Organizational-legal support for the information security of an organization

The legal support for information security is found in two conditionally independent areas: the macro area, which is external in relation to organizational factors, and the micro area, which includes internal legal factors. In this paper the federal legislation is examined and the fundamental and private principles of construction of a legal basis of information in Russia are noted. It is underlined that the legal macro support of an organization is incomplete and does not protect the interests of the private owner of information. The author reviews micro support and the approximate structure and content of internal legal regulations of an organization are proposed as well. The principles of organizational support for the protection of information are made. The role of the human factor in the support of security of information is justified.     

The assessment of work on the acquisition of information resources for an organization

This paper proposes a system of indicators that show the efficiency of information-resource acquisition for organizations based on an analysis of the existing approaches to the assessment of information resources and decomposition of the concept of work efficiency.

Key issues of the development of the information infrastructure and information support of innovation activities

We consider some issues of the development of the national information infrastructure in the field of innovation, including a national system of accounting for the results of scientific and technical activities (RSTA) and a national new-generation research computer network (NNGRCN). The current state of the national system of scientific and technical information and its resources for information support of innovation processes are analyzed. In the context of further development of the Commonwealth of Independent States (CIS), we propose a Conception of scientific and technical support for programs and projects of NIS member-states in the field of innovation, making it possible to incorporate the existing innovation-oriented information resources into a joint distributed integrated information system as well as to create new information resources and technologies.

The information support of the research in sinology based on electronic resources of the INION RAS

This paper considers the basic categories of consumers of information on sinology. It describes the results of analyzing the problem and thematic structure of the document flow on the problems of China, which is contained in databases on social sciences and humanities of the Institute of Scientific Information on Social Sciences (INION) of the RAS. The principles for complex processing of documents and searching for information on sinology are uncovered based on a complex of linguistic instruments. The potential for creating a database on country studies database that is focused on the information needs of sinologists is determined.     

The properties of the activities of regional information and analytical services

The problems of the state’s reformation and changing of technologies of administrative management and municipal government are considered using the example of the Novgorod Region, the nature and difficulties of analytical support in regional administration are distinguished, and the role of technologies of situation control and the importance of managers of analytical structures are shown.     

Using web.2.0 for the information support of employees: The promise of web 2.0

The experience from web 2.0 usage in libraries is analyzed. The potential uses of web 2.0 technology (the second-generation web) at enterprises are considered. Web 2.0 technology can be used in order to improve information support for employees via “the encyclopedia of knowledge,” based on Wiki technology, to promptly inform employees about news or new arrivals based on RSS technology, to discuss problems and cooperative work on projects using an internal blog, to navigate information resources using collective bookmarks and collective catalogs, and in other ways.

本文采用文献调研、网络调查、田野调查等方法调查了我国各级政府、图书馆、第三方组织及相关企业在其提供公益性信息服务过程中应用信息无障碍理念的一些实际情况,并总结了8种具体模式及近50种子模式,并提出相关建议。     

Information support of economic research based on electronic information resources

The problems of increasing the efficiency of information support of scientific research in economics are considered. The informational structure and content of the Economics and Demography database functioning at the RAS Institute of Scientific Information on Social Sciences (INION) are described. The necessity of providing information completeness of retrieval by accessing external electronic resources (domestic and foreign ones) is noted.     

Features of the information and documentation support of the activities of executive authorities

The individual aspects of terminology in the field of information and documentation management support are considered and the regulation of the documentation technology and specifics of the development of functional unified documentation systems in the executive branch are addressed.
