试论数据库的信息产权

本文分析了目前数据库法律保护所存在的缺陷，论述了统一数据库信息产权内容的必要性和可行性，着重探讨了数据库信息产权的具体内容，旨在让数据库制作者和社会公众能预知司法审判的后果，以促进我国信息产业的发展，并为以后数据库保护的立法奠定理论和实践基础。

The power of information: The example of the u.s. toxics release inventory

The Toxics Release Inventory (TRI) was the first legislatively mandated database in the history of the United States government. It provides access to information on releases of toxic chemicals. Following a brief history of the database, this article describes how access to public data in the TRI has contributed to significant reductions in overall pollution and helped change the role of the U.S. Environmental Protection Agency from a strictly command-and-control regulatory body to one encouraging information-sharing and voluntary reductions. The article also discusses how the TRI has served as a model for integration of multiple sets of data to promote use and understanding of complex information. The article also describes how the database has served as a model for similar databases internationally.     

The Pennsylvania Union List of Serials

The Pennsylvania Union List of Serials (PaULS) is presently in the process of transition from development to maintenance. Since October 1, 1979, its development has been supported by the State Library of Pennsylvania with LSCA funds. The current article describes accomplishments of PaULS from early 1981 through April 1983 including the production of its "core titles" in COM fiche and the conversion of its records by OCLC to the format required for the union listing capability. Current and future problems for PaULS are discussed as are long-term maintenance issues. In addition, PaULS' role as one part of the national serials database is examined.

Bibliography Management with Pro-CiteTM Version 2.0

Pro-Cite^TM, a database management system specifically designed to manage bibliographic references, is reviewed in this article. One of three bibliographic products from Personal Bibliographic Software, Pro-Cite provides a wide range of data manipulation capabilities. These include: creating, editing, and deleting database records; querying for specific recordss; organizing databases; and printing selected records to a variety of devices. This article describes Pro-Cite version 2.0., a major upgrade, and its companion program for converting data captured from MEDLARS into Pro-Cite databases, MEDLARS Biblio-Links^TM.

The International Standard Name Identifier (ISNI): The Evolving Future of Name Authority Control

This article describes the project to build the initial International Standard Name Identifier (ISNI) database by deploying the techniques used to develop the Virtual International Authority File (VIAF). It focuses particularly on the work of the OCLC team in transforming the VIAF “resource file” model of matched data into a robust, operational, and authoritative file of uniquely assigned ISNIs as a base for an ongoing ISNI assignment system, and on the quality assurance validation of the database provided by the British Library and the Bibliothèque nationale de France. The need for future interaction between ongoing ISNI assignment and name authority control in libraries is also explored.

Evolution of a State Periodical Index: Converting an In-House Index to a MARC-Based Database on the Web

This article describes the process of transforming the Arkansas Periodical Index, which began as a card file index in the University of Arkansas (U. of A.) Libraries, to an online database. As in many other states, in-house indexes were compiled to cover local history journals and subject-related magazines. A variety of software now exists to mount locally created databases, one option being the choice to use the same turnkey software that runs the library's online catalog. We began by converting our card files to a local Inmagic DB/Textworks database. The U. of A. received the 1991 Gale Research Award for Excellence in Reference and Adult Library Services for that design. We later mapped the database structure to MARC fields and mounted it as a Web-accessible database through our library OPAC vendor, Innovative Interfaces, Inc. (III). The authors begin with a brief history of periodical indexing, the reasons for choosing MARC formatting, and the field mapping required. The article explains the development of the database to include other publication formats, such as material from biographical compendiums, newspaper indexing, and university publications. The mapping incorporates indexing several publication formats in the same database. It also provides fields for linking citations back to the OPAC records, where users may find call numbers for journals or books, be connected to the full text of articles when available, or to an association's own website when applicable. We address some of the concerns for libraries in developing indexing projects. The article offers a mapping table of migrated fields that can be used by others wanting to encourage the rediscovery of local print periodicals and to expand access to the various materials otherwise buried in the library's special collections.
