欧洲数字图书馆与世界文化多样性

尊敬的中国国家图书馆馆长先生 尊敬的各位馆长、同行: 大家好! 我非常高兴而且十分荣幸有这个机会向大家介绍我们欧洲数字图书馆的发展计划.     

Promoting Diversity and Pluralism in Contemporary Communication Policies in the United States and the United Kingdom

Recent revisions of media regulation and legislation have emphasized diversity and pluralism as key objectives. Both the Federal Communication Commission's rewriting of broadcasting ownership rules in 2003 and the United Kingdom government's 2003 Communications Act insist that the public interest is best met through providing a dynamic, market-led approach to communications regulation. This article highlights definitions of diversity and pluralism that are increasingly ubiquitous in legislative and regulatory instruments that seek to "modernize" media systems in our present "communications cornucopia." This approach involves conceptualizing media diversity and media pluralism as twin outcomes of strategies designed to maximize consumer choice and market competition. The article argues that we need to challenge the assumption that meaningful forms of diversity can be brought forth only through market structures and questions the validity of quantitative assessments of media sectors that equate choice and competition with diversity. The article suggests that we need to win back a notion of diversity that is based on citizens' engagement with and interrogation of the world rather than the idea that diversity can be measured simply through the number of organizations and channels in the contemporary media environment.     

Public Policies and Research on Cultural Diversity and Television in Mexico

The issue of how to preserve and promote cultural diversity in Mexico has not been central in policy debates and regulations. However, scholars, politicians, and public officials increasingly are debating how to promote and maintain cultural diversity here. This article reviews the current Mexican debate on policies related to the promotion of cultural diversity through television, using the concepts of source, content, and exposure diversity. The article argues that current commercial strategies in Mexico do not stimulate cultural diversity in media content. Instead, it advocates a mixed system of media with different mandates and modes of financing.     

基点、方法、目标：少数民族档案的文化阐释

少数民族档案中有关少数民族的观念、经验、情感、惯例等,往往呈现出一种地理谱系分布,它们属于典型的地方知识,是对少数民族档案进行文化阐释的基点。通过理论援引加案例实证,阐明少数民族档案的文化意涵指向地方观念描述、地方经验叙事、地方情感表达、地方惯例认同等层面,进而从观念、经验、情感、惯例等四个维度探讨少数民族档案的文化阐释方法,并指出少数民族档案的文化阐释应致力于强化观念描述客观性与理解性、突出经验叙事个体性与整体性、追寻情感表达合情性与合理性、推崇惯例认同一致性与多元性的辩证统一来探求少数民族档案意义。     

欧洲图书出版业如何保障文化多样性

非完全市场化的定位 出版业,特别是图书出版业,一直以来被欧洲各国政府及相关部门定位为不仅是产业,更是"民族文化认同的脊梁骨"①.事实上,欧洲内部是由诸多具有多样文化的国家组成的.然而,把图书出版作为一种非完全市场化的文化事业,却在很多国家(包括大国)中形成相当规模的共识.这些共识,基本上奠定了图书出版业在欧洲文化事业中的定位.     

Cultural Diversity in Brazil: A Guide to Reference Sources

ABSTRACT

Brazil is a unique and vibrant country. Researching the diverse cultures of Brazil, although a fascinating pursuit for many individuals, is made difficult by the vast amount of information available for this topic, published in many different languages. In an effort to bring together materials from various sources, assess their quality, and provide a listing of high quality titles, this bibliography presents a compilation of relevant materials from a wide variety of resources.

