网络环境下地方院校图书馆采访工作探讨

根据地方院校的特点和现状，阐述了网络环境下地方院校图书馆采访工作特点、网络环境下的采购模式——网上采购、预订与现购结合、联合采购资源共享。指出网络环境下地方院校图书馆必须重视信息化资源采访、走联合采购、资源共享之路，才能为地方院校建设和发展提供切实有效的资源保障。     

STARS Portends a Bright Future for Resource Sharing

ABSTRACT

Sharing and Transforming Access to Resources Section (STARS) is a new section of the Reference and User Services Association (RUSA) that will bring together librarians and library staff involved with interlibrary loan, document delivery, remote circulation, access services, cooperative reference, cooperative collection development, remote storage, and other shared library services, as well as publishers, producers, and suppliers of products and services that support resource sharing activities. This brief article provides information about the section and its activities.     

Choice for cooperative collection development

Book reviews from Choice, proximity, automation, and committed personnel are the bases for a cooperative collection development project among the Tri-College University Consortium libraries at Moorhead, Minnesota, and Fargo, North Dakota. The purpose of the project is to provide more titles for users of the Consortium libraries without compromising collection quality. Librarians at each library make selections from each issue of Choice, prioritize them, compare them, and decide which library should purchase each selection. The ongoing project, in existence for 15 years, currently diverts more than $59,000 annually to additional purchases. This study concludes that when automation, close proximity, and committed personnel are available, cooperative collection development based on Choice reviews is a worthwhile project and that cooperative collection development as a part of resource sharing is the best way to serve the library needs of the Tri-College University Consortium.     

Cooperative Collection Management

Abstract

The online discussion, among some of the more capable practitioners, about the trials and tribulations of cooperative collection development brought forth an amazing number if insightful comments that should broaden the scope of understanding for anyone interested in the current state of collection development and management problems/solutions. While the concept of “local control” is not diminished, it is apparent (to these practitioners at least) that a self-sufficient research collection is both an oxymoron and an anachronism. Cooperative sharing of resources is the future!     

我国公共图书馆文献资源建设法律需求的调查分析与研究

以问卷形式对国内300余所公共图书馆在文献资源购置经费、馆藏资源建设、信息资源保存保护、政府公开信息的采集、数字资源建设、文献资源共建共享等方面的法律需求进行了调查,据此提出我国<公共图书馆法>关于文献资源经费投入、文献补充、文献使用与处置、文献资源合作建设与共享等问题的立法建议.     

广西高校图书馆与公共图书馆资源整合研究

广西高校图书馆与公共图书馆进行资源整合,是适应广西经济发展的需要。整合内容包括建立全区的馆藏联合目录检索系统、合作基础馆藏、挖掘现有纸质特色馆藏并转化为数字资源、建立特色电子资源库、集团采购电子期刊及学位论文数据库、建立联合存贮馆藏库以及开展技术资源的合作共享。并提出建立协调机构、完善资金保障体系及制度体系,以确保整合的顺利进行。     

从合作馆藏到集体馆藏的探索:法明顿计划80年后的审思

[目的/意义] 回顾法明顿计划后图书馆信息资源共享探索历程,分析合作馆藏、集体馆藏的深层价值意义,为新时期我国图书馆信息资源建设的研究和实践确定锚点。[方法/过程] 回顾20世纪40年代以来图书馆信息资源共享进程中的两次"里程碑"——合作馆藏、集体馆藏,揭示其背后的价值意义,并分析这些价值意义如何推动合作馆藏转向集体馆藏。[结果/结论] 研究发现,法明顿计划从目标指向、内涵设置及实现途径3个方面为早期合作馆藏发展奠定了基础;20世纪70年代和90年代,对合作馆藏的探索先后经历了对"高度利它性"和"协作式合作馆藏"的反思,完成了"尊重成员利益"和"互补式合作馆藏"的转向,并于21世纪初在数据驱动、凸显合作效益的意义设计中重构,转向系统意识下的集体馆藏。这些价值意义对我国图书馆信息资源共享实践具有启迪作用：强化图书馆信息资源建设的战略支撑作用,追求越精准越协同的共赢理念,凸显数据赋能的效能导向。     

Collection management in Australian academic libraries: An American perspective

This paper discusses collection management in Australian academic libraries. The author's sabbatical project was interviewing over 30 academic librarians in October/November of 1992 in eight of the largest research university libraries in Australia. These librarians gave their opinions on selection, acquisition, assessment, budget allocation, cooperative arrangements, and resource sharing. This paper also explores the recent changes in the higher education system in Australia and its impact on Australian universities and libraries, as well as the part Australia's distance from suppliers plays in procurement of materials.     

智猪博弈与信息资源共享中的大小馆合作

以博弈论中的智猪博弈模型为工具,对目前我国信息资源共享建设中大型图书馆与小型图书馆难以达成合作的现象进行深入地博弈分析,认为成本与收益关系的失衡是造成两者关系难以维系的根本经济原因;从行政调解、馆藏资源发展规划、信息资源建设评估体系、共享成本四方面,讨论大型图书馆与小型图书馆合作的激励机制问题,最后强调信息资源共享不等于信息资源共产。     

基于共建共享的文献信息资源建设理论构建

构建基于共建共享的资源建设理论的原则有:体现现代信息技术对资源建设的积极影响,强调共建是共享的前提;注重理论对实践的指导作用;保持与传统理论的一致性。传统的信息资源建设理论、信息资源管理理论、系统理论和资源优化配置理论是基于共建共享的资源建设理论的理论基础。基于共建共享的资源建设理论内容包括:资源建设原则;信息资源结构和补充理论;信息资源组织和评价理论。参考文献15。     

