The article looks at three approaches to analysing the relationship between education, citizenship and difference that have been evident in the transition to democracy in South Africa. First, it examines the position that education moulds good citizens and overcomes discriminatory differences, which is evident in the South African Education Policy Act. (This position is similar to that expounded in the Crick Report.) Second, it looks at the view that education is an enactment of citizenship and a celebration of difference. This is articulated in the new South African Curriculum 2005, which celebrates the school as just one of a number of learning spaces, but which is only slowly being implemented with considerable difficulty in overcoming deeply entrenched and multifaceted discriminatory views. Third, it looks at the view, articulated in the South African Constitution of 1996, that education is a relatively autonomous space and that in this particular institutional space education, difference and citizenship are in tension. While there is potential for a creative dialogue to emerge in this historically formed space, preliminary research findings indicate how difficult and diffuse the process of transformation is likely to be.  相似文献

This paper attempts to develop a more sophisticated notion of multiculturalism in Britain. It starts by examining the philosophical basis of the Crick Report on citizenship education to resolve the theoretical tension between liberal and multicultural approaches to the subject. To achieve this resolution, it compares the Crick Report to the Parekh Report on the Future of Multi Ethnic Britain, published on 11th October 2000. The Parekh report is then used to critique the Crick report and re‐theorise the practical imperatives of multicultural citizenship education. I claim that the Crick report, typical of liberal analyses, is suspicious of departure from the presumption of a unified social structure, and represents citizenship education as the imposition of a uniform standard applied to all groups and peoples. On this basis it is claimed that, although the Crick Report’s conception of citizenship fails to adequately take account of cultural difference, it need not do so, as there is room within liberal approaches to citizenship education for a recognition of difference. There has been a resurgence of interest in global education in the UK as global issues are included within the requirements of citizenship education in national curricula. This paper examines the significance attached to global citizenship through Citizenship as a statutory subject at Key Stages 3 and 4 within the National Curriculum for England. Drawing on a web‐based project funded by the UK Department for International Development, the paper analyses a number of secondary school texts designed to support teachers and students in incorporating global perspectives into citizenship education. It seeks to answer the question: in what ways is global citizenship being mainstreamed? It suggests that NGOs and commercial publishers have different but complementary approaches to resources for global citizenship and that there is a strong case for greater collaboration between the two sectors.  相似文献

ABSTRACT:  Citizenship as a compulsory subject was added to the National Curriculum in England in 2002 following the 1998 report, 'Education for Citizenship and the Teaching of Democracy in Schools'. It was little noticed at the time that the report stressed active citizenship much more strongly than democracy. The underlying presupposition was what historians call 'civic republicanism', the tradition from the Greeks and the Romans of good government as political government, that is, citizens reaching acceptable compromises of group interests and values by public debate. This is contrasted to modern liberalism. To stress 'democracy' unduly in citizenship education can lead to definitional dogmatics about multiple meanings of the term, even to disillusionment. Democracy is a necessary element in good government but not a sufficient one, unless subjective opinion is enshrined over knowledge through education. The practices of free politics are both historically and logically prior to democracy.  相似文献

ABSTRACT This paper examines and compares recent citizenship education policy documents from France and England and explores the extent to which they encourage inclusive or exclusive concepts of national identity and citizenship. Current policies are being developed in a context of perceived disillusionment and political apathy amongst the young. Whilst citizenship education has traditionally aimed to prepare young people to take their place in adult society and a national community, today the notion of a single national identity is increasingly questioned. Using framing questions from the International Association for the Evaluation of Educational Achievement (IEA) survey of civic education, we examine programmes of study in each country to determine the extent to which they promote human rights as shared values, make positive references to cultural diversity, and conceptualise minorities. We consider the potential of citizenship education thus defined to contribute towards the development of justice and equality in society and challenge racism and xenophobia. We note the strengths and limitations of each approach to education for citizenship and suggest what each might gain from the other.  相似文献

Educating for citizenship is most often associated with a discourse of liberalism in which knowledge, skills and values of equality, rights, justice and national identity are taught. A competing neoliberal discourse with values of self-improvement, responsibility and entrepreneurialism is now quite pervasive in educational policies and practices, shifting goals and processes of education for citizenship. In Tanzania, neoliberalism's influence is evident in the private provision of schooling and pedagogy and curriculum oriented toward skills development. Neoliberal policies have created an opening for non-governmental organisations (NGOs) to fill a need by providing secondary education as well as technical and entrepreneurial skills in efforts to make graduates more employable. This paper examines how an NGO entrepreneurship education programme integrated into formal secondary education in Tanzania articulates new goals and values of citizenship. In this model, learning is tied to markets; becoming a successful citizen includes acquiring business skills; and citizenship values include economic sustainability and self-reliance. This model of entrepreneurship education produces a paradox in educational goals for citizenship in that it aims to secure rights to education and provide for material needs while it also subjects young people and schools to economic and social risks tied to flexible and unstable markets.  相似文献