论信息资源管理的内涵及其多元性特征

围绕对信息资源管理的不同认识展开论述,从信息资源管理概念内涵的分析入手,剖析其在价值观和管理体系两个方面存在的多元性特征,并以此构建信息资源管理的概念模型,提出信息资源管理学科建设应向多学科综合集成方向发展的思路,阐述其对信息管理学科发展带来的机遇和挑战。     

我国少数民族非物质文化遗产的保护方式浅析

我国少数民族非物质文化遗产保护中尚存在不少问题,应在加强法律法规建设的前提下,实行"因地制宜"与"因人制宜"的保护方式相结合,以促进我国少数民族非物质文化遗产保护和传承。     

The Ladies' Home Journal, 'How America Lives' and the Limits of Cultural Diversity

Drawing upon studies of media history and print culture, this article analyzes the relationship among early-nineteenth-century Latin American periodicals, literary institutions, and new experiences of time and history. Framing these periodicals as a new medium which boomed during and immediately after the wars of independence, it underscores their impact upon forms of reading and writing, as well as their importance for concurrent and later debates on the norms governing literary institutions, including the status and definition of literature. Ultimately, this new medium gave rise not only to a new prose—which was described as accelerated and therefore ‘modern’—but also to new forms of discursive authority and to an unprecedented legitimacy for literary genres such as the novel. As such, this article departs from the nation-building paradigms that have governed studies of the Latin American nineteenth century, establishing instead a dialog between periodicals of the whole region, with an emphasis on Cuba, Chile, and the Río de la Plata.     

试析欧洲报业对文化多样性的保护

在当前报业激烈竞争的环境下,竞争结果往往是对报业及文化多样性的损害。欧洲报业却通过以下方式努力保持报业及文化的多样性:社会政策法规鼓励出版自由和表达自由,对垄断和媒介集中有相应的规范;VAT控制模式通过影响报纸的成本而促进报业的多种类存在;报纸资助制度则由国家对报纸进行资助,以保存传统文化及报纸种类的多元化。     

试论多元化与图书馆的发展

本文从历史和文化的视角,分析和探究了当代世界在思想文化上的多元化的现状,并指出图书馆的建设无论在理念还是具体的服务和管理上也必须适应这样的趋势,未来的图书馆在文献载体的种类、服务的对象及形式上也必定是多元化的。     

网络语言传播的多元论与进化观

关于网络语言传播现状,学界有众多观点,归纳起来有肯定论,否定论、合理论和发展论四种.本文以为,应从发展进化的思维来看待网络语言的传播,从而有利于语言的生态平衡发展.     

少数民族文化传承中民族语言新闻节目的开拓与创新——以景宁广播电视台《畲语新闻》为例

浙江景宁县广播电视台于2006年初推出了一档民族针对性极强、完全使用畲语播音的《畲语新闻》,经过两年多的发展,畲族群众对为他们"量身定做"的新闻节目存在"既欢迎又无奈"的现象。在少数民族文化传承中民族语言新闻节目应保护和继承民族的优秀传统文化,在新闻源与节目表现形式的开拓与创新上做好做足文章,使其在当今的和谐社会建设,尤其是当地的文化、经济建设中发挥独特作用。民族文化新闻报道创新的核心就是对其民族文化的传承人的深入发掘和报道。     

"全国文化信息资源共享工程"与民族地区图书馆资源建设

介绍了“全国文化信息资源共享工程”，分析了民族地区图书馆在资源建设中存在的问题，提出了民族地区图书馆资源建设的发展对策。     

文化自觉视角下的少数民族地区图书馆多元文化服务

自上个世纪末以来,"全球化"作为支配全球的话语被提升到"无处不在"的高度,世界范围内经济、政治、文化的互动已成不争的事实。我国各具特色的少数民族文化如何避免被这场全球化的大浪潮所淹没,即保持自己的优良传统,又能在与外来文化的交往和碰撞中实现时代性创新,是每个民族要面对并深思的问题。文章以文化自觉为视角,分析了少数民族文化在全球化和现代化浪潮中的边缘化现象,并以知识贫困作为文化自觉的内源性动力成因,剖析以传承文明、唤醒民众文化自觉意识为使命的少数民族地区图书馆的多元文化服务路径。     

试论省级图书馆开放格局的多元化--由辽宁省图书馆开放办馆实践引发的思考

结合辽宁省图书馆开放办馆的实践，从理论基础和实践探索两个方面就省级图书馆开放格局的多元化问题进行了探讨，提出省级图书馆必须实行多元化开放的观点。
