The end of collecting: Towards a new purpose for archival appraisal

In this essay, the author ruminates on the relationship between collecting and archival appraisal. He argues that collecting does not necessarily equal appraisal, although society and even archivists value it as an important function. The author stresses that the critical need is for archivists to have a clear perspective, whether highly theoretical or immensely practical, of what it is they hope to accomplish in appraising and that they need to document this process so that future researchers and archivists can understand what archival appraisal meant. As it is, archives might become more valued as important cultural symbols than for the records they actually hold. The notion of an “end” of collecting is in the sense that collecting is appraising, but appraising elevated to a professional function requiring more care, deliberate thought, and self-evaluation.

Connected Learning in the Public Library: An Evaluative Framework for Developing Virtual Learning Spaces for Youth

This article presents an evaluative framework to aid public libraries in achieving a mission of providing informal learning opportunities through virtual spaces. Existing literature on assessments and evaluation is used to build the basic framework; the experiences of 21st Century Learning Labs in Libraries and Museum grant recipients are used to develop evaluative tools and examples for library practitioners to use in planning their own virtual spaces. This article serves as the first evaluative approach to the development of informal virtual learning spaces in public libraries.     

Understanding Ultimate Use Data and Its Implication for Digital Library Management: A Case Study

Information professionals and librarians have been studying, discussing, and developing digital libraries for more than two decades, but understanding ultimate use of images from digital libraries remains a mystery for many of them. Most articles written on digital library use focus on users’ search retrieval needs and behavior. Few mention how digital library patrons use the images they request. Like many digital libraries, archives, and special collections, the University of Houston Digital Library makes high resolution images available to its patrons. Image delivery is achieved by an automated system, titled the Digital Cart Service. An unexpected benefit of the Digital Cart Service is the reporting mechanism that produces data that includes intended use information. This article discusses the analysis of this data to determine why images were used, what products were created from the images, and what implications this has on digital library management. The authors believe that answering these questions creates an environment in which digital library innovators can better promote and design digital libraries, and describe and select the content in them.

Governance in the digital age: A research and action framework for an uncertain future

Research into relationships among government, society and technology has grown substantially over the past 30 years. However, most research and most advances in practice address narrowly defined categories of concern such as government organization, citizen services, interoperability, or personal privacy. By contrast, the future presents complex and dynamic challenges that demand a more holistic and flexible perspective, including consideration of what constitutes an appropriate infrastructure for continued development of government and governance in the digital age. This paper outlines a conceptual framework for considering the future, drawn from a stakeholder-driven investigation into potential scenarios of society and government. The framework reflects a dynamic socio-technical system encompassing interactions among societal trends, human elements, changing technology, information management, interaction and complexity, and the purpose and role of government.     

Opportunities beyond Electronic Resource Management: An Extension of the Core Competencies for Electronic Resources Librarians to Digital Scholarship and Scholarly Communications

This article will provide an overview of current topics in Digital Scholarship and Scholarly Communications (DS/SC) and draw connections between these new areas and the traditional skill set of electronic resources librarians. Commonalities between the skills outlined in the Core Competencies for Electronic Resources Librarians and those needed for success in DS/SC will form the basis of the author’s recommendations for involvement in these new areas.     

Public sector readiness for digital preservation in New Zealand: The rate of adoption of an innovation in records management practices

Recent legislation in New Zealand has placed statutory obligations on its government organizations to introduce sound records management practices and to ensure long-term access to their digital records. To obtain a base level of knowledge on current digital preservation practices and on awareness of digital preservation issues, an online survey was conducted of the nation's government organizations in March 2006. The survey, which achieved a response rate of 42.4%, found that most organizations were knowledgeable about basic aspects of their digital resources but their awareness of digital preservation was generally low, and digital preservation activity was modest overall. To identify possible reasons for this situation, Rogers' (Diffusion of innovations. 5th ed. New York: Free Press. 2003) Diffusion of Innovations model is used to discuss digital preservation as an innovation and the level of readiness for digital preservation as the innovation's rate of adoption. The paper concludes by using Rogers' model as the basis for making recommendations aimed at helping the government's lead agencies to increase New Zealand's public sector readiness for digital preservation.
