An effective approach to informatize the state-owned enterprise is to build the enterprise information resources network. This paper puts forward a DB-ODS-DW information model for the construction of enterprise information resources network and discusses how to solve the problems in its construction.

企业在生产过程中会不断产生新的知识,但用户却不能及时地了解这些新知识的存在,为了提高知识主动服务的能力,提出了构建面向企业业务的知识推送系统。首先阐述了企业业务活动与知识的关系,然后提出了一种面向企业业务的智能知识推送系统模型,并对其实现的关键技术作了进一步的阐述。该模型为构建面向企业业务的知识推送系统以及解决系统构建中的关键问题提供了理论指导。

Abstract：

New knowledge is continuously generated in enterprise production process,however,users can not know the existence of new knowledge in time.In order to improve the active service capacity of knowledge,this paper proposes to build a knowledge push system for enterprise business.The paper firstly expounds the relationships between enterprise business activities and knowledge,then proposes a model of the intelligent knowledge push system for enterprise business.The key technologies for the construction of the system are also elaborated.The model provides theoretical guidance for building the knowledge push system for enterprise business and for solving the key technologies in the construction of the system.     

数字鸿沟的本质解析

随着社会信息化的推进,数字鸿沟问题日益凸显,严重影响了和谐社会的构建,要想从根本上弥合数字鸿沟就必须剖析其本质。数字鸿沟本质上是由技术、经济、知识和社会4个层面构成的综合性的差距。在技术层面上,它反映了不同主体在接入新兴信息技术方面存在的差距,是新兴信息技术普及过程中出现的＂技术鸿沟＂;在经济层面上,它反映了国际国内经济不平等和贫富差距在信息时代的延续,是信息时代经济发展进程中出现的＂经济鸿沟＂;在知识层面上,它反映了不同群体使用新兴信息技术获取和利用信息资源方面的差距,是信息主体获取和利用信息资源过程中出现的＂知识鸿沟＂;在社会层面上,它反映了信息社会的阶层分化和社会分化现象,是信息社会不平等导致的＂社会鸿沟＂。

Abstract：

With the development of social informatization,the digital divide problem figures increasingly prominently and affects the construction of the harmonious society seriously.In order to close the digital divide fundamentally,it＇s necessary to anatomize its essence.Digital divide is essentially a comprehensive gap which consists of factors in the technical,economic,knowledge and social aspects.In technical aspect,it reflects the differences among different agents to get access to new information technologies,and it＇s the ＂technological gap＂ which appears in the popularization process of new information technologies.In economic aspect,it reflects the international and domestic economic inequality and the continuation of polarization of poor and rich in the information age,and it＇s the ＂economic gap＂ which appears in the economic development process in the information age.In knowledge aspect,it reflects the differences among different groups to use new information technologies to obtain and utilize information resources,and is the ＂knowledge gap＂ which appears in the information resources acquisition and utilization process by information agents.In social aspect,it reflects the stratum differentiation and social differentiation in the information society,and is the ＂social gap＂ caused by the inequality of the information society.     

知识仓库及其在企业管理中的应用

Building a knowledge warehouse at the enterprise level is the precondition and foundation for the enterprise to put knowledge management into effect and engage in knowledge business. After describing the concept, background and development trend of knowledge warehouse, this paper discusses the composition of knowledge warehouse and the basic re-quirement for constructing the enterprise knowledge warehouse. The main application of knowledge warehouse in enterprise management is also discussed.     

个人信用信息时效性保障策略探析

个人信用信息的时效性是保证其具备信用凭证功能的关键,主要受征信活动中个人信用信息采集与查询利用环节、个人信用信息处理环节和个人信用信息当事人监督过程的影响。基于此,个人信用信息时效性的保障策略可归纳为采用变通方式,简化个人信用信息采集过程中当事人监督环节;针对大量的、经常性的查询个人信息的机构,简化查询利用审核手续;制定统一的个人信用信息采集标准,保证信息处理过程的连贯一致。

Abstract：

The timeliness of personal credit information is crucial to ensuring its credit evidence function,and is mainly influenced by the personal credit information collection and query link,the personal credit information pro- cessing link and the monitoring process by the clients. Therefore,the strategies for ensuring the timeliness of person- al credit information could be reduced as follows： simplifying the monitoring process by the clients in the personal credit information collection process by adopting flexible manners; simplifying the query and utilization verification procedures to the organizations which query personal information in quantity and frequently; establishing unified standards for personal credit information collection to ensure information processing to be consistent.     

