This study describes the organization, staffing, cost‐sharing alternatives, and administrative patterns of associations that coordinate community/junior college local governing board activities on a statewide basis. A review of literature is provided.

Methodology used for the study included letter‐surveys to state associations of community/junior colleges, community college presidents’ organizations, trustee organizations, and knowledgeable community college individuals in 33 states. Information concerning structure of community college associations, organizations of local trustees and college presidents, whether such organized groups operate as one common group or as separate organizations, and definition of any paid staff was obtained. Results were tabulated for 25 states identified as sharing state and local control of community/junior colleges. Tables are included to show: (1) states that elect trustees, states that appoint trustees, and the number of college districts and campus locations in each state; (2) organization and staffing patterns of trustee organizations and chief administrator groups; (3) patterns of organization types in the 25 states; and (4) fee structure used to finance state community college associations in a selection of state examples.

It was found that little work has been done to evaluate effectiveness of the various systems cited. Information furnished by the study did not give evidence that one form of structure serves more effectively than another.  相似文献

The purpose of the present study was to determine if a nonrational model of decision-making was used by college administrators in three typical areas of college operations. Were the value positions taken by three college constituency groups (faculty, students, community board) on problems in curriculum, student affairs, and personnel influencing decisions made by administrative groups? In a simulation study, information describing a mythical community college was prepared, using the dimensions of the management-information system CAMPUS (Comprehensive Analytical Methods for Planning in University Systems). Three simulated problems within the hypothetical community college setting were administered to teams of decision makers each composed of three junior college administrators. Junior college administrators did not use the nonrational model in reaching group or individual decisions in the three simulated problem areas. Administrators did not respond in a significant manner to the influence of college constituency groups in reaching decisions. The type of problem being considered (curriculum, student affairs, and personnel) was a significant factor in determining decision alternatives selected by administrators. Both the rational and nonrational models of decision-making as used in this study appear inadequate to explain administrative decisions. It is tenable to posit that decision-making is influenced at least as much by previously learned responses of the decision-makers, and it may need to be considered as an important element in any model of decision-making.  相似文献

ABSTRACT

This paper investigates community college transfer success by exploring the relationship between individual and institutional-level characteristics at students’ two- and four-year institutions. Using statewide administrative data from North Carolina, this study employs a cross-classified multilevel model to investigate the impact that a student’s community college and four-year transfer institution have on post-transfer success. Our findings offer important and compelling insights into the relationship between transfer students, the community college they attended, the four-year transfer institution, and educational outcomes. While individual effects were small, we find several institutional factors associated with student success. Attendance at a large community college or having a public university in the same county as their community college is positively associated with student success, whereas size of the university is negatively related to grades during the first year and persistence to the second year. While the four-year institution’s selectivity is negatively related to many of our outcomes, transferring to a Historically Black College or University is positively associated with GPA, college persistence, and degree completion.  相似文献

This study advances a foundation for future exploration of applied understandings of factors that influence decision levels in multi‐unit community college systems. The purposes of the study were to examine the levels at which decisions were made in nine selected decision areas, and to determine the relationship between (a) the levels at which decisions were made in systems, (b) the factors of institutional size and history, and (c) the number of system‐level personnel. The data for analysis were collected from 26 community college systems that were responsible for only a portion of higher education in the state, had a system‐level president or chancellor as the chief executive officer, and had a central office separate from the campuses in the system. The Aston method of collecting data from formal organizations was utilized to identify the formal structure and context of the systems. The major findings are that faculty‐ and student‐related matters are generally decided at the campus level and that major managerial matters are generally decided at the central‐office level.  相似文献

While community colleges serve as a postsecondary entry point for many “at-risk” students, not many who enroll will be ready or able to participate in college level courses on entry. Statistically, large numbers of community college students require college remediation, and only a handful are able to successfully emerge from the remediation pipeline. Many students find mathematics the most challenging course sequence and frequently report high levels of math anxiety and lower completion rates. Using population data from a large urban district in a western state, this study examined the impact of course grades on subsequent grades within math courses.  相似文献

