流浪未成年人所具有的独特心理特征在认知发展、行为表现及社会交往方面与其他未成年人有着明显不同。流浪未成年人受不良环境因素的影响所导致的自控能力弱、经常性地自我否定、不信任他人等情况严重影响其身心健康成长及社会发展。流浪未成年人所产生的负面效应已经引起政府和社会的广泛关注，近年来，政府加快推动社会力量参与社会治理，倡导社会工作机构从专业的角度介入该群体问题的解决，不断化解其中的社会矛盾。结合流浪未成年人这一特殊群体的现状、特征及形成原因，从外展社会工作的角度出发总结梳理解决方案，为社会工作介入流浪未成年人服务的研究提供方向与思路，加强社会大众对该群体的重视，帮助流浪未成年人重新回归社会。

通过对荆州市流浪少年儿童救助保护中心近三年来所救助的流浪少年儿童的调研,对相关情况进行实证分析,内容涉及到人数走向、年龄、受教育程度、流出地情况、滞留情况、需求情况、受助态度、流出原因,等等.这些分析能够引起全社会对流浪少年儿童法律保护问题的高度重视,有助于相关法律法规的完善.
