The Economics and Management of Digital Resources in a Multi-Campus,Multi-Library University

ABSTRACT

The three papers that follow detail the funding issues that underlie a multi-campus shared digital collection; the implementation of an experiment to determine costs incurred and avoided, usage and user preferences when print journals are relocated to storage and users must rely on the electronic versions; and finally, campus perspectives on UC libraries' collaborative environment, the co-investment models used to fund shared collections and University-wide participation in an extensive and complicated research project.

开放存取（OA）运动使学术交流和学术出版模式发生了深刻的变革,也给作为保存和传播学术信息资源重要载体的图书馆带来了很大的机遇和挑战。文章从积极参与创建机构知识库,加强与出版机构的开放存取合作,以及有效地对OA资源进行组织和揭示等几方面,探讨了美国加州大学图书馆如何利用OA运动发展的契机来提升自身的地位和影响。     

分报告二：加州大学数字图书馆考察报告

加州大学数字图书馆（CDL,California Digital ibrary）,是加州大学的第11个图书馆（虚拟数字图书馆）,建立于1997年,是世界上最大的研究型数字图书馆之一。文章首先介绍CDL的基本情况,然后在组织机构、服务工作、创新与特色和相关发展等四个方面对其进行概要的介绍,最后提出感受和思考。     

清末北洋大学堂学生的首次留美之路——以上海图书馆馆藏盛宣怀档案中盛宣怀与傅兰雅的通信为例

在清末尝试官派学生出洋的背景下,1901年夏,盛宣怀向美国柏克莱加州大学教授傅兰雅提出带领北洋大学堂学生赴美学习的委托。经过多次协商,两人最终达成一致,派遣学生进入柏克莱加州大学学习。在留学期间,由傅兰雅担任学生们的监督,负责管理他们的学习和生活。北洋大学堂学生的此次留美尝试,也是清末留学运动初兴时期的一个缩影。     

Interlibrary Loaning Special Collections: A Test Run for the University of California

ABSTRACT

In June of 2001, the University of California Libraries initiated a pilot project that enabled library patrons to direct request items held in the University of California Special Collection Units. The pilot ended the need for patrons to initiate most requests for unique items in person through the Special Collections department and allowed patrons to self-determine the need for a unique item when searching the shared UC-wide catalog, Melvyl®. The following article discusses the process used to handle the requests, includes perspectives from the two units overseeing the requests, evaluates the overall success of the pilot and offers considerations for implementing a similar service elsewhere.     

加州大学图书馆多平台云迁移策略研究

高校图书馆应用云计算存在4个核心问题,阻碍了图书馆云迁移的理论研究和实践进展。加州大学图书馆的数字图书馆运维体系曾遇到经费短缺、技术压力和安全隐患三方面问题,向校园私有云和专业开放云迁移的组合策略成为解决问题的首要对策。通过渐进式的分批次过程,图书馆集成系统、馆际互借系统、内容管理系统和校外访问代理系统先后迁移到软件商托管云、OCLC公共云和校园私有云平台,最终实现图书馆基于IaaS层的全面云端化。其经验对我国图书馆的云实践具有重要借鉴意义。     

Interview with Dr. Ken Haycock as Conducted by Dr. Robert P. Holley

Dr. Ken Haycock directs the recently created Master of Management in Library and Information Science (MMLIS) program in the Marshall School of Business at the University of Southern California. As the only LIS program located in a major business school, the MMLIS is focused on integrating business skills with traditional library and information science to graduate students who are prepared for leadership roles in the profession. The MMLIS program requires students to have prior work experience. Students work in teams to solve real world problems and also choose an independent project. Of particular interest is a proposed special track for experienced library and information science managers to acquire the MLIS.

文章从数字参考咨询服务概况、参考咨询服务模式、参考咨询服务对象和服务内容、用户教育及参考馆员资质等五个方面较为详细地介绍了美国加州大学尔湾分校(University of California,Irvine,经常简称为UC Irvine或UCI)图书馆的数字参考咨询服务,指出其成功所在对我国高校图书馆数字参考咨询服务的启示。     

UCLA's Polish Collections and Collecting Poland at the UCLA Library: 2006–2011

The author's purpose in this article is to acquaint the reader with some interesting aspects of the UCLA library's collection of Poland-related and Polish-language print materials. Then, the author gives an account of the strategies for the collection development activities that he undertook from 2006 to 2011, during his curatorial tenure at UCLA's Young Research Library, to revitalize the Polish-language collection. Lastly, the author describes a methodology he used to assess the effectiveness of these activities; this methodology should be of broad interest to anyone involved in area- or language-focused collection development.     

California Cultures: Implementing a Model for Virtual Collections

SUMMARY

This article highlights the California Cultures Project as a case study examining the architecture and framework required to support the deployment of digital objects as virtual collections at the California Digital Library. Chronologically arranged, it describes the Online Archive of California (OAC) Working Group's functional requirements for access to digital objects independent of parent finding aids, and the development and implementation of infrastructures supporting this vision. Discussion includes project organization and content selection for digitization, Web site service vision for K-12 teacher target audience, best practices for encoding, data standards, lesson plans, metadata requirements, METS creation tools, project manuals, repositories, search engines, tools enabling customizable interfaces, user assessment, and usability testing.     

