This article provides a brief overview of segregated education in Kansas and then explores 3 legal cases: (a) Reynolds v. The Board of Education of the City of Topeka (1903), (b) Wright v. Board of Education of Topeka (1930), and (c) Graham v. Board of Education of Topeka (1941), the precursors to Brown v. Board of Education of Topeka, Kansas (1954). These lawsuits, brought by Black citizens in Topeka, Kansas, provide insights into the legal challenges to segregated education in Topeka prior to Brown and provide an analysis of the legal role Topeka played in terms of shaping and influencing the terrain of segregated education in not only Kansas but the United States.

The QEM Network was established to serve as a focal point for the implementation of strategies designed to achieve the six goals and 58 recommendations of the QEM Project report,Education That Works: An Action Plan for the Education of Minorities. InEducation That Works, we lay out a vision of a restructured education system that would ensure quality education for, and sustained educational achievement by, minority Americans. We discuss what some of the obstacles are that stand in the way of educational equity in our nation and why it is crucial from both moral and practical perspectives to overcome these obstacles. In a second publication,Together We Can Make It Work: A National Agenda to Provide Quality Education for Minorities in Mathematics, Science, and Engineering, issued in April 1992 by QEM's MSE Network, we lay out a plan for achieving specific goals for minorities in mathematics, science, and engineering. Achieving the goals ofEducation That Works and of Together We Can Make It Work requires that the current K-12 education system be totally restructured. The system we have in place produces only an educational elite that does not include significant numbers of minority students.

Measures of teaching effectiveness, scholarly publication, and average salary adjustments were interrelated for a sample of 222 experienced college teachers. A moderate relationship was found between scholarly productivity and salary increases, and a more modest relationship existed between teaching effectiveness and salary. Scholarly publication and teaching effectiveness were independent, however. The work presented or reported herein was performed pursuant to a grant from the U.S. Office of Education, Department of Health, Education, and Welfare. However, the opinions expressed do not necessarily reflect the position or policy of the Office of Education, and no official endorsement by that Office should be inferred. Departing from the usual ‘From the Editors' piece, Jamie Merisotis, President of the Institute for Higher Education Policy, and Jan Sadlak, Director of UNESCO‐CEPES, reflect on the content of this issue of the review. At the same time, they outline the essential developments affecting ranking systems and methodologies in higher education. These developments made up the main topic of the meeting jointly organized by the Institute for Higher Education Policy and UNESCO‐CEPES for the project “Higher Education Ranking Systems and Methodologies: How They Work, What They Do”, and held in Washington D.C., USA on 10–11 December 2004. Most of the articles presented in this issue relate to the context of the above‐mentioned meeting.

During 1999–2000, the writer carried out a survey of six randomly selected Catholic secondary schools in England to examine the attitudes of stakeholder groups towards Citizenship and Personal, Social and Health Education. Questionnaires were completed by six governors, 12 parents, 139 pupils, 12 teachers and six school leaders, providing insight into perceptions of the purposes of selected components of Citizenship and Personal, Social and Health Education, viz. Citizenship Education, Moral Education and Sex Education. Drawing on Hornsby-Smith's (1996) definition of contrasting perspectives, which he characterises as 'Open' and 'Closed' Catholicism, the enquiry located attitudes of the stakeholder groups along a continuum of values. While there was evidence of consensus across stakeholder groups within each component, differences in attitudes were also identified. The results indicated that governors and school leaders adopt more 'Open' attitudes towards Citizenship Education compared with pupils, teachers and parents; that school leaders adopt more 'Open' attitudes towards Moral Education compared with pupils; and that pupils and teachers adopt more 'Open' attitudes towards Sex Education compared with governors. One conclusion is that these results demonstrate that, when traditional religious values are challenged by rapid social and technological changes, stakeholder groups in faith schools are faced with added tensions to resolve.