Retrenchment practices in the 1980s represented a new challenge to institutions of higher education. The literature encompassing higher education within the past 10 years has revealed limited information concerning retrenchment policies in public community colleges in Texas. This study investigated the presence or absence of retrenchment policies and their relation to fluctuations in enrollment and state funding. All 49 public community‐junior college districts in the state of Texas were included in the study. Twenty (41%) of these community colleges had a retrenchment policy. This study indicated that administrative decisions regarding the development and adoption of retrenchment policies are based on state revenue declines as opposed to enrollment fluctuations.  相似文献

Since the mid‐1970's community colleges have devoted more attention than ever before to the preparation and inservice training of administrators. Despite these efforts, there is as yet no clearly defined career path to top level administrative posts. Most administrators learn skills for their job by observing others, through trial‐and‐error, and in some cases, through being mentored. Only 25% of community college students transfer to a 4-year institution within 5 years, and only 17% earn a bachelor’s degree within 6 years of transferring (Jenkins &; Fink, 2015). In response, community colleges have partnered with 4-year institutions to draft articulation agreements, outlining transfer policies and procedures for specific academic programs (Montague, 2012). However, no extant research has examined whether these articulation agreements are readable by community college students. This study examines 100 articulation agreements between 2- and 4-year institutions to answer the question: do community college students understand articulation agreements? Findings indicate that 93% of articulation agreements are unreadable by community college students of average reading ability, with 69% of articulation agreements written at or above a 16th-grade reading level. Implications for practitioners and future research are addressed.  相似文献

Findings from a national study of community college administrative careers, examining issues of position, gender, and race / ethnicity are reported. Career path data also are compared with an earlier national study, showing that paths to the presidency have changed since 1985. Abstract

No administrative position appears to be more pivotal in facilitating grassroots change in the community college than that of the department or division chairperson. However, no one, until the present effort, has systematically assessed two-year college chairpersons to determine what they perceive their staff development needs to be. The results of the present study indicate that preservice and inservice training received by chairpersons was generally nominal, and that self-improvement activity appears weak. Further, the respondents reported extensive and serious needs related to knowledge of the community college, managerial skills, personnel matters, administrative matters, curriculum and instruction, student personnel services, and some 18 other possible training needs ranging from the law and higher education to the effective use of a secretary. Chairpersons were also asked to indicate what they consider to be the most convenient times and conditions for inservice training. They suggest that they would seek out substantially more training than they do if better funding, time, and site configurations were made available. Finally, concrete recommendations are made to increase the availability of training of two-year college chairpersons.  相似文献

This study provides a foundation for discussion of major issues facing community colleges in America. The purpose of the study was to ascertain how many community college presidents rank order issues facing their institutions, now and five years hence. Additionally, the study sought to more comprehensively examine recent literature about issues facing community colleges for purposes of comparison with the findings of the study, and for explication of issues identified. The data for analysis were collected from a population survey of all public and private community college presidents listed in the Education Directory of Colleges and Universities, 1981‐1982. Issues used in the survey were identified a priori, from a review of the literature, and were validated using a panel of community college presidents. The major findings were that both public and private community college presidents agree that the top issues facing their institutions five years hence are: financial support for institution, achieving institutional mission, and maintaining enrollments. Other major current issues include faculty and staff relations, planning and administering the budget, governing board relations, administrative team relations, state relations, public and community relations, and program development and evaluation. Additionally, questions were raised in the study regarding “presidential priority rankings of issues,” based upon directions suggested in the literature review about what issues seem most pressing in the decade of the 1980s.  相似文献

Over the past several decades, one of the most significant changes in the delivery of postsecondary education involves the dramatic increase in the use of contingent or part-time faculty. Although the increased use of part-time faculty within higher education makes sense from an administrative point of view, its use does not come without criticism. With community colleges representing a more convenient, affordable, and flexible educational option for a number of students, particularly those from disadvantaged backgrounds, examining how exposure to part-time faculty relates to students’ academic goals represents an important area of inquiry. This study draws from social and human capital frameworks and uses hierarchical generalized linear modeling (HGLM) to examine how exposure to part-time faculty relates to community college students’ likelihood of transferring to a four-year college or university. Findings suggest that students tend to be significantly less likely to transfer as their exposure to part-time faculty increases.  相似文献

Abstract

This study was designed and undertaken to ascertain the administrative models (participative versus bureaucratic) operating within the nation's public community colleges, as perceived by those charged with occupational education. The research design viewed the community college as a dichotomy of administration and faculty. Questions concerning the perceived degree of administration and faculty involvement in major educational issues were solicited from directors of occupational education.