In the late 1990s both the British and the French governments gave new impetus to citizenship education. This article examines the theories and world views that underpin the formal syllabuses for citizenship education in England and France. It notes that whereas the English curriculum aspires to create a diverse society founded on multicultural citizenship, an insufficiently strongly agreed statement of values undermines the implementation of the project. The French syllabus, on the other hand, emphasizes a commitment to anti-racism, human rights and civil action against injustice. Its theoretical basis in the French Republic, committed to individual equality without distinction, denies any recognition to the existence of social groups based on culture or ethnicity. This blindness to difference also tends to undermine citizenship education as a social project intended to promote integration through schools. Whereas French citizenship education is intended to integrate individuals into a predetermined, existing republican framework, English citizenship education apparently aims to create a new society and a new national identity. The article concludes that such a project requires an explicit commitment to and promotion of human rights as the basis for a social consensus and citizenship.  相似文献

Almost a decade ago, the new subject of citizenship was created in the English National Curriculum and several universities were funded to train teachers in this new subject. This presented a rare challenge, namely how to train people to teach a subject that did not exist in schools, and in which they were unlikely to have a specialist degree. In this article we have taken the opportunity afforded by the tenth birthday of the report in which Crick recommended this curriculum reform to reflect on that experience from the perspective of teacher educators. Through reflecting on the case study of citizenship education in England we highlight several themes that are of more general interest to teacher educators. The key issues that have emerged in this case study relate to the general problems of translating central policy into classroom practice; the nature and aims of subjects in the curriculum; and the identities of teachers in secondary schools. The article illustrates how teacher educators responded to the formidable challenge of creating (or at least contributing to) a new subject and a subject community.  相似文献

This article examines the extent to which citizens of migrant origin are included within discourses of national identity in civic education curricula in England, France and Ireland. We explore how much space is given to citizens of migrant origin in discourses of national identity in civic education curricula and how they fit with central values normalized by a higher degree of recognition in schools. Although early immigration systems assumed that incorporation of migrants into the national polity would take place via socialization in education, the failure to include citizens of migrant origin in the contemporary ‘imagined community’ articulated in civic education discourses risks marginalizing some citizens which gives rise to a sovereignty gap. The disparity between legal and cultural belonging of some individuals in Western Europe presents a major challenge for education systems which are tasked with making national identity discourse resonate with a globalized citizenry. The study found that despite commonalities around the promotion of human rights and democracy, civic education curricula diverge with regard to representation of religion. Moreover, nationalistic aspects of the French model contrast with a multicultural, and recently global, approach to citizenship education in England and the promotion of European citizenship in Ireland.  相似文献

Citizenship education is being formally introduced into schools in England as a matter of national policy for the first time. This article offers a critical evaluation of the report of the Advisory Group on Education for Citizenship and the Teaching of Democracy in Schools which was chaired by Professor Bernard Crick, and which has been influential in shaping current educational policy in relation to these matters. An assessment is also offered of the challenges and prospects which confront citizenship education in England in the light of these developments.  相似文献

This paper evaluates the extent to which the implementation and assessment of the new citizenship curriculum in England treats learners as citizens or subjects by evaluating whether the interests of state or citizen predominate. Philosophical, contextual, and practical perspectives on citizenship education are drawn upon to evaluate mechanisms which mediate state power in young citizens’ lives. Current methods of delivering and assessing the citizenship curriculum in schools are challenged and the ideology underpinning citizenship education, as conceptualized in official discourse, is questioned. The view is advanced that citizenship cannot be reduced to what learners know (the informed citizen) or do (the active citizen) as it cannot be divorced from who they are. This paper focuses on citizenship education in the context of English liberal democracy but has a wide application as it addresses issues relevant to the state education of citizens elsewhere.  相似文献

