国外公共图书馆战略规划研究现状及趋势分析

国外对公共图书馆战略规划的研究始于上世纪后半叶,经过近半个世纪的发展,所开展的研究在关注的视角、采取的相关研究理论等方面均已发生变化。通过对国外公共图书馆战略规划研究现状进行考察,探讨其研究的主要领域,剖析其研究特点,分析其研究的发展趋势,为推进我国公共图书馆战略规划研究提供借鉴作用。     

大学图书馆新馆建设理念与设计

论述新馆建设是图书馆的一项极其重要的任务,是图书馆今后长期使用效果的基础保障。必须在设计之初就给予高度重视和缜密的规划,图书馆人员应深入地嵌入到其规划、设计和施工的过程中。结合工作实践,对图书馆新馆建设的理念、总平面布局和若干设计要点进行分析和探讨。     

高校图书馆空间规划方法——以同济大学图书馆为例

[目的/意义]"双一流"建设背景下,高校图书馆的基本要素"人、资源、空间"已发生重大变化,同济大学图书馆基于用户需求研究图书馆空间规划策略,为图书馆的服务创新和业务转型提供支撑和可行性方案。[方法/过程]探索图书馆空间规划设计需求分析方法,通过内容分析、案例研究、调查问卷等方法了解图书馆发展趋势和用户需求,基于需求分析提出新空间布局的关键要素、功能布局、特征及框架,为同济大学图书馆的创新发展提出可行性建议。[结果/结论]空间服务已成为未来图书馆发展的重要服务模式,探索高校图书馆空间规划方法及关键要素,提出基于用户的空间规划框架,有助于提升图书馆服务创新能力。     

Redefining library space: managing the co-existence of books, computers, and readers

Library design must better integrate space for collections and computers than it has. This article presents planning strategies that integrate digital products and print collections based on patron needs. Many flexible solutions in developing buildings will enhance library service in the technologically dynamic future.     

大学图书馆学习空间设计流程及实施策略

[目的/意义]图书馆空间是支撑大学用户学习、科研、教学等活动的重要场所,是大学图书馆未来战略发展方向。对图书馆空间项目的设计流程及实施策略进行研究,为大学图书馆的学习空间建设提供参考和指导。[方法/过程]基于文献综述及案例分析,从项目流程切入,分析大学图书馆空间项目规划、需求收集与分析、概念设计、要素设计、服务设计及空间评估过程,阐释每个流程的要点、实施办法和最佳实践。[结果/结论]总结图书馆空间项目实施的5个策略：以用户为中心的设计、与大学战略发展相统一、保持空间灵活性、空间与服务融合以及和校内伙伴广泛合作。     

Succession Planning for Libraries

ABSTRACT

It is imperative for libraries of all types to be responsive to the forecasted changes in the demographics of the library workforce. Succession planning is a key strategy for ensuring that libraries are prepared to meet changing and emerging organizational needs. Succession planning is broadly defined as a range of activities focused on both internal and external talent development to fill anticipated needs for library leadership and other key personnel. The aim of this article is to offer a number of recommendations relevant for LIS education to help build an awareness of succession planning for future library managers. In particular, practical ideas for course-related activities and assignments that may help to incorporate succession planning more fully into the LIS curriculum are discussed.     

城市图书馆“智慧”转型中的三大科技应用领域

传统图书馆服务、数字图书馆服务、移动图书馆服务是当今公共图书馆现代科技应用的三个重点领域,也是构建未来"智慧"型图书馆的重要组成部分。城市图书馆在规划、推进相关科技应用时,应结合自身定位、城市特点,正确处理好三者之间的关系,促进三者之间协调发展。应从城市未来发展的需要出发,规划选择适当的技术,如自动化系统、无线射频识别等,加强区域合作,对城市图书馆资源与服务进行高度融合与集成,促进传统图书馆服务向"智慧"转型,实现无处不在、无时不有的专业服务。     

Education for a Law Librarianship:

The current era of planning for library service in the University of California began in the mid-1970s with the development of the Universitywide plan. Although the organization and academic programs of each of the nine campuses are independently administered by campus chancellors, the libraries are centrally budgeted. Library planning at UCLA to match campus-specific needs has required, therefore, the creation of a sophisticated complex of committees, task groups and external organizational relationships for various staff members. Planning is a primary continuing function of the administration of the Library.     