Data for the research were obtained via a questionnaire that gathered biographical and attitudinal information. The usable sample consisted of 282 colleges selected at random from a population of nearly 1,000 public community colleges. Various influence patterns of key functions (curriculum, budget, facilities, and governance) were assessed to determine the role and involvement of faculty and administration. An argument was made to suggest a participative model of administration as a viable mode of administering the public community college. The findings of the research suggested, however, that faculty and administration had different and varying roles of responsibility. The faculty were more involved in departmental and nonbudgetary matters, whereas monetary, governance, and planning issues were functions of the college administration.  相似文献

Most students with hearing loss attend community college, yet very little research on this population of students exists in higher education. This research was conducted in order to gain a better understanding of how students who are d/Deaf navigate the mainstream postsecondary environment. Purposeful sampling was used to gather data from 19 individuals who attended postsecondary institutions not designed specifically for d/Deaf students. These participants were enrolled in an urban community college district in the southwestern United States and were receiving accommodations from their campus accessibility office.

Participants shared their perceptions of the campus accessibility office, the individuals within it, and campus administrative support. The results from this study help shed light on the experience of d/Deaf students in community college and provide insight on how to facilitate their success in postsecondary education. The author provides recommended practices for campus accessibility offices to adopt in order to effectively serve this student population, including specialized orientation for students and instructors, specialized advising, utilization of student feedback, and increasing campus and community awareness of services offered.  相似文献

The spread of online courses and programs in community colleges across the nation has contributed to a redefinition of open-access education. Accordingly, the growth in online courses has drawn attention to the value of different instructional modalities, particularly with regard to their effectiveness in learning, retention, and success. As a result, this study sought to determine whether or not there were differences in students’ academic success and course retention for community college men by racial/ethnic affiliation. This study used institutional data on men enrolled in California’s community college system to provide greater insight into the effect of online learning on student success. Findings illustrated that Asian, Black, Latino, and White men were more likely to have higher success outcomes when engaged in face-to-face modalities. There were no clear patterns in which online modality was better than others with regards to success, except for Black men. For these men, asynchronous with multimedia was identified as the second most effective online modality pertaining to success. This research has demonstrated the manifold benefits of face-to-face instruction. As such, face-to-face courses seemed to be the best type of modality for community college men. For that reason, careful consideration must be taken when promoting online learning to Asian, Black, Latino, and White men in community colleges. Though, further research is needed to better understand variation in the presentation of online learning materials and the structure of interactions within online classrooms.  相似文献

ABSTRACT

Noncredit community college enrollment accounts for approximately 40% of all enrollment in the two-year sector, or five million students (American Association of Community Colleges, 2016). Yet, this population is seldom discussed in the higher education literature due to inconsistent definitions, funding, and data reporting at the state level. Many of the structural elements (e.g., funding, enrollment) have not been documented recently or completely. This study used data from the 2015 Survey of Access and Finance Issues, administered annually to the National Council of State Directors of Community Colleges. The authors calculated noncredit enrollment by function and frequencies on funding mechanisms, funding by function, noncredit data reporting, and the measures captured at the state level. The study also employed polychoric and polyserial correlations examining the relationships among structural, contextual, and perspective-based items. This was done to capture the national landscape on this important community college function through the lens of state-level community college leaders.  相似文献

The authors present a rationale for using social roles as the basis for improving the community college institution through curriculum development, faculty and student services improvement, and institutional enhancement. The construct social role is defined as a pattern of behaviors and attitudes related to a specific function or position as expected by society. Havighurst's original social role concept provides background information for the current research project. This research attempted to revitalize Havighurst's social role theory within a contemporary context. Toward this end, data were collected from 300 adults. The data collection methods controlled for an equal number of respondents grouped by age, gender, and SES level. The implications for the community college and its primary mission were presented in the areas of curriculum development, and faculty and student services, as well as implications for the community college as an institution.  相似文献
