Implementing media education in the Hong Kong secondary curriculum

The tremendous influence of today's mass media can hardly be matched by the sum of its works from the past. There are more sources of media, more types of information and entertainment, more interactive modes for consuming these messages of the mass media in a more interconnected global village available than ever before. Since many pupils spend much of their time on the media, the call for media education is urgent. This article first describes the aims and objectives of media education, then portrays the power of the media and how the education sectors have responded. Finally, it argues for the need to implement media education into the secondary curriculum in response to proposed curriculum reform in Hong Kong.     

Black teachers: curriculum and career

The influence of both the formal and hidden curriculum has been largely absent from studies of black and Asian teachers' lives and careers. This article seeks to address that absence by focusing on the successful career of one black teacher included in an ESRC-funded life history study of black and Asian teachers (Pole, 1998, 1999). The article, which draws heavily on the words of the teacher, examines the way in which experience of both the formal and hidden curriculum was instrumental in eventually shaping a black identity and a positive sense of self for the teacher concerned. However, part of the journey towards this positive outcome involved coping with and overcoming different forms of racism manifest not only through the curriculum but also through pedagogy and school organization.

Create-A-Scape: Mediascapes and curriculum integration

The paper is a theoretical reflection on a research study of ‘Create-A-Scape’, a software resource for making mediascapes to support learning in the primary and secondary school curriculum. Mediascapes are collections of location-sensitive texts, sounds and images that are geo-tagged or ‘attached to’ the local landscape, and learners use mobile technologies, such as PDAs, to roam in a space or landscape to detect and respond to these multimedia tags. The study, commissioned by Futurelab, was conducted in the summer of 2007 in England. Its aims were to investigate the Create-A-Scape resource and present insights into its use, perceptions of use, and the implications and potential of mediascape tools for learning, teaching and pedagogy. A survey of all who had downloaded the software outlined early perceptions and use of the resource. Five selected case studies were developed through visits, observations and interviews with teachers and pupils using the resources to create mediascape activities. A cross-case analysis articulated three distinctive theoretical perspectives, namely creativity, teacher knowledge and a sense of place. The paper presents the conduct and findings of the study, develops the discussion of the theoretical framework, and considers the potential of such resources for mobile technologies in curriculum integration, and supporting learning in meaningful physical places.

Curriculum as policy: some implications of contemporary policy studies for the analysis of curriculum policy,with particular reference to post-primary curriculum policy in the Republic of Ireland

An overview of contemporary curriculum discourse shows a worrying drift to the technical; in current curriculum debates, technique is winning out over substance, procedures over principles. This article shows how this theoretical vacuum is ascribed by many in the field to the dominance of the Tyler rationale in curriculum planning. However, the symptoms of means-end rationality are not confined to curriculum - they are found across the breadth of educational studies and have reached epidemic proportions, suggests the article, in the discourse of educational reform. A number of serious implications for the lack of analysis of curriculum policy are identified and particular reference is made to the Republic of Ireland where, it is suggested, the size of the education system should facilitate greater debate. Instead, the discussions focus on the management rather than the meaning of change. In searching for sources for new curriculum theory,the author suggests that the field of policy studies offers considerable potential, in particular the work of Stephen Ball on mapping the policy cycle. The possibilities for a theory of curriculum as policies are explored. A model of a curriculum policy cycle is proposed and subjected to some analysis.

Changing curriculum policy into practice: the case of physical education in Hong Kong

This article examines the differences between the formally stated aims of education and the implementation of the school curriculum in order to show the divergence between what is initiated and what emerges as school practice. This implementation problem is examined from the policy-makers' and teachers' perspectives, with specific reference to physical education as a school subject in Hong Kong. First, it examines the existence and intention of educational policy towards curriculum as established by policy-makers. Second, the implementation process is evaluated from the teachers' perspective by employing a framework adopted by Cuban (1998) that utilized effectiveness, popularity, fidelity, adaptability and longevity. The data are derived from a case-study of a physical education programme that included document analysis, and interviews with teachers, parents and students. The case-study provided a subjective perspective of teachers and their work, while the framework assisted in demonstrating the absence of cohesion between the various government agencies. The resulting fragmentation of ideas leading to confusion and frustration for teachers also indicates that longevity and adaptability are likely to be the most constructive criteria for the assessment of curriculum change.