Review of “Ithaka S+R US Library Survey 2013,” by Matthew P. Long and Roger C. Schonfeld

Factors affecting the role and development of academic and research libraries during the more immediate future are discussed. Consideration is given to the advancement and improvement of library service in the context of access to information and materials, and the reliance on resource sharing through cooperation of an informal nature and through networks. Implications are outlined: specifically, the resulting importance of document delivery, the effects on collection growth and management and on the relationship of the academic library with its parent body and with other libraries. Recommendations are made for increased access to library holdings through distributed networks, the improvement of interlibrary loan, the implementation of cooperative collection management, a reappraisal of collection evaluation criteria, and the appropriate ritualization of management skills and technology.     

美国大学图书馆馆藏资源组织进展

文章对美国大学图书馆在信息资源组织与利用方面的创新与实践进行梳理总结,以期为国内图书馆的资源建设提供借鉴。选取美国顶尖的11所大学图书馆作为考察对象,重点介绍它们在馆藏特色文献数据化、资源多样化收集与元数据整合、数字资源全生命周期管理方面的特色和进展。图书馆在资源服务方面所扮演的角色在不断演变,美国大学图书馆正借助先进的信息生产、存储和传递技术,向着实现信息资源共建、共知和共享的目标迈进。国内图书馆需要关注新兴技术,加强特藏资源开发,促进纸质与数字资源融合,优化数字资源业务流程。     

Assessment of KU Libraries’ Slavic & Eurasian Collection: Purpose,Process, and Potential

This paper discusses collection-related assessment projects that were conducted in 2013–2014 by the University of Kansas (KU) Libraries’ International Collections librarians in cooperation with librarians for assessment and resource sharing. While these assessment projects were undertaken in an effort to strengthen the library reports for KU’s Title VI National Resource Center (NRC) grant applications, which were submitted by KU’s area studies centers, the results also have implications for collection development work. The article begins with background about the NRC grants and explains why and how these assessment projects developed. Highlights of results from each assessment project are presented in the following order: assessment of the research needs of area studies faculty and graduate students at KU; citation patterns (2005–2013) of area studies, and more specifically, Slavic and Eurasian studies faculty at KU; and resource sharing data for the Slavic and Eurasian collection 2011–2013. The article concludes with a discussion about how the assessment data inform collection development practices and decisions.     

Collection development at Andhra Pradesh Open University libraries

This paper examines the development of Andhra Pradesh Open University (APOU), its aims and objectives, structure, and courses and student enrollments. It then considers the collection development, selection, and acquisitions policies of the APOU Library for both Central and Study Centre libraries. Brief attention is paid to resource sharing, weeding, and collection evaluation—aspects which have not been very relevant to the relatively new APOU Library. This article concludes by indicating the special challenges facing the APOU Library.     

Changing Strategies for Information Delivery: Theory into Practice

ABSTRACT

Many events over the past decade have jeopardized the library's ability to fulfill its basic mission resulting in a shift of information delivery paradigms. Interlibrary loan, document delivery and resource sharing have become essential rather than peripheral and funding patterns are reflecting this philosophical shift. There is renewed interest in cooperative collection development and multiple options for meshing document delivery with an existing ILL program. Within this environment under a redefined mission statement, the Rasmuson Library, University of Alaska Fairbanks, addresses these shifting paradigms and has implemented a program to meet the information needs of its patrons.

信息资源建设是人类对处于无序状态的各种媒介信息进行选择、采集、组织和开发等活动,使之形成可资利用的信息资源体系的全过程。其主要内容有:信息资源体系规划;信息资源的选择与采集、馆藏资源数字化与数据库建设、网络信息资源开发;信息资源组织管理;信息资源共建共享和信息资源建设基本理论与方法研究。其理论体系由基础理论、文献信息资源建设、数字信息资源建设、信息资源共建与共享四部分组成。图2。参考文献8。     

关于区域性图书馆文献资源共建共享初探

文章分析了本区域文献信息资源共建共享的必要性和可行性,提出了由本地区图书馆学会牵头组织开发本地区文献资源,共建共享地区文献信息资源网的设想,并列举了实现资源共享的措施和实施过程中要注意的问题。参考文献5。     

Empire Express: Case Study of a New York State Resource Sharing Model

ABSTRACT

The article presents a case study of Empire Express, a resource sharing network among the libraries of the State University of New York (SUNY) University Centers at Albany, Binghamton, Buffalo, and Stony Brook, along with Syracuse University. The network involves an expedited interlibrary loan service, in which requests and documents are transmitted via Ariel and books are delivered by UPS, The service was formed in 1993, based upon an analysis of interlibrary loan patterns which revealed considerable potential for equitable resource sharing among the SUNY University Center Libraries. Syracuse University, as a peer institution with complimentary collections, later joined the network, which is formed on the “miniature cooperative” resource sharing model. With data now available about Empire Express, it is possible to assess the service and gain insight about the “miniature cooperative” model as a strategy for equitable resource sharing.     

Revisiting the Tao of Resource Sharing

This article revisits the author’s 2001 article on resource sharing’s anticipated increased demand as a service and its larger role in collection management. The article presents arguments that interlibrary loan’s role is still evolving and stresses the need for increased cooperation and shared collection development among academic libraries.     

论高校图书馆服务地方经济文化发展的方略——以南阳师范学院图书馆为例