企业战略联盟反竞争情报模型与机制研究

介绍企业战略联盟与企业反竞争情报的概况,分析企业战略联盟中存在的竞争情报风险,从关键信息评估和分析、反竞争情报策略组合配置以及效果评测与反馈入手构建企业战略联盟反竞争情报模型体系,从人力资源、合法结构、联盟流程3个方面构建企业战略联盟反竞争情报机制。最后提出企业战略联盟反竞争情报实施对策。

Abstract：

This paper describes the status quo of the enterprise strategic alliance and the enterprise defense competitive intelligence,and analyzes the risk of competitive intelligence in the enterprise strategic alliance.Proceeding from the perspective of key information assessment and analysis,combination and collocation of defense competitive intelligence strategies,and effectiveness evaluation and feedback,the paper constructs the defense competitive intelligence model of the enterprise strategic alliance.The paper also constructs the defense competitive intelligence mechanism of the enterprise strategic alliance from the aspects of human resources,legal structure and alliance flow.Finally,the paper proposes some countermeasures for the defense competitive intelligence of the enterprise strategic alliance.     

个性化信息服务能力评价的证据理论模型及实证研究

针对个性化信息服务能力评价中的不确定性问题,基于证据理论建立了个性化信息服务能力评价指标体系和个性化信息服务能力评价模型,并给出了具体算法,通过实证分析计算,不仅验证了该方法能较好地解决评价过程中所遇到的不确定性问题,也证明了该方法的有效性和可行性。

Abstract：

In view of the uncertainty problems in personalized information service capability evaluation,this article develops a personalized information service capability evaluation indicator system and a personalized information service capability evaluation model based on theory of evidence. The article gives the concrete algorithm. The empirical analysis and calculation show that this method can not only resolve the uncertainty problems in the evaluation process,but also testify the effectiveness and feasibility of the method.     

基于竞争情报与知识管理的企业决策过程模型构建

本文描述了竞争情报与知识管理的内涵及异同点,进而探讨基于知识管理的竞争情报过程,阐明了知识管理对竞争情报的影响,强调必须把竞争情报与知识管理融合起来,才能提高组织决策的效率。在竞争情报过程的基础上,构架了基于竞争情报系统、知识管理系统和信息系统三者为一体的企业决策过程结构模型,并提出企业应建立企业情报知识库,强调只有重视对企业情报知识库的建设,才能真正确立起企业的竞争优势。

Abstract：

This paper describes the concepts of competitive intelligence and knowledge management as well as their similarities and differences.The paper further discusses the competitive intelligence process based on knowledge management,clarifies the influence of knowledge management on competitive intelligence,and emphasizes that only by integrating competitive intelligence with knowledge management can the decision-making efficiency of the organization be improved.Based on the competitive intelligence process,the paper constructs a structural model of enterprise decision-making process,which integrates the competitive intelligence system,the knowledge management system and the information system into one.The paper proposes that the enterprise should establish the intelligence and knowledge base,and emphasizes that only by attaching importance to the construction of the enterprise intelligence and knowledge base can the competitive advantage of the enterprise be really established.     

信息生态环境下的企业知识组织研究

本文从生态系统视角基于系统论思想提出信息生态及企业信息生态系统的概念,分析了企业信息生态系统组织要素及相互之间的作用关系,给出了知识种群具有的演化、分布、互动及竞争的重要生态特征,并提出4种基本假设。在此基础上,借用网络动力学理论,对信息生态环境下知识组织对创新能力的影响进行了定量分析。

Abstract：

From the ecosystem point of view and based on the ideology of the theory of system,this paper puts forward the concepts of information ecology and enterprise information ecosystem,analyzes the organizational elements of the enterprise information ecosystem and the relationships among them,gives the important ecological characteristics of knowledge population such as evolution,distribution,interaction and competition,and gives 4 basic assumptions. On this basis,the paper makes a quantitative analysis of the impact of knowledge organization on innovation capability in the information ecoloy environment by the use of the theory of network dynamics.