This article explores citizenship education's need to focus on both ‘political’ and ‘social’ literacy within a communitarian framework. The Crick Report (1998; see also Lahey, Crick and Porter, 1974), while recognizing that the social dimension of citizenship education was a precondition for both the civic and political dimensions, concentrated largely on ‘political’ literacy. This article examines the social dimension of citizenship education. Concern with the social dimension of the curriculum in schools is not a recent interest, but changes within society have accelerated the social demands made upon schools. At the very least, society expects schools to correct the behaviour of children and to teach them values which usually means insisting on ‘good’ behaviour. The social development of pupils has thus assumed a much greater place in the aspirations of schools. Programmes of personal and social education, together with citizenship education, invariably emphasize a range of social skills and these skills are introduced early and built upon throughout the years of schooling. An individual's sense and ability to make socially productive decisions do not develop by themselves; rather, they require knowledge, values and skills. Above all opportunities are required for children to experience social relations in such a way that they are able to operate critically within value-laden discourses and thereby to become informed and ethically empowered, active citizens.  相似文献

The paper examines the debate taking place in Peru, and also more generally in South and Central American countries with large indigenous populations, on the nature of interculturality and intercultural education. It investigates concepts fundamental to interculturality such as democracy and equality and asks what they mean in the context of the Peruvian state, civil society and the indigenous movement. It questions whether an interculturality based in apolitical calls for dialogue and respect for cultural and linguistic plurality can meet the needs of indigenous peoples and their daily confrontations with oppressive and unequal intercultural relations. Taking Peru as an example, it investigates the possibilities for the development of an interculturality that is characterised by equality and participation and which enables indigenous peoples to have greater control over their lives. It then briefly examines the nature of the intercultural lives of the Harakmbut of SE Peruvian Amazon and a new indigenous intercultural education programme which the Harakmbut hope will help them address the inequalities and exploitation which they face.  相似文献

Educating for active and informed citizenship represents a core goal of Australian education and schooling. Owing to a range of factors – including the contested conceptual nature of citizenship and democracy – there is reason to question the extent to which this goal is being translated into practice. Similarly, while the Australian Curriculum requires students to engage with others in talk, this is framed rather broadly. Recognizing the value of greater conceptual precision about citizenship, democracy and discursive interactions, this article explores the value of deliberative democracy as a frame for active and informed citizenship. In doing so it argues that viewing schools as deliberative spaces which do/could engage in deliberative pedagogies provides a useful and focused basis for conceiving how young Australians do and can engage in, and learn, the capacities necessary for democratic citizenship.  相似文献

The introduction of citizenship education to school in England (and Wales) in 2002 has generated interest and concern among religious educationalists, some of whom welcome the opportunities this new educational territory opens up for religious education and some of whom suspect it augurs religious education's demise. This article reports findings of a school‐based study of the early implementation of citizenship education and its impact on religious education. It discusses those findings in the context of the current debate about the future relationship between the two subjects, noting a similar ambivalence toward citizenship education among religious education heads of department, as there is among religious educationalists. The discussion includes an examination of the Crick Report, noting its lack of interest in religious education, and argues that its conceptualization of citizenship leaves it open to two quite different broad interpretations of what might be meant by an education for citizenship, one of which religious education practitioners appear to endorse and associate with religious education, and one of which they reject and associate with citizenship education.  相似文献

This short text introduces a first suite of papers selected from an East‐West project funded jointly by the French Centre National de la Recherche Scientifique (CNRS) and the Japan Society for the Promotion of Science (JSPS). In an attempt to address the concrete social and educational issues that are faced in so many parts of the world, the project engages classic American philosophy (including transcendentalism, pragmatism, and the work of Stanley Cavell) in interdisciplinary exchange with Japanese thought (including the philosophy of the Kyoto School), feminist studies, and the ethics of care. In contemporary tragedies of exclusion, no less than in corresponding anxieties of inclusion, it finds a deepening crisis in democracy, and it suggests limitations in dominant conceptions of citizenship education as well as in the turn to therapy. It seeks to define the conditions for the generation of a politically mature citizenship within democracy recreated as an equality of voices. Political education thus comes to be understood as an education of one.s experience. in which the humanities and the arts assume new prominence.  相似文献

Governments, international organizations and academics have, in recent decades, expressed a sense of crisis in the practice of democracy based largely upon increasing levels of disengagement by citizens from even the most basic elements of civic life. One response has been to devise civics and citizenship education curricula for schools with the concomitant expectations of enhanced civic practice. Our examination of citizenship education programs has revealed considerable variation from country to country in the degree of success achieved in the design, development and implementation of programs. This paper examines recent developments in citizenship education in four leading Western democracies – Australia, Canada, England and the USA; each one with its own particular successes and shortcomings. It identifies several factors associated with the successful building of curriculum capacity for citizenship education and argues that these are fundamental for countries wishing to move beyond rhetoric and toward substance in citizenship education.  相似文献