Archiving the Russian and East European Lesbian,Gay, Bisexual,and Transgender Web, 2013: A Pilot Project

This article focuses on the conceptualization and implementation of a web archiving pilot project of selected Russian and East European lesbian, gay, bisexual, and transgender (LGBT) websites by the University of California, Berkeley. It introduces the use of the Web Archiving Services (WAS) platform developed by the California Digital Library. While identifying the criteria used to harvest these websites, the paper also describes various complexities associated with the viability of projects related to such complex social and political issues as the Russian and Eastern European LGBT rights movements. The article does not take an ideological stance with respect to legal issues, but rather strives to preserve information for academic research.     

Results of Using Vendor-Supplied Analog Technology to Create a Virtual Collection: A Case Study

ABSTRACT

Expanded Collection was an analog version of a “virtual” collection that relied on the Document Delivery Department and vendor intervention to obtain materials. Developed to offset budget cuts, it was a list of 205 periodical titles that were cut from the collection but remained listed in the library catalog. Although initially successful, it became difficult to administer. Court interpretations of copyright law caused the Document Delivery Department to rely on standard interlibrary loan procedures and raised ethical questions about Expanded Collection. Improved efficiency in the interlibrary loan process and the increased access to electronic journals made Expanded Collection obsolete.     

From Vision to Action: One Campus's Experience with the UC CONSER Funnel

ABSTRACT

In 2006, the University of California launched a Cooperative Online Serials Program (CONSER) Funnel. It paved the way for serials catalogers across UC libraries to work with CONSER records in the OCLC WorldCat database. The first funnel dealing with bibliographic records in a decentralized approach in the Program for Cooperative Cataloging's history, it has had significant impact locally and nationally. The UC Davis Library was one of the early participants. Valerie Bross was instrumental in its establishment and implementation. This article presents the view from a participating library's standpoint and complements Valerie's article which was published here in 2010.     

Software and Scanner: A Comparison of Procedures in University of California,San Diego's Interlibrary Loan and Course Reserves Units

The Document Delivery Services/Interlibrary Loan Unit and the Course Reserves Unit at the University of California, San Diego's Access Services Department both utilize the Konica Minolta PS7000 book scanner to deliver requested documents and post electronic reserve items. Though the hardware is the same in both units, unique service goals and software—Ariel Interlibrary Loan Document Transmission Software for DDS/ILL and Adobe Photoshop for Course Reserves—result in different issues and challenges. This article discusses the shared practices of the Document Delivery Services/Interlibrary Loan and Course Reserves Units and how each unit utilizes the Konica Minolta PS7000 book scanner to offer better service for their patrons.     

Improving Access to the American Sign Language Video Collection

ABSTRACT

This article shares the experience of implementing, enhancing, and publicizing access to the American Sign Language (ASL) video collection distributed by California Department of Education. The author discusses the issues of service to deaf and hearing-impaired people, including policy adjustments, staff training, and development of the special program to assist disabled users of the ASL video collection. This collection is specifically designed for deaf and hearing-impaired patrons who might otherwise be underserved. The ASL Video Sharing Program described in the article increased special users' access to the video resource through innovative use of computer and Internet technologies.

通过对北京大学文库15年建设历程的回顾与总结,探讨高校文库建设之路,提出把文库办成收藏本校学子论著和各种学术珍品的宝库,展示本校学术水平的窗口,对本校学生进行校史教育和传统教育的场所,学术研究和交流的园地。     

香港中文大学图书馆电子资源管理的挑战与对策

电子资源管理是现今高校图书馆所面对的极具挑战性工作,香港中文大学的图书馆系统亦不例外。该馆的电子资源数量在2006-2007年度较上年增长了两倍。如何运用现有的人力资源和图书馆集成管理系统,及时让读者使用这些电子资源,已成为该馆的重大挑战。有见及此,该馆在2007年决定把电子期刊的编目工作外包,并采用Innovative公司的电子资源管理系统来解决上述问题。此文的目的,是叙述该馆利用SerialsSolutions公司的服务和Innovative公司的电子资源管理系统来管理与日俱增的电子资源的经验。尽管尚有困难待克服,但通过此文所述的措施,该馆的电子资源管理工作已得到改善。

加拿大安大略省大学图书馆联盟(OCUL)的重要项目及其成果Scholars Portal具有独特的资源建设模式和发展理念,其在OCUL的领导下重点在电子期刊和电子图书建设方面进行联盟运作,具有严密的组织架构、整合统一的检索平台、共享的基础设施、永久的资源保存等特色。Scholars Portal的运作模式对我国图书馆加强区域联盟资源建设与组织运行、重视数字资源的本地存储与长期保存、提升信息资源的整合力度与易用水平等方面具有启示意义和借鉴作用。
