Retrieving the irretrievable; or the editor, the author, and the machine

Present day programs of computerized information retrieval overvalue the importance of retrieving "facts" without either attaching a scale of importance to the material with which they deal or ordering information in any way which corresponds to the order of human thought. The limitations of classification by subject heading become especially apparent when a body of information becomes, through new insight, pertinent to a new area of thought. That body of information thereby acquires new subject headings: thus one sees that the system of retrieval by subject heading can never serve to aid fundamental discovery. The dangers of the present approach lie in their devaluation of traditional methods. Critical reviews are devalued, personal knowledge of the literature is devalued, and a false impression is created that knowledge is the same thing as retrievable information. This diminishes respect for that sort of personal organization of knowledge which alone can serve creative insight.     

Implementing the unthinkable: the demise of periodical check-in at the University of Nevada

Librarians generally assume that serial check-in is an essential function. The authors challenge this assumption, maintaining that the practice does not stand up to thoughtful scrutiny. The check-in process does make possible such practices as routine claiming, binding, and the tracking of title and frequency changes, but many of these ancillary functions do little to help library patrons gain access to journal content; the functions can be accomplished by other, less time-intensive means. The authors believe that in the vast majority of cases, staff time currently devoted to check-in could be much more effectively utilized and patrons better served if check-in were eliminated in favor of a much more abbreviated and pragmatic process. Librarians at the University of Nevada, Reno, have conducted a year-long experiment in eliminating serial check-in, and found that doing so enabled them to reallocate staff time in ways that significantly enhance patron access to serial content without any appreciable negative impact on patron access to print issues.

档案保管期限表是指导档案价值鉴定工作的标准性文件。笔者通过实地调研和问卷调查发现,由于档案保管期限表的司法地位较弱,档案工作人员受潜在心理负担影响,使得在实际工作中未能完全地依照档案保管期限表开展实践工作。基于上述现状,本文从档案处置权、司法追诉期和司法凭证性三方面研究了司法视角下的档案保管期限表的设置思路,认为：（1）应赋予档案保管期限表相应的法律地位,以减轻相关档案工作人员的心理负担;（2）在保管期限的设置与档案销毁方面,应参考司法追诉期,既不能让还在发挥凭证作用的档案被销毁,也不要无限期地保存所有档案;（3）应从司法角度审视档案的有机联系性,尽最大可能保证档案的完整性与凭证性。     

The historian activist and the Gift to the Nation project: preserving the records of the Australian Red Cross

ABSTRACT

In 2014, as part of their centenary celebrations, the Australian Red Cross initiated a project in which it transferred archives to various national, state and territory institutions across Australia including the University of Melbourne Archives and the State Library of New South Wales. The transfer of this voluminous (but not complete) collection built on earlier transfers of archives to the State Library of South Australia and the Australian War Memorial. This paper charts the origins of the plan to donate the records to public repositories. It interrogates the societal provenance of those collections, recognising that the pluralising of records is an historical process, in which the agency of archivists, historians and administrators must be understood. An investigation of Red Cross records in Australia exposes that process in its contingency, inertia and, ultimately, enthusiasm. The paper also reveals the challenges faced by voluntary organisations in preserving their records, and how historians and archivists both can benefit from assisting such organisations. Finally, this paper argues that the ‘Gift to the Nation’ project, with its national and international significance, reflects a shift in our understanding of the First World War to a transnational paradigm that recognises the important role of voluntary organisations.     

Legitimating TV journalism in 60 Minutes : the ramifications of subordinating the visual to the primacy of the word

–The television news magazine genre carries with it an implicit bias that began in an earlier stage of television's dissemination when TV journalism sought to be legitimized by using standards of objectivity handed down from newspapers and magazines. This article contends that this legitimation was attempted by valorizing the rhetorical power of the spoken word and effectively ignoring that visual images carry independent persuasive power–persuasive power, moreover, that often contradicts the verbal and escapes the containment of the objective word. In support of this contention, the essay examines several episodes of 60 Minutes programming. Particular attention is paid to verbal and visual juxtapositions in which the visual imagery and editing choices subvert the stated intentions of the verbal elements. The aim is two-fold: to contribute to critical rhetorical analyses that seek to comprehend the impact of the visual in verbal or print-oriented contexts; and to uncover some of 60 Minutes' ideological underpinnings by casting light on the particular version of reality it constructs, and the beliefs, attitudes, and values it shapes.

From the sidelines to the center: reconsidering the potential of the personal in archives

This article seeks to center the personal in archives, both theoretically and methodologically. After briefly reviewing how personal archives have been sidelined in archival theory and education programs, we suggest that whether a record is considered personal or not is best determined not based on who created it but rather on how it is activated. In two separate autoethnographic case studies, the authors activate institutional records that, for each of them, are intensely personal. In doing so, they demonstrate how centering the personal in this way might inform and impact archivists’ understanding of their responsibilities to those who create, are captured in and consult the records in our care.

As with beauty and other concepts, librarians have been viewed in many subjective ways. On the other hand, some attempts have also been made to obtain more objective views of librarians. This paper provides a summary of these views, or images, that extend back to the early 18th century. It presents the many traits that comprise these images, the sources or origins of the images, the various groups that hold the images, and ends with a reason why current images are indefinite and “blurry.”
