived lack of autonomy during the process of choosing secondary education is allegedly ascribed to the category of immigrants, and the immigrant condition. Thus, in the project of inclusion, a potentially excluding way of describing the migrant other is articulated, and “the double gestures of inclusion and exclusion” are hence performed. Still, it is also held that the pursuit of autonomy – as an end goal for the counseling and guiding process – is not unconditional, and it is recognized that certain conditions call for the development of other counseling strategies and learning outcomes.  相似文献