The Paradox and the Promise: Perspectives on the Future of Public Libraries

The future is unknowable, but public libraries have been adapting to changes in technology, demographics, economics, and culture since they began. The author explores five elements that shape today’s library: These are inspired experiences that spark curiosity and learning; buildings that become destinations; high-tech, high-touch environments; preservation and cultivation of our cultural narrative; and constant preparation to face future developments.

近几年来 ,我国掀起了建设数字图书馆的浪潮 ,对此 ,应冷静思考 ,科学筹划 ,力争少交学费。目前 ,对于数字图书馆的概念 ,如何建设数字图书馆 ,是不是所有图书馆都要建设数字图书馆等等问题 ,尚没有统一的认识。应当正确理解数字图书馆和传统图书馆的关系。复合图书馆是今后图书馆的发展方向。参考文献 4。     

大学图书馆情景规划模型构建与实现——以香港理工大学图书馆为例

[目的/意义] 针对当前我国图书馆面临的不确定性复杂环境, 引入情景规划理论, 建立嵌入情景的大学图书馆战略规划实施模型, 旨在丰富图书馆战略规划理论, 并在实践层面上为我国大学图书馆及其他类型图书馆战略规划提供借鉴。[方法/过程] 运用系统研究方法, 融合战略规划与情景规划理论, 突出情景规划的系统学习、应急性与反馈性等特性, 构建大学图书馆情景规划模型, 以香港理工大学图书馆为例阐释说明其实现过程与实施效果。[结果/结论] 结果显示, 作为面向复杂多变的不确定性环境的战略规划方法, 大学图书馆情景规划有助于形成面向未来导向与公共导向的未来情景, 培养与形成图书馆共享心智模式, 在成本预算、建筑修复、员工技能等方面, 为图书馆制定面向未来的战略规划研究与实践提供有益参考。     

Planning the Virtual Library

The merger of libraries, computer technology, and telecommunications is transforming the access and distribution of information. Librarians should be in the process of visualizing their future and planning the evolution of their libraries into virtual libraries. Virtual libraries should retain all the great characteristics of a good library while maximizing the use of the new technology. This article will outline key steps in planning a virtual library.     

Hospital library surveys for management and planning: past and future directions

Since the survey of health sciences libraries by the American Medical Association in 1969, a number of other hospital library surveys have been conducted. Twelve hospital/health sciences library surveys published since the passage of the Medical Library Assistance Act are reviewed. The use of data from these surveys for management and planning is discussed and directions for future library survey development are suggested.

Balancing Act for the Future: How the Academic Library Engages in Collection Development at the Local and Consortial Levels

ABSTRACT

Collection development remains a major focus and concern of current interest for all types of libraries. Consortia began as a means of sharing resources and of leveraging purchasing power for its members. How does a library balance its individual collection needs, both present and future, when it is a member of a consortium? Do the expectations of the consortium outweigh the needs of the individual library member? This article will address how an academic library engages in collection development at the local and consortia levels, addresses the benefits and challenges of consortia memberships, and responds to its local patrons in light of its obligations and commitment to a consortium.     

Change in Libraries: Directions for the Future

ABSTRACT

Results of two surveys and a study process for public library members of a Kansas regional library system are described. Information and observations are presented from participants who identify seven key areas for development including the library’s (1) relationship with its community, (2) accessibility and services, (3) technology, (4) e-readers and digital collections, (5) physical space, (6) staffing, and (7) funding. Two general themes–re-purposing of existing physical space and increased growth of the virtual library–are identified. Public librarians may frame the areas for change in the context of their own experiences and planning for the future.     

A Children's Focus Group Discussion in a Public Library:

A survey of public library administrators in North Carolina revealed that 85 percent engage in either short or long range planning activities using both formal, written and informal, unwritten policies and procedures. Analysis of the results showed that approximately 58 per cent used the ALAPLA manual, Plnnning and Role Setting for Public Libraries, for suggested planning techniques. Capital budgeting, operational resource strategy, and provision of written long-term objectives for the library were reasons given for planning by the majority of respondents. Most administrators anticipated a need for systematic planning in the future, primarily because of the changing roles of the library in the community, and the increasing need for accountability.

图书馆战略规划制定活动是围绕组织发展问题而展开的系统管理活动,依赖于合理的流程设计与符合图书馆时代特点的战略内容的结合。本文参考已有关于战略规划程序的研究结果,在调研数据的支持下,依照图书馆机构特点与战略管理理论,提出了包含准备、分析、制定发布三个阶段在内的战略规划流程模型,并从时间发展角度提出周期演进模式,以期为图书馆战略规划制定提供参考。
